HomeMy WebLinkAbout20140235.tiff • • RESOLUTION RE: APPROVE AND ALLOCATE FUNDS FOR THE WELD COUNTY SMALL BUSINESS INCENTIVE PROGRAM WHEREAS, the Board of County Commissioners of Weld County, Colorado, pursuant to Colorado statute and the Weld County Home Rule Charter, is vested with the authority of administering the affairs of Weld County, Colorado, and WHEREAS, businesses located in unincorporated Weld County contribute to the Weld County economy through employment and income opportunities for Weld County residents, and WHEREAS, it is in the best interest of Weld County residents for businesses located in unincorporated Weld County to be successful, and WHEREAS, Weld County desires to provide incentives for businesses to locate within unincorporated Weld County and to hire local residents, and WHEREAS, Weld County charges businesses certain land use fees, including, but not limited to, land use application fees, building permit fees, and impact fees, in order to operate within unincorporated Weld County, and WHEREAS, incentives will be in the form of credits granted by the County through the Weld County Small Business Incentive Program to qualifying businesses to offset County land use fees, including, but not limited to, land use application fees, building permit fees, and impact fees. NOW, THEREFORE, BE IT RESOLVED by the Board of County Commissioners of Weld County, Colorado, that the Weld County Small Business Incentive Program, as fully described in Attachment A attached hereto and incorporated herein, is hereby approved. BE IT FURTHER RESOLVED that the Board of County Commissioners hereby allocates five-hundred thousand dollars ($500,000.00) from the Economic Development Trust Fund, Fund #7022, and approves the use of the allocated funds for the Weld County Small Business Incentive Program. The program is designed to reduce upfront capital outlay for small businesses located in unincorporated Weld County. WHO CAN APPLY? Any business owner or tenant located in unincorporated Weld County that meets the eligibility requirements. WHAT ARE THE ELIGIBILITY REQUIREMENTS? • The subject real property must be located within the County(the "Property"). • The business shall hire at least fifty (50) percent of their new workforce from Weld County. For the purpose of this application a full-time employee works a minimum of 32 hours per week. The business may have a combination of part-time employees that is the equivalent of at least one (1) full-time employee. • The applicant must be the record owner(s) of the Property or a tenant. • The business must have been undertaken after the date of the adoption of this policy. • This program shall only apply to businesses with 25 or fewer employees at the time of submitting an application. WHAT CAN BE DONE WITH THESE CREDITS? The intent of these credits is to offer financial assistance to small businesses that want to operate in Weld County. The financial assistance helps reduce the business's land use application fees, building permit fees, and impact fees. Fees incurred by the business that are not eligible for funds include consultant and attorney fees, on-site and off-site bonding, collateral requirements, etc. Credits are not redeemable for their cash value and may not be utilized for purposes other than those specified by Weld County. WHAT IS THE APPLICATION PROCESS? 1) Complete a Small Business Incentive Program Application form available at the Weld County Department of Planning Services (1555 N. 17th Ave., Greeley) or online in the Planning and Zoning section of the county web site: www.weldgov.com. 2) Mail the completed application to the attention of the Director of Planning Services: 1555 N. 17th Avenue, Greeley, CO 80631. There is no application or processing fee. 3) The Planning Services Director will review all requests and make a recommendation to the Weld County Board of Commissioners who will provide approval/denial. 2014-0235 APPROVAL SHALL BE BASED ON THE FOLLOWING: • Submittal of a business plan. • Documentation that the business owner has consulted with the Small Business Development Center(SBDC). FUNDING OVERVIEW: 0-9 employees: Fees between $5,000 -$25,000. County max credit: $20,000 Applicant portion: $5,000 + any amount above$25,000 10-15 employees: Fees between $5,000 -$35,000 County max credit: $30,000 Applicant portion: $5,000 + any amount above$35,000 16-25 employees: Fees between $5,000 -$45,000 County max credit: $40,000 Applicant portion: $5,000 + any amount above$45,000 Example 1: $10,000 total fees assessed and 5 employees. Applicant would pay$5,000 and County would grant $5,000 credit. Example 2: $40,000 total fees assessed and 14 employees. Applicant would pay $5,000+$5,000=$10,000 and County would grant$30,000 credit. Example 3: $80,000 total fees assessed and 25 employees. Applicant would pay $5,000+$35,000 and County would grant$40,000 credit. Credits shall be distributed on a first-come first-served basis. All applications are confidential and at the full discretion of the Weld County Board of County Commissioners. Applicants must be a property owner or be a tenant (with written permission from the building owner) operating a retail, commercial or industrial business as defined and permitted under the Weld County Code. Applicant must be current on all County taxes prior to receiving credits. The Weld County Board of County Commissioners or its designee has sole authority to determine the eligibility of proposed business.
