Proposed Use of Property Circle B Land Company, LLC, a wholly owned subsidiary of Bill Barrett Corporation (BBC), is proposing to purchase 80.09 acres of zoned agricultural land from James Williams for the purposes of drilling a new Class II Underground Injection Well and constructing a laydown storage yard. A Subdivision Exemption will be processed prior to this USR application in order to create an 8.3 acre lot for the facility. The injection well and associated storage yard facility(referred to as the Circle B Williams SWD 5-61-27) will be used exclusively by BBC for subsurface water disposal of completion flowback water and produced water from BBC's wells within the Denver-Julesburg(DJ) Basin and for storage of oil and gas production related equipment. Injection wells are commonly used in oil and gas development operations for the safe disposal of fluids associated with oil and gas production activities. The storage yard will be located to the south of the injection well. A complete list of structures and equipment is listed below. The proposed facility will be a permanent facility, operating year-round, lasting the approximate 30- year lifespan of the associated injection well. At the end of well lifespan, the well would be plugged and abandoned according to Colorado Oil and Gas Conservation Commission (COGC) regulations. The sites will be surrounded by a six-foot tall chain link fence with the same fencing separating the facility from the yard and gates as depicted on the Site Plan. The proposed facility is located in the SESE of Section 27, Township 5N, Range 61 West on WCR 52 approximately two miles west of the Morgan County line. Consistency with the I ntent of the Comprehensive Plan BBC has reviewed the Comprehensive Plan as outlined in Chapter 22 of the Weld County Code and believes this project is consistent with its guiding principles. Section 22-2- 10(D) emphasizes extraction of natural resources as an important part of the economy and should minimize impacts to agricultural lands. The proposed 8.3 acre facility will be located on lands purchased by BBC's subsidiary that are currently non-irrigated rangeland located in a rural area with existing oil and gas activity. 3. Consistency with the I ntent of the Zoning and Zone District The injection well and storage yard facility are classified by Weld County as Oil and Gas Support and Services facilities, and Oil and Gas Storage facilities, respectively. Section 23-3-40.A.1 and 2 of the Weld County Code states that these facilities are uses allowed to be constructed, occupied, operated and maintained in the A (Agricultural) Zone District only upon approval of a Use by Special Review permit in accordance with the requirements and procedures set forth in Article II, Division 4 of Chapter 23. 4. Type of 93S Surrounding the Site The injection well and storage yard facility is surrounded by agricultural properties and is located in an area with existing oil and gas activity. Produced water handling and storage is a necessary component of oil and gas development. When operational, this permitted facility will aid in the reduction of traffic and wear on county roads. 5. Project Details a. Number of people using the site Approximately 16 contractors and/or employees will access the facility. Contractors accessing the site would be truck drivers that would be disposing water into the injection well and/or delivering or picking up storage equipment. b. Number of employees housed at the site Upon completion of construction, the injection well will be operated remotely so there will be no full time personnel on site. One pumper/operator will be assigned for daily operations. C. H ours of operation The facility will operate 24 hours a day, seven days a week. However, typical access in and out of the facility will occur during daylight hours except during overnight flowback operations. d. Type and number of structuresto be built on site i. Employees at the site will use bottled drinking water. i. Sewage disposal system A sewage disposal system is not required. A portable toilet will be located on site and emptied at least once a week. j. Storage(what type) No additional storage is required for this facility beyond what is indicated in d(i) and d(ii) above. 6. Proposed Landscaping After the well has been drilled and the facility is constructed, reclamation for those portions not necessary for operations would be completed according to COGCC regulations. The injection well site would be graveled and graded for positive drainage and a 6-ft chain link fence will surround the facility. The storage yard site will be graveled along the travel paths.No further landscaping is proposed. 7. Proposed Reclamation When use of the facility is terminated, all facilities will be removed and the land will be returned to its native state according to COGCC regulations. 