OR PLAN FILED PRIOR TO ADOPTION OF ANY REGULATIONS CONTROLLING
SUBDIVISIONS IN THE A (AGRICULTURAL) ZONE DISTRICT - CKG, INC., C/O

A public hearing was conducted on August 13, 2014, at 10:00 a.m., with the following present:

The following business was transacted:
El I hereby certify that pursuant to a notice dated June 27, 2014, and duly published
July 2, 2014, in the Greeley Tribune, a public hearing was conducted to consider the request of
CKG, Inc., do Chad Goens, for a Site Specific Development Plan and Use by Special Review
Permit, USR14-0018, for any Use permitted as a Use by Right, Accessory Use, or Use by
Special Review in the Commercial or Industrial Zone Districts (an office building, a dump
station, seven buildings for mini storage, as well as indoor RV and boat storage, approximately
42 covered and 404 outdoor spaces for the storage of RVs, boats, with and without trailers,
ATVs, vans, stand-alone campers, motor homes, 5th wheel trailers, small, medium, and large
pickup trucks, with or without attached campers, and other similar items including industrial
and/or commercial vehicles, heavy equipment, and materials) provided that the property is not a
lot in an approved or recorded subdivision plat or part of a map or plan filed prior to adoption of
any regulations controlling subdivisions in the A (Agricultural) Zone District. Brad Yatabe,
Assistant County Attorney, made this a matter of record.

le Diana Aungst, Department of Planning Services, presented a brief summary of the
proposal and entered the favorable recommendation of the Planning Commission into the
record as written. Ms. Aungst said the applicant has proposed landscaping, screening, lighting,
and parking plans, and she reviewed the proposed screening. The applicant has proposed 24/7
operations with one employee part-time on-site and 10 persons at the site maximum. Some
surrounding property owners testified at the Planning Commission hearing. The site is in
proximity to Fort Lupton, Brighton, and Lochbuie and CR 4. The City of Brighton indicated no
wish to annex the property. She reviewed the site plan and the landscape plan.
la Jennifer Petrik, Department of Public Works, provided a brief overview of the
transportation plans and requirements. CR 4 is owned and maintained by the City of Brighton;
access requirements are the jurisdiction of the City.
Lauren Light, Department of Public Health and Environment, reviewed the water and
sewer provisions. They will have a commercial well and they will put in an engineered designed
septic system when they move to Phase II of the project. The Planning Commission removed
Condition of Approval #6, the requirement for a septic system, because the constructed office
will be used for storage during Phase I.
IR Chad Goens, applicant, said he saw a need for this type of service, he lives directly to the
south of this property, there are paved access roads and hundreds of homes with covenant
controlled neighborhoods within three miles of this site. He noted that prior to closing he met
with the closest neighbors and they indicated no concerns. He also contacted the Mayor and
Planners in the City of Brighton; he was told annexation isn't necessary with no access to City
water and sewer. He also met with the Greater Brighton Fire Protection District and met all
requirements for fire safety. Mr. Goens briefly reviewed contact with other neighbors. He
addressed traffic and the access and offsets. He noted that the Weld County Sheriff was
concerned about security, due to vandalism to motor homes along 1-25, so he agreed to meet
with a community resource officer after the site is constructed. He is meeting next Monday to
negotiate with the mineral owners regarding potential drilling on the site. Mr. Goens explained
the work to be done in the three phases of the project in detail, as well as screening, which will
include[q slated chain link fencing.
!CJ No public testimony was offered concerning this matter.
El Mr. Goens said he has no Conditions of Approval or Development Standards to address.
Commissioner Conway commended Mr. Goens for doing a great job with his proactive
due diligence. Commissioner Garcia concurred.
El In response to Chair Rademacher, Mr. Goens indicated he has reviewed, and agrees to
abide by, the Conditions of Approval and Development Standards, as amended.
El Commissioner Kirkmeyer said she is not usually a supporter of these facilities, because
many of them in the County are a problem. That being said, this one looks like the best ones in
the County and she appreciates that, as well as the applicant's due diligence.

e Commissioner Kirkmeyer moved to approve the request of CKG, Inc., c/o Chad Goens, for
a Site Specific Development Plan and Use by Special Review Permit, USR14-0018, for any use
permitted as a Use by Right, Accessory Use, or Use by Special Review in the Commercial or
Industrial Zone Districts (an office building, a dump station, seven buildings for mini storage, as
well as indoor RV and boat storage, approximately 42 covered and 404 outdoor spaces for the
storage of RVs, boats, with and without trailers, ATVs, vans, stand-alone campers, motor
homes, 5th wheel trailers, small, medium, and large pickup trucks, with or without attached
campers, and other similar items including industrial and/or commercial vehicles, heavy
equipment, and materials) provided that the property is not a lot in an approved or recorded
subdivision plat or part of a map or plan filed prior to adoption of any regulations controlling
subdivisions in the A (Agricultural) Zone District, based on the recommendations of Planning
staff and the Planning Commission, with the Conditions of Approval and Development
Standards as entered into the record. The motion was seconded by Commissioner Conway,
and it carried unanimously. There being no further discussion, the hearing was completed at
10:54 a.m.
This Certification was approved on the 18th day of August, 2014.
