Dear Superintendent:
The Board of Weld County Commissioners is in the process of reviewing
its snow-removal policy for Weld County Roads. It is apparent that
over the years , Weld County graders have plowed out certain private
roads in remote areas as a convenience to property owners and school
districts , particularly where the school busses enter these private
roads to pick up students.
The basic policy if the Board is to maintain only Weld County Roads.
However, it is recognized that there may be some extenuating circum-
stances where local school district policy requires the use of private
roads to pick up students , to avoid undue hardship on individual families.
It is the concensus of the Board is that if the school district requires
the use of certain private roads in remote areas for pick-up and delivery
of students and will specifically designate which addresses are to be
serviced, the Weld County Engineer will then be directed to open these
designated roads during snow removal operations , on a priority equivalent
to school bus routes.
It is obvious that this policy is workable only if the school authorities
are judicious and sparing in designating these remote private roads for
school use. The Board desires -to-meet the urgent needs of all Weld County
residents , but for both legal and financial reasons , cannot become involved
in extensive operations on private property unless it is clearly in the
public interest.
If you desire to designate any such private roads for school use, you are
requested to provide the addresses and/or mark the roads on the enclosed
map and return as soon as possible to the Weld County Engineer, P.O. Box 758,
Greeley, Colorado, 80632.