8. Storm Water Drainage The facility is located on a relatively flat parcel and will be surfaced with gravel. Please see the Drainage Memo included with this application. 9. Construction Process Upon receipt of the appropriate COGCC permits to drill and the UIC Class II permit, construction operations for the well pad would commence. Waste M anagement Plan BBC maintains a corporate Waste Management Plan that covers the management of wastes typically associated with our operations. This plan is used to determine how to best manage common wastes. The objective of the plan is to ensure that generation of wastes is minimized and materials are reused or recycled whenever possible. When that is not possible the plan is utilized to ensure that wastes are managed in accordance with all Local, State, and Federal regulations. BBC personnel are trained on waste management practices. BBC anticipates that the following wastes will be generated at the site: • Used oil • Tank bottoms • Spent filters • Light bulbs • Spent batteries • Hydrocarbon impacted soil from minor leaks and vehicle traffic • Used packaging material, including cardboard, scrap lumber from crates, metal strapping, etc. A small dumpster will be placed on site and municipal solid waste will be managed by either Redi Services, LLC or Waste Management Incorporated. The dumpster will be emptied weekly or bi-weekly. A RCRA Universal Waste program will be set up and managed by Clean Harbors Incorporated for the proper management or recycling of universal wastes such as spent batteries and light bulbs. Used oil will be managed by either January Environmental Services Incorporated or Tri-State Oil Reclaimers. When necessary, tank bottoms will be removed and sent to an authorized disposal facility. This activity will be coordinated by Clean Harbors Incorporated. In addition Redi Services, LLC or Reck Flyers will provide portable toilet service on location. Spills and releases will be managed in accordance with the facilities SPCC Plan and BBC's Emergency Response Plan. Hydrocarbon impacted soils will be removed from the facility as needed and disposed of at Waste Management Incorporated's landfill in Ault, Colorado. Material Safety Data Sheets for materials that may be stored onsite are included with this submittal. 11. Dust Abatement Plan During the construction phase of the project, BBC will use water or magnesium chloride trucks for dust suppression. Soil erosion will be mitigated through the appropriate use of best management practices contained within BBC's Storm Water Management Plan. After construction is completed, BBC will gravel the access and travelways within the facility area as well as the SWD pad location. Water or magnesium chloride application will be applied on an as-needed basis. SECTION 2 1. Notification Requirements County Notices Section 23-2-210(B)(1): Upon application completeness, agency notice submittal (28 day comment period). This step is completed by Weld County staff. Section 23-2-210(B)(6), a sign shall be posted by the County on this proposed site. This step is completed by Weld County staff. Section 23-2-210(8)(4): Notice to owners of property within 500 feet of the parcel. As per 23-2-260(B)(9), the list attached was created from Assessor records of Weld County on September 13, 2013. 2. Operational Standards Noise Control: The operation of the facility shall comply with the noise standards enumerated in Section 802 of the COGCC Amended Rules 2008 in addition to any other applicable state noise standards. Minimal noise emissions are expected from this site. Noise sources are expected to be limited to vehicle traffic and electric-drive injection pumps which will be housed inside buildings. Air and Water Quality: All activities will be in compliance with the permit and control provisions of the Colorado Air Quality Control Program, Title 25, Article 7, and C.R.S. as applicable. No waste water will be discharged on the surface of the site. Human wastes will be contained to the portable toilet on site. Lighting: Lighting on the site will be downcast and shielded lighting will be provided on the proposed building. Lighting is for nighttime security and emergency work only. Lighting will be on a timer and motion detection. Any source of lighting on the site shall be shielded so that light rays will not shine directly onto adjacent properties where such would cause a nuisance or interfere with the use on the adjacent properties. In addition, neither direct nor reflected light from any light source on site will create a traffic hazard to operators of motor vehicles on the adjacent access road Weed Control: The facility will be kept free of weeds, rubbish, and other waste material. The area shall be treated if necessary and as practicable to prevent invasion of undesirable species and noxious weeds. 