Tri-Town Compressor Station
The Weld County Public Works Department has reviewed this proposal. This project falls under the Use
by Special Review Standard, Weld County Code, Chapter 23, Article II, Division 4, Section 23. Staff
comments made during this phase of the Use by Special Review process may not be all-inclusive, as
other issues may arise during the remaining application process.
COMMENTS:
The traffic information provided with the submittal describes expected traffic impacts during construction.
Please provide a narrative describing the anticipated traffic patterns after construction as well.
An access permit has been approved for the access to the site (AP14-00041).
Access improvements are required and typically are 60ft radius for large trucks or 45ft radius for
commercial vehicles. Contact Public Works for access requirements.
A right of way permit is required for any work within the County right of way. A special transport permit is
required for over length, width, height, or weight vehicles. Contact Public Works.
Tracking control is required to prevent tracking from the site onto the County Roadway. Standard tracking
control for accesses onto gravel roads includes double cattle guards at the access point.
A drainage narrative and water quality feature design was submitted. A water quality design was
submitted. Label the water quality feature on the plat as "Water Quality Feature, No Build/Storage Area"
and label the required volume.
A Construction Stormwater Permit is required with the State for disturbing more than 1 acre. Contact:
Colorado Department of Public Health and Environment, Water Quality Control Division, Rik Gay, 303-
692-3575.
An Improvements Agreement between the Applicant and the County will be required for this project. It will
detail the approved haul route(s), any onsite and offsite requirements, and a maintenance agreement for
the haul routes. Road maintenance after construction may not be required for this site if traffic impacts are
minimal.
CONDITIONS OF APPROVAL/REQUIREMENTS:
1. Prior to recording the plat:
A. An Improvements Agreement and road maintenance agreement is required for the
construction phase of the project. Road maintenance including dust control, damage repair
will be included.
B. The plat shall be amended to delineate the following:

1. County Road 21 is designated on the Weld County Road Classification Plan as a
local road, which requires 60 feet of right-of-way at full buildout. The applicant shall
verify and delineate on the plat the existing right-of-way and the documents creating
the right-of-way. This road is maintained by Weld County.
2. Show the approved access on the plat and label with the approved access permit
number AP14-00041.
3. Show standard tracking control on the plat. Standard tracking control for accesses
onto gravel roads includes double cattle guards at the access point.
5. Prior to Construction:
A. If more than 1 acre is to be disturbed, a Weld County grading permit will be required
prior to the start of construction.
B. Right of way permit is required for any work within the public right of way.
C. Special transport permit is required for any over size or over weight vehicles.
DEVELOPMENT STANDARDS/NOTES ON THE PLAT
1. Should noxious weeds exist on the property, or become established as a result of the
proposed development, the applicant/landowner shall be responsible for controlling the
noxious weeds,pursuant to Chapter 15, Articles I and II, of the Weld County Code.
2. The historical flow patterns and runoff amounts will be maintained on the site.
3. Weld County is not responsible for the maintenance of onsite drainage related features.
4. This site is located in a State Designated, Municipal Separate Storm Sewer System (MS4)
Area which may trigger specific water quality requirements or other drainage improvements
if the lot develops further.
5. There shall be no parking or staging of vehicles on County roads. On-site parking shall be
utilized.
6. The right-of-way or easement shall be graded and drained to provide an all-weather access.

Environmental Health Services has reviewed this proposal for a mineral resource
development facility, for oil and gas support and service facilities, (compressor station
for natural gas and all related equipment, including, but limited to, eight (8)
compressors, vapor recovery units, separators, dehydrators, storage tanks, and one (1)
seventy-foot in height communications tower) in the A (Agricultural) Zone District.
There will not be any full time employees located at the facility. A technician will access
the site once a day for approximately one to two hours.
The following section is from Environmental Health Services, Weld County Department
of Public Health & Environment, Septic Policies.
2.2.K Use of portable toilets and bottled water (revised 5/8/12)
Purpose: To define when portable toilets and commercially bottled water are
allowed.
Policy: Bottled water from a commercial source and portable toilets are allowed
in the following circumstances:
1. Temporary or seasonal uses that are utilized 6 months or less per year
(for example recreational facilities, firework stands, farmers markets )
2. Gravel mines
3. 10 or less customers or visitors per day
and/or one of the following:
4. 2 or less full time (40 hour week) employees located on site
5. 4 or less part time (20 hour week) employees located on site
6. employees or contractors that are on site for less than 2 consecutive
hours a day
Note: Records of maintenance and proper disposal for portable toilets shall be retained
on a quarterly basis and available for review by the Weld County Department of Public
Health and Environment. Portable toilets shall be serviced by a cleaner licensed in
Weld County and shall contain hand sanitizers.
As indicated above, it is the policy of this department that portable toilets are allowed
when employees or contractors are on site for less than 2 consecutive hours a day. As
personnel will be on site for a short duration, in accordance with Environmental Health
Services policy the use of portable toilets is allowed.
The waste handling plan stipulates that refuse will be contained and removed by Waste
Management. Mesa oil will be utilized for liquid waste disposal and recycling.
Procedures for cleanup and disposal of spilled hazardous materials will be included in
the Spill Prevention Control and Countermeasure plan (SPCC).
On site dust will be controlled by having the access drive and driving areas within the
fenced boundary graveled. Native vegetation will be used for stabilization.
An Air Pollution Emission Notice (A.P.E.N.) and Emissions Permit application was not
submitted with the application.
Noise may be regulated by the Colorado Oil and Gas Conservation Commission. A
cooler silencer, a noise attenuated building over the engine and compressor, a
combustion air intake silencer, and a hospital grade muffler on the engine exhaust will
be utilized for noise reduction.
We have no objections to the proposal; however, we do recommend that the following
conditions be part of any approval:
We recommend that the following requirement be met prior to allowing the plat to be
recorded:
1. The applicant shall submit evidence of an Air Pollution Emission Notice
(A.P.E.N.) and Emissions Permit application from the Air Pollution Control
Division, Colorado Department of Health and Environment to Environmental
Health Services Division of the Weld County Department of Public Health &
Environment. Alternately, the applicant can provide evidence from the APCD that
they are not subject to these requirements.
We recommend that the following requirement be incorporated into the permit as a
condition that must be met one month prior to operation:
1. A signed copy of the Spill Prevention, Control and Countermeasure Plan shall be
provided to Environmental Health Services Division of the Weld County
Department of Public Health & Environment.

