HomeMy WebLinkAbout20143695.tiff RECORD OF PROCEEDINGS MINUTES BOARD OF COUNTY COMMISSIONERS WELD COUNTY, COLORADO NOVEMBER 26, 2014 The Board of County Commissioners of Weld County, Colorado, met in regular session in full conformity with the laws of the State of Colorado at the regular place of meeting in the Weld County Administration Building, Greeley, Colorado, November 26, 2014, at the hour of 9:00 a.m. El ROLL CALL: The meeting was called to order by the Chair and on roll call the following members were present, constituting a quorum of the members thereof: Commissioner Douglas Rademacher, Chair Commissioner Barbara Kirkmeyer, Pro-Tem Commissioner Sean P. Conway Commissioner Mike Freeman Commissioner William F. Garcia Also present: County Attorney, Bruce T. Barker Acting Clerk to the Board, Susan Brown Controller, Barbara Connolly MINUTES: Commissioner Conway moved to approve the minutes of the Board of County Commissioners meeting of November 24, 2014, as printed. Commissioner Garcia seconded the motion, and it carried unanimously. F AMENDMENTS TO AGENDA: There were no amendments to the agenda. ID CONSENT AGENDA: Commissioner Freeman moved to approve the Consent Agenda as printed. Commissioner Kirkmeyer seconded the motion, and it carried unanimously. F PUBLIC INPUT: No public input was given. COMMISSIONER COORDINATOR REPORTS: Commissioner Conway reported that himself and Commissioner Kirkmeyer attended a local elected officials panel at 'The Ranch' in Loveland, where they presented oil and gas issues to the Oil and Gas Committee. 300-400 people attended. He said the Oil and Gas Committee does not seem to know their objective and aren't yet aware of all the existing regulations at the different levels of government. He stated public comment was very good and several speakers addressed the relationship of oil and gas to agriculture and several mayors spoke regarding how they had handled these issues. He noted that Commissioner Kirkmeyer answered most of the questions and commended her for her presentation. There will be another meeting at some time in January. Ii Commissioner Kirkmeyer concurred. She reviewed the meeting attendees and said Weld County, which has 23,000 active oil and gas wells, 50 percent of the wells in Colorado, has figured it out and has the appropriate land use authority they need. She noted that Lafayette did not Minutes, November 26, 2014 2014-3695 '2/23 Page 1 BC0016 address the executive order, but spoke about not allowing oil wells next to schools. She also reviewed the stance of Boulder County, and noted there isn't any local government representation on the committee with an understanding of land use. She then reviewed some of the land use questions she answered, noting that no one else on the panel knew those answers. IEI Commissioner Freeman concurred that the best result would be no result. Ei Commissioner Garcia attended the 4-H Mardi Gras fundraiser. He said that former commissioner, Dave Long, was also there. Ii Commissioner Conway also mentioned that the Boulder County Commissioner was concerned about the impacts on agriculture from oil and gas, so he explained how oil and gas has saved family farms in Weld County for more than two decades. They complain about not having local control, are attempting to extend a moratorium on fracking, and cannot find tenant farmers for their open space farms. NEW BUSINESS: Ii 1) CONSIDER HIPAA BUSINESS ASSOCIATE AGREEMENT AND AUTHORIZE CHAIR TO SIGN - PROFESSIONAL FINANCE COMPANY, INC.: Barbara Connolly, Controller, stated this is housekeeping, in part, the HIPAA agreement which was signed some time ago for the ambulance services needed be updated since the County is attempting collection on a few outstanding bills. She explained there is a five-year limit, and once a payment is made that five-year expiration resets. She said the County is still receiving around $200,000 a year from these accounts. Commissioner Conway moved to approve said agreement and authorize the Chair to sign. The motion, which was seconded by Commissioner Freeman, carried unanimously. RESOLUTIONS AND ORDINANCES: The resolutions were presented and signed as listed on the Consent Agenda. No Ordinances were approved. Let the minutes reflect that the above and foregoing actions were attested to and respectfully submitted by the Acting Clerk to the Board.
