Fourth Adequacy Review Reply
This correspondence addresses OMLR Adequacy Review of 9 July 2014, and
consistent with e-Mail correspondence from OMLR of 22 July 2014, attached:
Included with this submittal is correspondence from AWES of 15 July 2014 , and
a typical profile of the determined maximum slopes at the extraction limits,
shown with an average depth of 40± feet. We trust this satisfies the concerns
expressed in the OMLR correspondence of 9 July 2014 .
On 3 July 2014, the OMLR extended the Decision Date to 4 August 2014. By this
submittal, Varra Companies, Inc . requests additional time for the benefit of the
OMLR to reply to this submittal. Please extend the Decision Date an additional
30 days beyond 4 August 2014 Decision Date if approval of the application is not
determined prior to that time.

RE : Response to DRMS Fourth Review of Slope Stability Analysis

Varra Coulson Mine — Greeley, CO
Dear Mr. Hays:
Varra Companies, Inc., commits to mining at a slope of 3: 1 from the mine base to 20 feet above the
mine floor and a slope of 1.25:1 from 20 feet above the mine floor to the mine crest. This slope
configuration will occur in both critical and non-critical mine areas. If additional information and
analyses indicate that steeper slopes are warranted this information will be submitted by technical
revision to DRMS for review and approval .