We recommend that the following requirements be incorporated into the permit as
development standards:
1. All liquid and solid wastes (as defined in the Solid Wastes Disposal Sites and
Facilities Act, 30-20-100.5, C.R.S., as amended) shall be stored and removed for
final disposal in a manner that protects against surface and groundwater
contamination.
2. No permanent disposal of wastes shall be permitted at this site. This is not
meant to include those wastes specifically excluded from the definition of a solid
waste in the Solid Wastes Disposal Sites and Facilities Act, 30-20-100.5, C.R.S.,
as amended.
3. Waste materials shall be handled, stored, and disposed in a manner that controls
fugitive dust, blowing debris, and other potential nuisance conditions. The
applicant shall operate in accordance with the approved "waste handling plan", at
all times.
4. Fugitive dust and fugitive particulate emissions shall be controlled on this site.
The facility shall be operated in accordance with the approved "dust abatement
plan", at all times.
5. Adequate drinking, handwashing and toilet facilities shall be provided for
employees and patrons of the facility, at all times. As employees or contractors
are on site for less than 2 consecutive hours a day portable toilets and bottled
water are acceptable. Records of maintenance and proper disposal for portable
toilets shall be retained on a quarterly basis and available for review by the Weld
County Department of Public Health and Environment. Portable toilets shall be
serviced by a cleaner licensed in Weld County and shall contain hand sanitizers.
6. All potentially hazardous chemicals must be handled in a safe manner in
accordance with product labeling and in a manner that minimizes the release of
hazardous air pollutants (HAP's) and volatile organic compounds (VOC's). All
chemicals must be stored secure, on an impervious surface, and in accordance
with manufacturer's recommendations.
7. The Spill Prevention, Control and Countermeasure Plan shall be available on
site, at all times.
8. This facility shall adhere to the maximum permissible noise levels allowed in the
Non-Specified Zone as delineated in Section 14-9-30 of the Weld County Code,
or with all applicable State noise statutes and/or regulations.
9. The applicant shall obtain a Colorado Discharge Permit System or CDPS permit
from the Colorado Department of Public Health and Environment (CDPH&E),

Water Quality Control Division, as applicable.
10. In accordance with Colorado Oil and Gas Conservation Commission Rule 604, a
spillage retention berm shall be constructed around the aboveground storage
tanks. The volume retained by the spillage berm should be greater than the
volume of the largest tank inside the berm and sufficient freeboard to contain
precipitation. Alternative protective measures may be allowed provided they
comply with the Colorado Oil and Gas Conservation Commission regulations.
11.The operation shall comply with all applicable rules and regulations of State and
Federal agencies and the Weld County Code.

A building and electrical permit will be required, per Section 29-3-10 of the Weld County Code, for any
new structures ,additions or renovation to any structures. A building permit application must be completed
and two complete sets of engineered plans. MSDS sheets for all materials stored shall be submitted with
building permit applications.
Buildings and structures shall conform to the requirements of the various codes adopted at the time of
permit application. Currently the following has been adopted by Weld County: 2012 International Building
Code; 2012 International Mechanical Code; 2012 International Plumbing Code:; 2012 International Fuel
Gas Code; 2006 International Energy Code; 2011 National Electrical Code; 2009 ANSI 117.1
Accessibility Code and Chapter 29 of the Weld County Code.

Every Factory-Built Nonresidential Structure manufactured after the effective date of these regulations
that is manufactured, sold, or offered for sale in this state must display an insignia issued by the Division
of Housing certifying that the unit is constructed in compliance with the standards adopted in schedule "B"
which is incorporated herein and made a part of these Rules and Regulations by reference, and all other
requirements set forth by this resolution.A Fire District Notification letter shall be submitted to the Fire
District with jurisdiction for review and comments and submitted with Commercial Permit application to

Comments:
1. Fire extinguishers must be located inside all occupied buildings. Travel distance to an
extinguisher in the office area cannot exceed 75' in the business office. Extinguisher size
and type need to meet the requirements of NFPA 10.
2. Copies of all MSDS sheets shall be provided on site upon request.
3. Fire Department approval is required for fire detection/suppression systems.
4. Fire apparatus access roads shall be designed and maintained to support the imposed
loads of fire apparatus. All fire apparatus access roads must have a surface to provide all-
weather driving capabilities. The fire department will need to have access that goes
around all areas of parking and the office.
5. The address must be placed on the business and in a position that is clearly visible from
the street fronting the business. Address numbers need to be a minimum of 4 inches high,
have a 3/4 inch stoke, and they need to be on a contrasting backboard. Sites having
multiple outbuildings shall identify each separate building by a letter or number and post
that identifying marker on that building using the same requirements as above.
6. Fort Lupton Fire Protection District will need to be contacted to conduct a fire safety
inspection prior to the start of business in the new structure.
