HomeMy WebLinkAbout20141473.tiff RECORD OF PROCEEDINGS MINUTES BOARD OF COUNTY COMMISSIONERS WELD COUNTY, COLORADO MAY 14, 2014 The Board of County Commissioners of Weld County, Colorado, met in regular session in full conformity with the laws of the State of Colorado at the regular place of meeting in the Weld County Administration Building, Greeley, Colorado, May 14, 2014, at the hour of 9:00 a.m. Ei ROLL CALL: The meeting was called to order by the Chair and on roll call the following members were present, constituting a quorum of the members thereof: Commissioner Douglas Rademacher, Chair Commissioner Barbara Kirkmeyer, Pro-Tem Commissioner Sean P. Conway — EXCUSED Commissioner Mike Freeman Commissioner William F. Garcia Also present: Assistant County Attorney, Stephanie Arries Acting Clerk to the Board, Susan Brown Controller, Barbara Connolly e MINUTES: Commissioner Kirkmeyer moved to approve the minutes of the Board of County Commissioners meeting of May 12, 2014, printed. Commissioner Garcia seconded the motion, and as it carried unanimously. El AMENDMENTS TO AGENDA: There were no amendments to the agenda. El CONSENT AGENDA: Commissioner Kirkmeyer moved to approve the Consent Agenda as printed. Commissioner Freeman seconded the motion, and it carried unanimously. e PUBLIC INPUT: Ron Farmer, County resident, reported that Public Works did an excellent job on the recent widening of County Road 53. Mr. Farmer thanked the County for their foresight and said it was a good use of funds and will probably save lives. He said there was an early river run, and all the farmers in the area are very happy about the project. IR COMMISSIONER COORDINATOR REPORTS: There were no Commissioner Coordinator Reports. \f2)(1 Minutes, May 14, 2014 2014-1473 Page 1 BC0016 BIDS: e 1) APPROVE BID #61400093, ELECTRONIC PAYMENT SERVICES - TREASURER'S DEPARTMENT: Trevor Jiricek, Director of General Services, reported that staff is recommending the low bid from Forte Payment Systems, in the amount of $0.45 per check. John Lefebvre, Treasurer, said this is a new vendor for the County and tends to be the wholesaler to other organizations, so staff feels this is the best choice for both service and price. Commissioner Garcia moved to approve said bid as recommended by staff. Seconded by Commissioner Kirkmeyer, the motion carried unanimously. OLD BUSINESS: e 1) CONSIDER TASK ORDER CONTRACT #1 FOR TITLE X FAMILY PLANNING PROGRAM AND COLORADO FAMILY PLANNING INITIATIVE AND AUTHORIZE CHAIR TO SIGN: Dr. Mark Wallace, Director of the Department of Public Health and Environment, explained these are Federal, State and private funds in the amount of $202,394.00 for comprehensive family planning services. The private donor, Colorado Family Planning Initiative, provides supplemental funding for Long Acting Reversible Methods (LARC) contraception options. Dr. Wallace listed the medical screenings and services included, and noted that, as in years past, Plan B is not offered. Commissioner Freeman moved to approve said task order contract and authorize the Chair to sign. The motion, which was seconded by Commissioner Kirkmeyer, carried unanimously. NEW BUSINESS: e 1) CONSIDER AMENDMENT TO TASK ORDER CONTRACT #1 FOR THE DTAP WINNABLE BATTLE AND CIIS SENTINEL SITE PROJECTS AND AUTHORIZE CHAIR TO SIGN: Dr. Wallace explained this immunization program is helping to address the current Colorado epidemic of Pertussis (commonly called Whooping Cough). He said the amount of the award has been decreased by $30,000, which reflects the completion of the CIIS statewide immunization registry projects, and will not impact the remaining goals, and confirmed this supplements core immunization funding. Commissioner Garcia moved to approve said task order contract and authorize the Chair to sign. The motion was seconded by Commissioner Kirkmeyer, and it carried unanimously. IR 2) CONSIDER TASK ORDER CONTRACT CHILD FATALITY PREVENTION SYSTEMS - PHASE II AND AUTHORIZE CHAIR TO SIGN: Dr. Wallace explained Weld County will coordinate the local multi-disciplinary and multi-agency Child Fatality Prevention Team, which is currently focused on infant mortality, and includes agencies, such as the coroner, school districts, and the Department of Human Services, for the purpose of examining preventable child deaths and making recommendations. The committee met under Phase I to look at the requirements; Phase II will make recommendations about the committee's operation. He noted the activity that takes the most time is putting the confidential records together and ensuring they are destroyed after committee review. Commissioner Garcia said this was pushed on Weld County by the State; it adds another layer of expense and bureaucracy after the fact, with funds that could be better used for identified shortage of mental health services for children, and, therefore, he will be voting against it. Commissioner Kirkmeyer moved to approve said task order contract and authorize the Chair to sign. The motion was seconded by Commissioner Freeman. Upon a roll call vote the motion passed 3/1, with Commissioner Garcia opposed. e 3) CONSIDER RENEWAL APPLICATION FOR A TAVERN LIQUOR LICENSE - DEWEY'S BAR AND GRILL, LLC, DBA DEWEY'S BAR AND GRILL: Esther Gesick, Clerk to the Board, noted this is a long-standing establishment and reported that staff and the Sheriff's Office recommend approval and no concerns or issues have been reported. Commissioner Garcia moved to approve said license renewal application and authorize the Chair to sign. Seconded by Commissioner Kirkmeyer, the motion carried unanimously.
