BOARD OF COUNTY COMMISSIONERS
WELD COUNTY, COLORADO
OCTOBER 1, 2014
The Board of County Commissioners of Weld County, Colorado, met in regular session in full
conformity with the laws of the State of Colorado at the regular place of meeting in the Weld County
Administration Building, Greeley, Colorado, October 1, 2014, at the hour of 9:00 a.m.
Ei ROLL CALL: The meeting was called to order by the Chair and on roll call the following
members were present, constituting a quorum of the members thereof:
Commissioner Douglas Rademacher, Chair
Commissioner Barbara Kirkmeyer, Pro-Tem - EXCUSED
Commissioner Sean P. Conway
Commissioner Mike Freeman
Commissioner William F. Garcia
Also present:
County Attorney, Bruce T. Barker
Clerk to the Board, Esther Gesick
Controller, Barbara Connolly
• MINUTES: Commissioner Conway moved to approve the minutes of the Board of County
Commissioners meeting of September 29, 2014, as printed. Commissioner Garcia seconded the
motion, and it carried unanimously.
O AMENDMENTS TO AGENDA: There were no amendments to the agenda.
ID CONSENT AGENDA: Commissioner Conway moved to approve the Consent Agenda as printed.
Commissioner Freeman seconded the motion, and it carried unanimously.
IR PUBLIC INPUT: No public input was given.
• COMMISSIONER COORDINATOR REPORTS: Commissioner Conway extended an invititation
to the public to attend the North 1-25 Coalition meeting and the North Front Range MPO meeting and
gave a brief summary of the anticipated topics of discussion. .. At the suggestion of Commissioner
Garcia, Commissioner Conway gave a brief overview of his presentation made this morning at the Aims
Annual Update breakfast. 0 Commissioner Garcia commended Commissioner Freeman for chairing
the Project Connect meeting and they endorsed the upcoming preparation activities.
0 Commissioner Conway invited the public to attend the Weld County Budget Work Sessions on
October 14, 2014.

BIDS:
El 1) APPROVE BID #61400177, GRADER BLADES - DEPARTMENT OF PUBLIC WORKS:
Trevor Jiricek, Director of General Services, stated staff recommends approval of the low bid from
Wear Parts and Equipment, in the amount of $190,262.00. Commissioner Conway moved to approve
said bid as recommended by staff. The motion was seconded by Commissioner Garcia, and it carried
unanimously.
NEW BUSINESS:
ID 1) CONSIDER COMMUNITY SERVICES BLOCK GRANT (CSBG) CONTRACT AMENDMENT
#2 AND AUTHORIZE CHAIR TO SIGN: Judy Griego, Director of the Department of Human Services,
reviewed the terms and explained this amendment will provide additional employment and educational
activities. Commissioner Freeman moved to approve said amendment and authorize the Chair to sign.
Seconded by Commissioner Conway, the motion carried unanimously.
2) CONSIDER CHANGE ORDER #1 TO AGREEMENT FOR PARKWAY HOUSE DEMOLITION
(BID #61400155) AND AUTHORIZE CHAIR TO SIGN — TCC CORPORATION: Elizabeth Relford,
Department of Public Works, explained the County Road 49 (Weld County Parkway) project required
the demolition of one home and the relocation of another; however, the relocation was delayed,
therefore, the demolition of the basement foundation was delayed and this will cover the contractor's
remobilization fees. Commissioner Conway moved to approve said change order and authorize the
Chair to sign. The motion, which was seconded by Commissioner Garcia, carried unanimously.
RESOLUTIONS AND ORDINANCES: The resolutions were presented and signed as listed on the
Consent Agenda. No Ordinances were approved.
Let the minutes reflect that the above and foregoing actions were attested to and respectfully submitted
by the Acting Clerk to the Board.
There being no further business, this meeting was adjourned at 9:22 a.m.
