RE: CONSIDER HAZARD MITIGATION GRANT APPLICATION FOR THE SOUTHWEST
SERVICES CENTER / ALTERNATE EMERGENCY OPERATIONS CENTER
(5% INITIATIVE GENERATORS) AND AUTHORIZE CHAIR TO SIGN
WHEREAS, the Board of County Commissioners of Weld County, Colorado, pursuant to
Colorado statute and the Weld County Home Rule Charter, is vested with the authority of
administering the affairs of Weld County, Colorado, and
WHEREAS, the Board has been presented with a Hazard Mitigation Grant Application for
the Southwest Services Center / Alternate Emergency Operations Center (5% Initiative
Generators) from the County of Weld, State of Colorado, by and through the Board of County
Commissioners of Weld County, on behalf of the Office of Emergency Management, to Colorado
Division of Homeland Security and Emergency Management, with terms and conditions being as
stated in said application, and
WHEREAS, after review, the Board deems it advisable to approve said application, a copy
of which is attached hereto and incorporated herein by reference.
NOW, THEREFORE, BE IT RESOLVED by the Board of County Commissioners of Weld
County, Colorado, that the Hazard Mitigation Grant Application for the Southwest Services Center
/ Alternate Emergency Operations Center (5% Initiative Generators) from the County of Weld,
State of Colorado, by and through the Board of County Commissioners of Weld County, on behalf
of the Office of Emergency Management, to the Colorado Division of Homeland Security and
Emergency Management be, and hereby is, approved.
BE IT FURTHER RESOLVED by the Board that the Chair be, and hereby is, authorized to
sign said application.
The above and foregoing Resolution was, on motion duly made and seconded, adopted

Eligible Costs Notes:
• HMGP finding of emergency stand-by power generators may be either classified as regular or initiative projects
depending on whether or not a benefit cost radio(BCR) can be determined. If a BCR can be determined,the ratio must
satisfy the requirements of cost-effectiveness (e.g. the minimum ratio must be 1.0 benefit or higher to 1.0 cost). If the
applicant's proposal is determined not to be cost-effective after the results of a Benefit Cost Analysis is known, the same
project may not be resubmitted as an initiative proposal.
• HMGP funding for stand-alone connection systems may only be considered for approval under the 5%initiative grant.
• Generators and/or connections may not be funded under the HMGP for single family residential structures. Multi-family
critical facility residential structures may be funded under the HMGP as either a regular or initiative project. Non-critical
multi-family residential structures may only receive 5%initiative HMGP finding.
• A separate HMGP emergency stand-by generator application is not requires if the applicant is including a generator or
connection as part of a larger HMGP funded construction proposal.
TIMELINE / MAINTENANCE
1. Timeline
Insert the proposed work schedule as tasks to accomplish the overall goal of the proposed activity, i.e., appraisals, title
search, closing, etc., and provide a description of the task's purpose. This timeline will be used as a measurement tool
for progress in the project's implementation and is included in the required Quarterly Reports. Also, FEMA uses the
timeline for determining the approved period of performance. It will be the basis used to justify delays or extensions,if
necessary, and should be estimated carefully. The first and last entries are state requirements and have already been
entered.
1. Task 1: Colorado State Contract Process Timeframe: 3 Months
The State contract is the State's legal mechanism required to ensure funding or services to the
applicant. The timeframe reflects up to a 3 month period.

Regulations governing the Hazard Mitigation Grant Program(HMGP)state that any project must"be in conformance with 44
CFR part 9, Floodplain Management and Protection of Wetlands, and 44 CFR pan 10, Environmental Considerations." To
comply with this mandate, written coordination must occur with the state and Federal agencies listed below to provide
documentation relative to its potential effect on the physical,biological and built environment.

Section 17.630 of the regulations provide that a grantee that is a State may elect to make one certification in each Federal
fiscal year.A copy of which should be included with each application for FEMA funding. States and State agencies may elect
to use a Statewide certification.
Applicants should refer to the regulations cited below to determine the certification to which they are required to attest.
Applicants should also review the instructions for certification induded in the regulations before completing this form.Signature
on this form provides for compliance with certification requirements under 44 CFR Part 18,"New Restrictions on Lobbying;and
28 CFR Part 17,"Government-wide Debarment and suspension (Non-procurement)and Government-wide Requirements for

3. DRUG-FREE WORKPLACE(GRANTEES OTHER THAN INDIVIDUALS)
As required by the Drug-Free Workplace Act of 1988,and implemented at 44 CFR Part 17, Subpart F,for grantees, as
defined at 44 CFR part 17,Sections 17.615 and 17.623:
(A) The applicant certifies that it will continue to provide a drug-free workplace by:
(a) Publishing a statement notifying employees that the unlawful manufacture,distribution,dispensing, possession,
or use of a controlled substance is prohibited in the grantee's workplace and specifying the actions that will be
taken against employees for violation of such prohibition;
(b) Establishing an on-going drug free awareness program to inform employees about:
(1) The dangers of drug abuse in the workplace;