3. Required Permits Weld County: A Use by Special Review Permit is required to be approved by the Board of County Commissioners. Access to the site from WCR 52 will be coordinated with the Weld County Department of Public Works. An access permit application will be submitted as a part of the Subdivision Exemption application. A grading permit is expected to be required. BBC will submit any additional permits necessary for county approval prior to the commencement of construction on site. Wiggins Rural Fire Protection District: The Site Plan and Use by Special Review Application will be referred to and reviewed by the Wiggins Rural Fire Protection District. Oversize Load Permits: If necessary, oversize load permits will be obtained prior to moving any new equipment onto the site. Colorado Oil and Gas Conservation Commission: An Application for Permit to Drill will be obtained prior to drilling and the associated UIC Class II Injection Well Permits will be obtained prior to injection well start-up. 4. Traffic Please see the Traffic Memo located the Appendix. 5. Fire and Emergency Response There is adequate provision for the protection of the health, safety and welfare of the inhabitants of the neighborhood and the county. All roads leading to and those in the site area are designed and maintained to support fire apparatus. Ample turnaround room to accommodate fire apparatus is present. All storage tanks will be permanently mounted with foam nozzles according to API (American Petroleum Institute) standards. BBC support personnel in the field or on call at all times to provide technical assistance in fire prevention and elimination. Containment/SPCC Plan If required, a SPCC plan will be created for the facility prior to commencing operations. It is BBC's policy to create and maintain SPCC plans at all of its non-transportation related facilities in accordance with 40 CFR Section 11. Upon completion of the SPCC plan, a signed copy will be provided,per the request of Weld County. BBC will implement the containment procedures noted below. In addition, diagrams attached to the application provide further details. • Concrete containment berms around the unloading area • Tank area to be tripled lined, bentonite liner with two synthetic liners. Leak detection system in between the two synthetic liners. • Also, in an emergency situation, there will be psi transducers that will shut the system down when indications of high or low pressures exist. Electronic call outs will be placed within the containment of the tanks and a flow switch will alert BBC personnel. 7. Noise Abatement Plan Given the rural nature of the site and the proximity of existing residences a full noise abatement plan is not a part of this application. As stated in the Operational Standards, above, the facility will comply with all applicable state and COGCC regulations. 8. Groundwater M onitoring Plan A groundwater monitoring plan is attached and part of this application. November 22, 2013 MBASELINE Engineering•Planning•Surveying Weld County Public Works 1111 H Street Greeley, CO 80632 RE: Circle B Williams SWD 5-61-27 Injection Well and Storage Yard Facility Use by Special Review INTRODUCTION/OVERVIEW This letter is intended to serve as the site drainage overview for the above referenced project. Baseline is processing an application for improvements to serve a parcel generally described as part of the East 1/2, of the Southeast Quarter, Section 27, Township 5 North, 61 West in Weld County Colorado along County Road 52. Currently this site is native rangeland and is 100% pervious consisting of native vegetation. Total acreage of the site is approximately 80 acres. A new Disposal Well Site is proposed that will encompass approximately 8 acres. EXISTING SITE DESCRIPTION The existing site is situated on the north side of Weld County Road 52 approximately 28 miles east of Greeley. The site and surrounding area is undeveloped rangeland. No existing drainage issues are apparent. PROPOSED SITE DESCRIPTION Under the proposed conditions the majority of the overall site will remain unchanged. The proposed improvements will include re-grading and access improvements over a disturbed area of approximately 8 acres. The site pavement (impervious surface) will be gravel and total approximately 4 acres or 5% of the total site. The applicant is responsible for providing a water quality feature at the downstream end of the developed site that conforms to the methodology outlined in Volume 3, Section 3.3.0 of the Urban Storm Drainage Criteria manual. DRAINAGE CONDITIONS The site drains to the south towards County Road 52. There are two drainage basins within the 80 acre site that split it in half from north to south. The easterly of these two basins will remain undeveloped and drains offsite to the southeast. The westerly basin which encompasses the proposed development drains south to an existing culvert located under County