RE: APPROVE BUDGET MODIFICATION TO 2010 CONGRESSIONAL SELECT GRANT FOR
THE PURCHASE OF EQUIPMENT FOR THE NORTHERN COLORADO REGIONAL
FORENSIC CRIME LAB AND AUTHORIZE ELECTRONIC SUBMITTAL
WHEREAS, the Board of County Commissioners of Weld County, Colorado, pursuant to
Colorado statute and the Weld County Home Rule Charter, is vested with the authority of
administering the affairs of Weld County, Colorado, and
WHEREAS, the Board has been presented with a Budget Modification to the 2010
Congressional Select Grant for the purchase of equipment with the remaining funds designated for
capacity enhancement of the regional crime lab, and
WHEREAS, acceptance of the listed equipment will increase Weld County's capability to
respond to requests for crime laboratory services, and
WHEREAS,after review,the Board deems it advisable to approve said Budget Modification
to the 2010 Congressional Select Grant and accept said equipment, a copy of the itemized list being
attached hereto and incorporated herein by reference.
NOW, THEREFORE, BE IT RESOLVED by the Board of County Commissioners of Weld
County, Colorado, that the Budget Modification to the 2010 Congressional Select Grant for the
purchase of equipment for the Northern Colorado Regional Forensic Crime Lab from the County of
Weld, by and through the Board of Weld County Commissioners, on behalf of the Northern
Colorado Regional Forensic Crime Lab, and the U.S. Department of Justice, be, and hereby is,
accepted.
The above and foregoing Resolution was, on motion duly made and seconded, adopted by
the following vote on the 8th day of September, A.D., 2014.

Budget Narrative:
• OVERVIEW:
The Northern Colorado Regional Forensic Laboratory is using funds from the FY 2009 and FY
2010 Congressional Select grants to establish a sustainable forensic lab to serve the Northern
Colorado region. Funds from the FY 2009 grant will be used to cover operation and
maintenance costs for the facility for a period of 2 years. The use of the FY 2009 funds will
provide the time needed by the participating agencies to establish their budgets to support the
operating and maintenance costs of the lab. The FY 2010 Congressional Select funds will be
used to obtain necessary items of equipment and supplies for the lab.
Although the regional lab does exist and provide forensic services, it does so at tour sites within
two northern Colorado counties. Lorimer and Weld. Some of the items of equipment will be
transferred from their current site to the new facility. Other items cannot be moved as they
support the CSI functions of the participating agencies. In moving into this facility it will be
necessary to replace those items not being transferred to the new lab. In addition, there are other
needs that the lab has as it begins operation in this new facility.
Over the course of the past few months an evaluation was done on the initial request for the use
of these funds. After obtaining a better understanding of the design of the facility. as well as
knowing what will and will not be transferred, the decision was made to modify the initial
request. The above summary of requests better reflects the current needs of the lab in order to be
operational in the new facility.
The success of this regional lab is paramount to maintaining the quality of service the local law
entorcement communities have come to expect. Having the needed equipment and supplies

available to the analysts in the lab supports that goal. In addition. these items will also assist the
lab in its efforts to attain accreditation as an ISO 17025 lab.
The modifications being requested are based upon a more complete understanding of the needs
of the lab. We are requesting that the dollar amounts in the equipment and supply categories he
modified to those listed above. For further details a budget worksheet dated 04102013 has been
prepared and accompanies this request.

I would like to move 5 23.879 from the equipment category to the supplies category. The
cost for two items dropped significantly as the result of technology changes and there
were a couple of other items whose values dropped below $5,000 so they were moved to
the supplies category. The last paragraph of the Equipment narrative indicates the new
request for a RAID array for the DME unit.
There are a several items of equipment that are needed to help establish a full service
forensic laboratory in the Northern Colorado region. Some of these items exist in their
labs current location and will be transferred to the new lab. Others will remain in their
existing sites. Therefore the lab will need to obtain certain items to maintain its present
level of service. Other items are needed to become a more complete full service forensic
lab.

