WELD COUNTY
CODE ORDINANCE 2014-15
e= IN THE MATTER OF REPEALING AND REENACTING, WITH AMENDMENTS,
CHAPTER 9 INFORMATION TECHNOLOGY, OF THE WELD COUNTY CODE
BE IT ORDAINED BY THE BOARD OF COUNTY COMMISSIONERS OF THE COUNTY OF
WELD, STATE OF COLORADO :
WHEREAS, the Board of County Commissioners of the County of Weld , State of
Colorado, pursuant to Colorado statute and the Weld County Home Rule Charter, is vested with
the authority of administering the affairs of Weld County, Colorado, and
WHEREAS, the Board of County Commissioners, on December 28, 2000, adopted Weld
County Code Ordinance 2000- 1 , enacting a comprehensive Code for the County of Weld ,
including the codification of all previously adopted ordinances of a general and permanent nature
enacted on or before said date of adoption, and
WHEREAS, the Weld County Code is in need of revision and clarification with regard to
procedures, terms, and requirements therein .
NOW, THEREFORE, BE IT ORDAINED by the Board of County Commissioners of the
County of Weld , State of Colorado, that certain existing Chapters of the Weld County Code be,
and hereby are. repealed and re-enacted, with amendments, and the various Chapters are
revised to read as follows .

Information ServicesTechnology
Amend Sec. 9-1 -10. Mission.
A. The mission of Information Services is to provide all County departments with computing
and information services support which meets or exceeds their expectations. The mission
of the Weld County Information Technology (IT) Department is to provide responsive,
adaptive, transformative, innovative and cost-effective information technology solutions
and services enabling County departments and agencies to successfully achieve their
objectives. IT will implement and support solutions empowering the citizens of Weld
County to access information and mission critical services in a comprehensive and
effective manner
B . This mission is accomplished by playing a leadership role in County-wide strategic
planning for information systems, user community involvement and innovative uses of
technology in meeting County needs . Information Services Technology works to expand
and enhance the quality and quantity of its services and plays a key role in facilitating the
County's utilization of technology in order to improve its services to the public at the lowest
cost possible .
C . Information Services Technology will fulfill this mission by organizing in the most effective
manner, by staffing with the highest quality professionals, by a continuing outreach
program of working with and involving users, by competent and visionary management, by
the application of proven methodologies, and by a comprehensive understanding of the
latest technologies and how they apply to local government functions .
D . Information Services Technology is guided and directed by the goals and objectives
established by Tie Governance Comm .:ee, : "e J rece.or o` =.nance anc Ac.m*n.s-rafon
and The Board of County Commissioners. In addition , Information Services Technol gy
provides leadership in the critical review of plans and progress and the assessment of
goals and objectives in the light of new technology and the changing needs of the County.
E . Information Services Technology is a service department and must provide its services in
the most effective manner possible. The department's success is basically determined
by the reactions of its usersprimarily measured by the overall satisfaction of its users, how
well the department is meeting the IT capacity needs of other county departments and the
overall performance and stability of the county IT systems. The department solicits the
reactions, comments and suggestions of its users and incorporates these, where possible,
into its service delivery.
F. Information Services Technolo is flexible in its organization and staffing in order to

accommodate the changes that occur in technology and in the requirements of Count

departments. This includes a regular review of organization , positions and their
descriptions, and the nature and types of services provided in order to be prepared to
meet these ever changing needs. This also includes a regular review of all policies and
procedures to ensure that these are supportive and responsive in providing the required
services to meet the current needs.

Amend Sec. 9-1 -20. Roles and responsibilities of Board of County Commissioners.
The Board of County Commissioners shall provide overall direction to the information
serviceslnformation Technology function by formally adopting and approving policies and
guidelines for information serviceslnformation Technology functions.
Delete Sec. 9-1 -30. Roles and responsibilities of Information Services Governance
Committee.
The Information Services- Governance Committee was established by the Board of County
Commi„sioners and is advisory to it to recommend computer and information systems policies
and procedures for the County. The Committee's responsibilities are to:
A. Recommend information services policies and procedures.
B. Provide a forum for recommending priorities and service levels.
C. Serve as a communication inic between nformation Services and tie user community.
Amend Sec. 9-1 -40. Responsibilities of users.
The users shall have the following responsibilities :
A. Ensure that information services technology requested by and provided to them are is
consistent with the efficient and effective use of their resources.
B. Ensure that all members of their department adhere to all County-related information
serviceslnformation Technology policies and standards .
Delete Sec. 9-1 -50. Responsibilities of ACS Corporation.

In conjunction with the Information Services Governance Committee, recommend

Amend Sec. 9-1 -60. Specific duties and responsibilities of Board of County
Commissioners.
Based upon recommendations from the other participants in the information
serviceslnformation Technology management, the Board of County Commissioner should:
A. Formally approve and adopt policies and guidelines for information serviceslnformation
Technology in the County. The principal policy should be to develop and operate only
those systems which satisfy County needs in an effective and efficient manner.