Road 52. Proposed site grading will maintain historic drainage patterns and flow to a water quality feature prior to leaving the site. There are no known issues with the current drainage or the existing culvert. CONCLUSION The proposed drainage system will continue to follow historic drainage paths. The runoff from the site will pass through a water quality feature prior to out-falling at the existing culvert under County Road 52 at near historic runoff rates. This drainage letter has been prepared in conformance with the Weld County Storm Drainage Criteria Addendum to the Urban Storm Drainage Manual and the County Engineering and Construction Criteria. If approved, these uses will be located on land in the eastern half of the southeast quarter of Section 27, Township 5 North, and Range 61 West of the Sixth P.M. in Weld County, Colorado. This memo provides an overview of the long term traffic associated with this site. BACKGROUND Access to the site is located on WCR 52 via a proposed 20 foot-wide driveway.The site is located 2 miles directly east from the intersection of WCR 52 and WCR 89 and approximately 2 miles west of Morgan County line (intersection of WCR 52 and WCR 97). WCR 52 is a gravel road with one lane in each direction. In addition to WCR 52, Weld County Roads 83, 85, 87, 89, 56, 68 will be utilized once the Class II Injection Well and Storage Yard Facility become operational. These roads provide access to existing and future Bill Barrett facilities. All roads have 60' of right-of-way. The use on the site consists of one wellhead building, insulated pump building, Electronic Mechanical Control building, water tanks, gunbarrel tanks, polishing tanks, concrete unloading pad, temporary generator, combustor, conex storage/shipping containers and separate storage associated pipe racks. No personnel will be housed on site. The site will be remotely operated with one person supervising the daily operations. However,the site will be accessed daily for drop off purposes. WCR 89 will be the main traffic arterial for the haul route. All other roads will connect onto WCR 89 which will then direct all traffic to the site via WCR 52. Groundwater Monitoring Plan Golden, CO November 2013 Project#013-2468 1.0 INTRODUCTION Bill Barrett Corporation (BBC) operates oil and natural gas exploration and production (E&P) facilities in the Rocky Mountain Region. BBC is headquartered in Denver, Colorado and operates oil and natural gas assets located in Colorado, Utah, and Wyoming. This plan outlines the groundwater monitoring program to be utilized at BBC's salt water disposal (SWD) and laydown yard located in Section 27 of Township 5 North and Range 61 West in Weld County, Colorado. The general site location is shown on Figure 1, and the proposed layout of the facility is shown on Figure 2. 1.1 Purpose The purpose of this Groundwater Monitoring Plan is to establish and monitor groundwater conditions at the site prior to initiating operations at the SWD facility and yard. The Groundwater Monitoring Plan is designed to detect a release from surface activities. In accordance with the plan, BBC will provide quarterly monitoring for the following parameters: • Chlorides; • Sulfates; • pH; and • Benzene, Toluene, Ethylbenzene, and Xylenes (BTEX). These results will be provided to the Weld County Department of Health. 1.2 Monitoring Well Installation BBC will install three groundwater monitoring wells located in the corners of the triangular shaped property parcel. Records for permitted water wells in the area will be reviewed to assess the depth to first groundwater in the area. This information will be used to plan the total depth of the three groundwater monitoring wells. The wells will be drilled using a hollow stem drill rig, and are expected to be drilled to a total depth of at least 25 feet bgs. The bore holes will be 8.25-inches in diameter and will be advanced at least five feet into the first water bearing unit, or into the top of bedrock. The augers and sampling equipment will be inspected for the presence of soil, oil, grease, and bitumen prior to drilling operations. The augers and sampling equipment will be decontaminated using biodegradable soap solution, potable water rinse, and distilled water rinse, or will be spay washed using a pressure washer. A geologist will log the well borings and screen for the presence of petroleum hydrocarbon or indications of salt water impacts. Evidence of impacts will be evaluated and intervals exhibiting such evidence will be further evaluated for potential sampling. The soil borings will be completed as monitoring wells using two-inch diameter polyvinyl chloride (PVC) 0.010-slot machined well screen, at least 10 feet in length, set at the bottom of the bore hole and blank two-inch diameter PVC well casing brought to at least Bill Barrett Corp. 1 Olsson Associates, Inc. The PVC