RE: APPROVE WORK ORDER FORM (FLOOD REPAIRS - EM-BR87/42.5A)
PURSUANT TO AGREEMENT FOR DESIGN SERVICES (RETURN SITE TO
PRE-FLOOD CONDITIONS) AND AUTHORIZE CHAIR TO SIGN - ATKINS NORTH
AMERICA, INC.
WHEREAS, the Board of County Commissioners of Weld County, Colorado, pursuant to
Colorado statute and the Weld County Home Rule Charter, is vested with the authority of
administering the affairs of Weld County, Colorado, and
WHEREAS, the Board has been presented with a Work Order Form (Flood Repairs -
EM-BR87/42.5A) Pursuant to Agreement for Design Services (Return Site to Pre-Flood
Conditions) between the County of Weld, State of Colorado, by and through the Board of County
Commissioners of Weld County, on behalf of the Department of Public Works, and Atkins North
America, Inc., commencing April 1, 2014, and ending June 1, 2014, with further terms and
conditions being as stated in said work order form, and
WHEREAS, after review, the Board deems it advisable to approve said work order form, a
copy of which is attached hereto and incorporated herein by reference.
NOW, THEREFORE, BE IT RESOLVED by the Board of County Commissioners of Weld
County, Colorado, that the Work Order Form (Flood Repairs - EM-BR87/42.5A) Pursuant to
Agreement for Design Services (Return Site to Pre-Flood Conditions) between the County of
Weld, State of Colorado, by and through the Board of County Commissioners of Weld County, on
behalf of the Department of Public Works, and Atkins North America, Inc., be, and hereby is,
approved.
BE IT FURTHER RESOLVED by the Board that the Chair be, and hereby is, authorized to
sign said work order form.
The above and foregoing Resolution was, on motion duly made and seconded, adopted
by the following vote on the 24th day of March, A.D., 2014.

SCOPE OF WORK FOR
WELD COUNTY POST FLOOD ENGINEERING SUPPORT
RESTORATION OF PRE-FLOOD CONDITIONS

I. GENERAL
Description of the project
The scope of services will include the work items necessary to assess and develop abbreviated plan and
construction documents to restore the site to "pre-flood"conditions. This will include a visual assessment
of the existing bridge(s),necessary environmental permitting, geotechnical assessment of existing roadway
and pavement, identification and coordination for additional easement acquisition,hydraulic analysis of
the South Platte River, and development of required restoration actions. This project will meet the Weld
County, CDOT and AASHTO design criteria. The limits of the project are approximately the limits of the
flood damage along WCR 61 north and south of the South Platte River..

II. SCOPE OF SERVICES AND COST ESTIMATE
The scope of services for the project includes project management, rural roadway design,visual
assessment of bridges and concrete box culverts, floodplain and hydraulic analysis/modeling, erosion
control design, constructability review, geotechnical assessment,property owner coordination,temporary
construction easement acquisition, environmental permitting, and coordination with federal reimbursement
personnel. Bidding support, construction management services and post design support may be provided in
the future but are not included in this scope of work.
The following work tasks will be completed for the preparation of one abbreviated construction plan
package for the recommended restoration activities.

A. ENVIRONMENTAL MAPPING AND PERMITTING
Due to the emergency nature of the proposed repairs, the environmental permitting will consist of a
letter to the USACE describing the proposed emergency repairs to the overflow culverts, roadway and
main South Platte River bridge.
B. GEOTECHNICAL ASSESSMENT AND RECOMMENDATIONS
Visual assessment of the existing sites will be performed to evaluate geotechnical properties and
develop recommendations for restoration activities.
1. Assessment of emergency repairs performed by Weld County maintenance staff to re-open
roadways.
a. Evaluation of long term settlement potential will be made using visual observation,
information from county staff and photos of the emergency repairs.
b. Evaluation of roadside slope stability will be made using visual observations of roadway fill
material
c. Evaluation of bridge abutment stability will be made using visual observations.
2. Paving recommendations will be provided to restore the section of asphalt between the existing
asphalt paving on the South Platte River bridge and the Lake Jackson Inlet bridge. Paving
recommendations will also be provided to restore the driving surface of the existing gravel road
south of the South Platte River bridge and north of WCR 42.5.
3. A geotechnical summary report will be provided to discuss information gathered during site
reconnaissance and review of background information. The summary report will also provide
recommendations for embankment and abutment restoration actions and discussion on the
settlement evaluation.
C. CIVIL ASSESSMENT AND RECOMMENDATIONS
Roadway engineers will visually assess the roadway to identify potential flood related damage.
1. Evaluation of roadside signage and delineators.
2. Evaluation of roadside side slopes and grading within ROW.
3. Evaluate pavement limits.
4. Determine Traffic Control needs for construction activities.
D. HYDRAULIC ASSESSMENT
Water resources staff will use the existing South Platte River Hydraulic model to evaluate potential
scour and develop recommended restoration actions.
1. Assessment of bridge abutments and development of bridge armament design.
2. Assessment of overflow culverts and development of inlet and outlet protection.
3. Assessment of roadside slopes and development of erosion control protection.
4. Assessment of debris and recommendation for debris removal.
E. RIGHT OF WAY
The recommended restoration activities that are proposed outside of right-of-way (ROW) will require
some level of property acquisition.

The recommended actions identified above will be incorporated into an abbreviated plan set to provide
a construction contractor information on the proposed restoration activities.

IV. LIST OF ASSUMPTIONS
1. A letter to the USACE describing proposed emergency repairs will be the only environmental
documents created for this work order.
2. No geotechnical boring, samples or testing is included in this Scope of Work.
3. Construction documents will include abbreviated plan sets to provide enough information for
contractors to bid and perform the proposed work but will not include the normal level of detail for bid
sets.
4. Bidding support, construction management and post design services are not included with this Scope
of Work.
5. Payment for any easements will be provided by Weld County.
6. Weld County will provide Atkins a copy of the SEH bridge inspection report when available.
7. This scope of services does not include structural assessment of the bridge structures or structural
recommendations to repair flood damage. If the SEH report documents structural damage,an
additional task order will be needed to develop structural repairs.