C . Review and approve specific Information Services-Technology proposals to meet the
County's information processing needs.
D - No change .

E . Approve the funding of information scrviceslnformation Technology resources within the
capacity of the County.

The following specific duties will be assigned to the Information Services Governance Committee.
A. Monitor the information services function overall.

The specific duties and responsibilities of each user are as follows :
A. General responsibilities :
1 . Designate a management level position to act as a liaison between the user
department. Governance Committee and Information ServicesTechnology.
2 . Serve as the advocate for any service requested by the department.
3. Ensure that all department personnel adhere to County policies and procedures
related to information serviceslnformation Technology.
B . Existing system responsibilities:
Set priorities for user ciscretionary computer system maintenance requests.
2 . Identify the need for changes to, or replacement of, existing systems in conjunction
with Information ServicesTechnology.
32 . Insure that all computer system resources requested by and provided to them are
consistent with the efficient and effective use of their resources.
C . New system development responsibilities :

1 . Identify future system needs to Information Services Technology and the Governance
Committees-in a timely fashion .
2. As needs arise, propose new development and major enhancement projects and provide
justification for them to the Governance Committeelnformation Technology and Board
of County Commissioners .
3. Provide the necessary user staffing for all new development projects performed

Information Services Technology for the user department.
4 . Review and approve all preliminary and final systems definitions and designs .
5. Review and approve the acceptance tests of all new systems.
6. Maintain communication with Information Services Technoloqyby attending regularly
scheduled management review meeting-s.
Amend Sec. 9-1 -90. Specific duties and responsibilities of Information Services
Technologyvia contract services.
The following specific duties will be assigned to Information ServicesTechnology:
A. Consultation Advisory responsibilities:
1 . Serve as a technical resource to the Board of County Commissioners,
Governance Committee, all departments and appropriate public entities on
matters pertaining to information management.
2 . Participate, with technical expertise , in determining whether the County's best
interests are served by specific systems.
S. Advisory responsibilities:
43. Keep the Governance Committee and appropriateBoard of County
Commissioners . departments and public entities continuously advised concerning
the status of the design and operation of systems which affect them .
24. Participate on committees relating to information serviceslnformation Technology
in the County.
C Direct action responsibilities:
1 . Represent the County to vendors of computer and data communications
equipment, systems and services.
2 . Provide for the acquisition and administration of personnel , hardware, software,
contracts, grants and related services necessary to support the information
cerviceslnformation Technology requirements of any user or the County in
general .

3 . Inform users in advance of governance approved changes to hardware , software
and related resources which may affect their systems .
4. Take action to ensure the efficient use of any information service hardware,
software , staff and related resources.

65 . Establish and enforce County-wide standards and procedures and necessary
security measures for information processing .

enhancements to existing systems.

development projects and feasibility studies for review during the budget and
annual work plan process.
211 . Identify opportunities for information systems in conjunction with users.

4413. Identify and coordinate proposals that affect more than one ( 1 ) department or
system area .
1514. Coordinate with the user to determine the priorities of approved information
servicelnformation Technology projects.
4615. Review user requests for development of new systems and major enhancements
to existing areas.
716. Allow for testing of new systems and major enhancements and technology prior to
production implementation .
X17. Working with the Director of Budget and the Board of County Commissioners,
Ccontrol and coordinate the funding for projects.

1 . Provide a centralized clearing house for all computer hardware, software and
service acquisition and purchases.
2019. Maintain an inventory of all computer hardware and software .
2-1.20. Establish and enforce County-wide standards and procedures and necessary -_
security measures for centralized and personal computer systems.
2221 . Ensure that any hardware or software solution not only meets the user's
requirements but also adheres to the overall County computer strategy.
2322 . Develop and maintain assessment guidelines for use in hardware and software
selection .
2423. Facilitate County-wide sharing of related information .
24. Provide support and direction for voice communications. Coordinate the
integration of telecommunications into county departments including cellular
devices. Provide unified communications for all county employees .
BE IT FURTHER ORDAINED by the Board that the Clerk to the Board be, and hereby is,
directed to arrange for Colorado Code Publishing to supplement the Weld County Code with the
amendments contained herein , to coincide with chapters, articles, divisions, sections, and
subsections as they currently exist within said Code; and to resolve any inconsistencies regarding
capitalization , grammar, and numbering or placement of chapters, articles, divisions, sections,
and subsections in said Code.
BE IT FURTHER ORDAINED by the Board if any section , subsection , paragraph ,
sentence, clause, or phrase of this Ordinance is for any reason held or decided to be
unconstitutional , such decision shall not affect the validity of the remaining portions hereof. The
Board of County Commissioners hereby declares that it would have enacted this Ordinance in
each and every section , subsection , paragraph , sentence, clause , and phrase thereof irrespective
of the fact that any one or more sections, subsections, paragraphs . sentences, clauses , or
phrases might be declared to be unconstitutional or invalid .

The above and foregoing Ordinance Number 2014- 15 was , on motion duly made and
seconded , adopted by the following vote on the 26th day of January. A. D. , 2015 .