will be centered in the well and the annular space around the well screen will be filled with 10-20 Colorado silica sand pack, and will be brought up to at least one foot above the top of the screen. The remaining annular space will be filled with granular bentonite and/or bentonite chips up to at least one foot below ground surface, and will be hydrated with potable or distilled water to form a seal to prevent surface water from infiltrating down into the well from the surface. The wells will be completed as "stick-up" or tower mount wells, unless they are required to be completed as flush mount wells at the ground surface, in which case they will be completed with a flush mount road box and bolted cover. The monitoring well monuments will consist of a metal tower set around the 3-feet of PVC casing stick-up and will be completed with quick setting cement. The casing will be secured with a locking expandable plug, and the wells will be secured with a lock to prevent unauthorized entry and tampering. 1.3 Soil Sampling The onsite geologist will collect soil samples from the interval above the water table, zones that exhibit apparent impact, as indicated by staining, odor, or elevated photoionization detector readings, or from the total depth of the boring in the absence of soil impacts and groundwater. The total depth is expected to be 25 feet below ground surface (bgs). The soil samples will be screened in the field using a soil pH kit, and will be submitted for laboratory analysis of pH, chlorides, sulfates, and BTEX to assess baseline conditions. Shallow soil samples will also be collected and submitted for analysis of the Colorado Oil and Gas Conservation Commission (COGCC) Table 910-1 metals concentrations to establish background concentrations. Soil samples will be stored on ice in a plastic cooler following chain-of-custody protocols pending delivery to the laboratory. 1.4 Well Development Following installation a sufficient amount of groundwater will be purged from each well based on casing volumes or bore hole volumes to adequately develop the well and establish good communication with the water bearing unit. At least three bore hole volumes, or five casing volumes will be removed using dedicated disposable bailers, or the well will be bailed dry and allowed to recharge for a minimum of 24-hours before collecting the first round of groundwater samples. The wells will be surged with the bailer during development to remove fine-grained sediments from the well. The purge water will be emptied into the produced water sump, or tank on location, or will be stored in 55-gallon drums on location pending disposal offsite at an approved disposal facility. If groundwater analytical results do not indicate the presence of concentration levels above the COGCC Table 910-1 concentration levels, the purge water may be evaporated onsite. Prior to the collection of subsequent groundwater samples, a minimum of three casing volumes will be purged from the well using dedicated bailers or other sampling techniques that minimize agitation of groundwater resulting in increased turbidity or volatilization of volatile petroleum hydrocarbons. Water levels will be documented on a field form and/or in a field logbook. Field parameters such as temperature, pH, specific conductivity, dissolved oxygen, oxidation/reduction potential, total dissolved solids, and turbidity will be measured on a case by case basis using an appropriate water quality meter to document baseline conditions and assess changing conditions in groundwater. Table 1 presents field parameters and field observation data. Table 2 addresses sample preservation and handling. Groundwater samples will be collected using appropriate sampling techniques, and placed into laboratory provided sample containers, and stored in a plastic cooler on ice pending delivery to the laboratory. A chain-of-custody will be filled out for the samples and maintained with the samples en route to the laboratory. Example field parameters and field forms are included in Appendix A. Groundwater Monitoring Plan Golden, CO November 2013 Project#013-2468 2.0 GROUNDWATER MONITORING The following groundwater monitoring program will be implemented on a quarterly basis. 2.1 Fluid Level Measurements Fluid level measurements will be recorded from the top, north-side, of the PVC casing. A survey will be performed to record the northing, easting, and elevation of this measuring point relative to each of the wells so that groundwater flow direction can be assessed. 2.2 Field Parameter Measurements Groundwater monitoring will include the following field parameters: • Temperature; • pH; • Specific Conductivity; • Dissolved Oxygen (DO); • Oxidation Reduction Potential (ORP); • Total Dissolved Solids (TDS) and • Turbidity. These parameters will be measured in the field using a multi-meter, and will be recorded in a bound field logbook. 