Billings in charge of arrangements. There were 80 people in the audience. Charter Commission members present were: At Large: John Chuck Carlson Ralph E. Waldo, Jr. Edward L. Dunbar District #1: District #2: District #3: Glenn K. Billings Glen R. Anderson Philip G. Bowles Norman Brown J. L. Johnson Walter L. Bain Bob E. White William H. Southard John T. Martin John L. Weigand George H. Brooks Ruben Schissler Edwin Lash Harold Fahrenbruch Nancy Clark Those absent were: District #2: District #3: W. E. Rosenoff Charley Baumgartner Donald E. Altergott Also present was Mr. William West, Legal Counsel for the Charter Commission. Questions and Comments from the audience: Irma Pricnic -- Greeley --- Opposed to the County Council. Having five County Commissioners coordinating five departments will lead to disputes. Questioned 5% increase. Alice Mack -- Greeley --- Board of County Commissioners should be left at present three members -- specify they be full time -- give them option to expand when necessary. Should clarify rolls and responsibilities of County Commissioners. County Council will not be nonpartisan. Has the possibility of driving a wedge between the Commissioners, employees and the public. Who's going to watch the watchdog? -2- Uba Stanley -- Greeley --- Is home rule going to cost more? Warren Mitchell -- Greeley --- Will Central Purchasing include the hospital? Greg McClure -- Greeley --- Questioned which department Communications would fall,under. Betsy Dority -- Greeley --- League of Women Voters --- Letter Attached --- Five County Commissioners will provide more responsive government. Pleased with the expanded boards. Steve Mazurana -- Greeley --- Supported council-manager form of government. Suggested public polling for a better look at public preference. John Smead -- Greeley --- Questioned checks and balances in the Charter. Questioned how involved the Commissioners would be as coordinators. John Todd -- Greeley --- Questioned qualifications for Sheriff. (Choice should be left to the people.) Questioned expansion of Commissioner Board and other boards. (Smaller boards are more effective). Questioned meetings with municipalities. (Meetings to include all municipalities or each municipality meet separately.) Clarence Sitzman -- Greeley --- Opposed to two terms for Commissioners. Opposed to Commissioners appointing the Health Director. Hello