One of the items needed is a cyanoacry late fuming chamber. One of the primary methods
used in the latent print section is the deposit of cyanoacrylate onto items to detect latent
prints. Technological developments in recent years have allowed for the development of
chambers that provide for more consistent results. The lab is seeking to secure a chamber
for the new facility that will perform this function.
The lab also requires chemical fume hoods to be placed in each discipline within the lab
to ensure the safety of the examiners in the processing of evidence. These hoods are
specifically designed to prevent volatile chemical fumes. as well as powders and dyes
from returning into the work areas of the lab.
The current lab does not have the capacity to store biological evidence that must remain
frozen or store refrigerated for longer periods in the evidence vault. The lab is seeking
both a refrigerator and freezers that will be used for the secure storage of these items in
its evidence vault. The Freezer was moved to the supplies category due to savings in the
bid process and is not considered an item of Equipment.
The regional lab has a digital multimedia unit that is comprised of computer forensic
examiners and audio/visual examiners. One ofthe needs ofthe lab is a hardware/software
unit that can be applied to the examination of audio tiles. The lab is seeking to purchase a
DAC Cardinal system (or something complementary) so as to provide an improved
system of examining audio files submitted to the lab. This system will reduce the
background noise that often accompanies the CDs, DVDs, DVRs. Cell phones, and other
similar recording devices submitted to the lab. The majority of the contents of this work
station is software and therefore would not be considered equipment and so they costs
were reflected in the Supplies category.
The lab is expanding its services with a biological science section and it will be required
to purchase items to support the examination of forensic evidence that potentially could

contain DNA. Plate centrifuges, tube centrifuges and other items of equipment and
supplies will be needed to support this discipline in the regional lab. All of these items
are below the $5.000 range and therefore considered supplies rather than equipment. The
lab will also need a dedicated alternate light source for the various disciplines in the lab.
The alternate light source in use is shared with the CSI unit and it will need to remain at
that site. Finally, the lab will need an IT network system to provide for effective sharing
of documents and information. both in the lab and between the examiners and their parent
organization. For this system to he put into service in the lab they will need a server,
switches. firewalls. and wireless connection and access points.
The purchase of the equipment requested was completed in late summer. As a result of
looking for best value tbr the items required and changes in technology we were able to
save approximately $ 38.600. As there were additional items needed we are requesting

that funds he used to purchase a RAID array to support the Digital Multimedia Evidence
unit. We have a stand-alone server that provides a means of storing data/images
downloaded for computer, cell phones and other electronic devices used in the
commissions of crimes. Because of the increase in the storage capacity of computers the
lab needs additional storage space to retain the information while the cases weave their
way through the court system. This RAID array will afford us the needed capacity.
E. Supplies $132,379 (Previous $108,500) (Difference$23,879)
I would like to move $ 23,879 from the equipment category to the supplies category. The

the supplies category. The last paragraph of the Supplies narrative reflects a request for

additional items for the lab. Having been in the lab for a year. it was apparent that
additional items would he needed to improve the capacity of the lab and this request is a
reflection of the realization.
In order for the lab to function effectively and for the examiners to be most efficient in
their daily work the lab will need several items that fit into the supply category. A
detailed summary of these items are listed above. Many of these items are necessary,
providing the examiners the tools essential for their daily work. A list of items was
created and prioritized and then pared down to those items critical for the lab to be
operational when it moves into its new facility. The items noted in the supply category
above are those the lab director determined to be of greatest need for the lab to carry out
its mission of serving the local law enforcement agencies in the northern Colorado
region.
As noted above the lab was able to save approximately $38,600 in the process of
purchasing items for the lab and is still in need of additional items to build capacity
within the lab to better serve the customers. The items noted in yellow above are those
that the lab is seeking to purchase with the additional money remaining in the grant.