2.3 Groundwater Samples Groundwater samples will be collected after purging a minimum of three casing volumes of groundwater from the monitoring wells, and after groundwater has sufficiently recharged. The samples will be submitted to a National Environmental Laboratory Accreditation Program (NELAP) accredited laboratory for analysis of the following parameters: • pH; • Chloride; • Sulfate; and • BTEX. These sample results will be evaluated and compared to the baseline results to assess if groundwater has been impacted by site operations or by other nearby activities. A copy of the groundwater results will be provided to the Weld County Department of Health within one month of the receipt of the groundwater results from the laboratory. Groundwater Monitoring Plan Golden, CO November 2013 Project#013-2468 3.0 WATER QUALITY RESPONSE PROCEDURES BBC is committed to preventing releases from occurring. However, in the event that a release occurs, BBC will perform the remediation of the impacted soil and groundwater necessary to meet the COGCC Table 910-1 concentration levels for soil and groundwater. The following sections present the steps to be taken in the event that a release is detected. 3.1 Release Detection Procedures If analytical results suggest that a release has occurred from the surface use operations, BBC will collect confirmation samples to confirm groundwater impacts. The laboratory results will be requested on a rush turn around basis. If the confirmation sample results show that there is evidence of a release, BBC will cease operations at the facility and conduct an investigation of the release. The facility system will not be reactivated until the source of the release can be identified and repaired or it is determined that the source of the release is from an adjacent property. Once the source of the release has been repaired, BBC will contact the Weld County Department of Health and the COGCC to notify them that the source of the release has been repaired. 3.2 Assessment and Remediation The source of the release will be assessed to the extent possible and activities will be pursued to stop ongoing impacts to subsurface soil and groundwater. These activities may include: • Subsurface assessment activities with the installation of test holes or additional monitoring wells to define the nature and extent of the impacts; • Excavation and treatment of impacted soil and groundwater; or • Offsite disposal of impacted soils, or land farming of impacted soils, and installation of a groundwater remediation system, as necessary. These activities will be implemented following confirmation of a release. 3.3 Waste Storage Area Inspections Inspections will be conducted to help prevent releases from occurring. Waste storage areas will be maintained in good condition and will be routinely inspected by BBC personnel as they perform their daily activities. BBC personnel will look for signs that a release may occur, is threatened, or is occurring and that secondary containment structures are functioning as intended to prevent subsurface impacts. Spill cleanup will begin as soon as the spilled materials are discovered, and BBC field personnel will contact Environmental Health and Safety (EH&S) personnel to report the spill and coordinate cleanup. Groundwater Monitoring Plan Golden, CO November 2013 Project#013-2468 3.4 Spill Response Contractors BBC EH&S personnel will coordinate spill response contractors or direct consultants to prepare the necessary work plans to respond to releases of stored products or waste products. Reports of the assessment and remediation activities will be provided to BBC upon completion of the work documenting the observations, results, and remedy progress. Groundwater Monitoring Plan Golden, CO November 2013 Project#013-2468 4.0 SAMPLING AND ANALYSIS PLAN The following procedures are designed to verify and validate soil and groundwater data and to evaluate the data to ensure that it is suitable for its intended use. 4.1 Quality Assurance Project Plan This Quality Assurance Project Plan (QAPP) describes the activities used to validate and verify the environmental data within the framework of the project's technical planning process. The purpose of this is to provide a clear, concise, and complete plan for the environmental data operations and to define the data quality objectives. 4.2 Data Quality Objectives A QAPP contains basic elements that define and describe the following data quality objectives (DQOs): • Question: Who will use the data? Answer: BBC personnel and regulatory agencies. • Question: What are the project goals or objectives? Answer: Conduct periodic monitoring to verify the absence of groundwater impacts from surface activities. • Question: What decisions will be made from the information obtained? Answer: 1) No action necessary, no impacts noted or 2) Conduct confirmation sampling if impacts are noted. If results confirm previous sample results, shut down facility operations to prevent further impacts from occurring. Utilize additional sampling data as necessary to quantify nature and extent of impacts. • Question: How, where, and when will project information be acquired or generated? Answer: 1) Baseline data will be collected during the installation of the groundwater monitoring wells. 2) Quarterly groundwater samples will be collected and compared to the baseline groundwater sample results and the COGCC Table 910-1 concentration levels. Three groundwater monitoring wells are expected to be installed in the corners of the triangular shaped parcel and are expected to be adequate in determining groundwater flow direction, and to detect if a release has occurred from the surface activities. Groundwater samples will be collected using dedicated disposable bailers or other suitable sampling equipment to collect representative groundwater samples from the water bearing unit. • Question: What possible problems may arise and what actions can be taken to mitigate their impact on the project? Answer: 1) Cross contamination —field equipment will be decontaminated to remove potential contaminants between wells, and dedicated sampling equipment will be used where possible, 2) Laboratory contamination —quality assurance/quality control (QA/QC) samples will be collected on a frequency of at least 10% of the total samples collected and submitted to the laboratory to assess the procedures used in the laboratory as described in the following section. 3) Samples will be stored and handled in the field so as to minimize altering the samples and ensure that they represent field conditions by following established protocols. Answer: The Weld County Department of Environmental Health (WCDEH) requires that groundwater be sampled and analyzed for pH, chlorides, sulfates, and BTEX to detect a release from surface activities. Samples are to be collected quarterly unless the WCDEH reduces the frequency of sampling. Collection of QA/QC sampling should be conducted to enable the verification and validation of the data collected. For example, pH readings will be taken using a field mulitmeter, and the results can be compared with the laboratory results. Similarly, the specific conductance and the TDS readings in the field can be used to assess the validity of the chloride and sulfate data. Field observations, such as odor, sheen, and elevated PID readings may suggest that a release has occurred, and support findings of BTEX in groundwater samples. Use of trip blanks, field blanks, duplicate samples, replicate samples, may also be required to verify and validate the data. • Question: How "_good"does the data have to be to support the decision to be made? Answer: The collection of QA/QC samples should be a minimum of one for every 10 samples collected. If laboratory results suggest that a release has occurred, BBC should consider collecting confirmation samples, and QA/QC samples to include extra groundwater volume for matrix spike/matrix spike duplicate analysis, a duplicate sample, a replicate sample sent to a separate laboratory for the same sample analytes. • Question: How will the data be analyzed, assessed, and reported? Answer: The data will be analyzed as compared to the baseline data, the COGCC Table 910-1 concentration levels of these parameters, and will be reported to BBC on a quarterly basis. BBC will report the results to the WCDEH and the COGCC as requested. Routine calibration and/or field checks of reference solutions for pH, conductivity, dissolved oxygen, and turbidity may be required to show that the instrument is reading properly. Calibration standards should be checked to ensure that they are not expired. The sample should be labeled with the date and time the sample is collected, the analytes for which it is being analyzed, and the signature of the person that collected the sample. Labels should be covered with clear, plastic tape to prevent the ink from running if it should come in contact with water during sampling or moisture in the sample cooler. The sample containers should be placed immediately on ice in a plastic sample cooler. The samples should be hand-delivered or shipped to the laboratory as soon as possible to allow the laboratory the full holding time for analyzing the samples, and preferably to have the samples analyzed within the first part of the holding time so that they reflect field conditions. The samples containers should be packaged and sealed in a manner to prevent damage or breakage of the containers during shipping, help to maintain required temperature, and to prevent tampering. If shipping the containers the cooler should be labeled and expedited delivery to the laboratory should be selected to meet the specified holding times.