(2) The grantee's policy of maintaining a drug-free workplace;

(c) Making it a requirement that each employee to be engaged in the performance of the grant to be given a copy of
the statement required by paragraph(a);
(d) Notifying the employee in the statement required by paragraph (a)that, as a condition of employment under the
grant,the employee will:
(1) Abide by the terms of the statement;and
(2) Notify the employee in writing of his or her conviction for a violation of a criminal drug statute occurring in the
workplace no later than five calendar days after such conviction.
(e) Notifying the agency,in writing within 10 calendar days after receiving notice under subparagraph(d)(2)from an
employee or otherwise receiving actual notice of such conviction. Employers of convicted employees must
provide notice, including position title,to the applicable FEMA awarding office,i.e. regional office or FEMA office.
(f) Taking one of the following actions against such an employee,within 30 calendar days of receiving notice under
subparagraph(d)(2),with respect to any employee who is so convicted:

What type of mitigation activities are you proposing?
Permanently installed 20 kilowatt natural gas generator for a critical facility in Weld County.
Provide a clear and detailed description of your proposed activity
Weld County,Colorado
The Weld County Office of Emergency Management proposes to purchase and install a new 20 kw,3-phase natural gas generator for
the Southwest County Service Center, a complex that includes local law enforcement and emergency services, sheltering facilities
and social services for Weld County residents and visitors.
The Service Center is located in the eastern corner of the town of Longmont, Colorado and provides a variety of services to the
surrounding area's 68,740 people (per 2010 U.S Census Block data.) The building currently serves essential public services including
a Sheriffs Office substation, emergency shelter, and alternate Emergency Operations Center for the surrounding community during
disaster. The facility is also utilized as a health department, local employment services, the county's clerk and recorder, and county
social services. During normal operating hours the center is open Monday through Friday from 8:00 am until 5:00 pm. The local
population relies upon these services—especially Sheriff and emergency services—particularly as the nearest alternative services are
located almost 31 miles from the area in Greeley. Loss of these critical services would be detrimental to the safety and well-being of
the local population, especially during times of highest need such as in disaster. Populations of the surrounding cities and towns
served by this center include:

The center is vital in maintaining adequate levels of law enforcement and emergency services, and therefore in need of reliable
emergency power generation capability, especially with regard to sheriff and ambulance dispatch services. In the past, both the
American Red Cross and the State Highway Patrol have operated from this location during disaster.This facility is also identified as a
disaster assistance center for the Southwest Weld County.
Currently there is no generator or other back-up power at this facility. As a shelter facility that will be operated around the clock
before, during and post-disaster,the need for uninterrupted power is paramount. The facility is vulnerable to power outages from
multiple hazards (lightning strike, wind and hail storms, blizzards and undescribed potential man-made hazards) and has
experienced outages multiple times in the past 4 years. Typically power was lost for a period of between 1 and 2 hours.
Project Location
The Southwest County Services Center is located at 4209 Weld County Road 24.5 in Longmont, Colorado. This is east of US
Interstate 25 and north of Weld County Road 24, in northern Colorado.

Need for Activity/Why Should it be Completed?
Currently there is no generator or other back-up power at this facility. As a shelter facility that will be operated
around the clock before, during, and post-disaster, the need for uninterrupted power is paramount. The facility is
vulnerable to power outages from multiple hazards (lightning strike, wind and hail storms, blizzards and
undescribed potential man-made hazards) and has experienced outages multiple times in the past 4 years.
Typically power was lost for a period of between 1 and 2 hours. The center is vital in maintaining adequate levels
of law enforcement and emergency services, and therefore in need of reliable emergency power generation
capability,especially with regard to sheriff and ambulance dispatch services.
Who will the mitigation activity benefit/impact?
The service area of this complex contains a population of approx. 68,740(per 2010 US Census Block data.) These
individuals live in western Weld County and depend upon sheriff's office services such as law enforcement,fire and
ambulance dispatch, and emergency operations services during time of disaster. The center also serves as an
emergency shelter for area citizens and visitors. Please see listed towns and cities above.
Describe how the project is technically feasible and will be effective in reducing the risk by reducing or
eliminating damages to properly and/or loss of life in the project area.
The permanent installation of this generator is technically feasible and will be effective in reducing risk of loss of
life by maintaining full power in case of outage from city electric services because:
• Ambulance and fire dispatch services will be conducted without interruption
• Law enforcement activities will be able to continue in continuity
• Disaster shelter services can be maintained without loss of power
Who will manage and complete the project?
The Weld County Office of Emergency Management in coordination with Weld County Buildings and Grounds will
implement this project if awarded. After FEMA award notification and state contracting, Weld County will employ
its normal procurement methods to obtain a new 20 kilowatt, 3-phase natural gas generator, all accessories
required for permanent installation, and the services of an experienced contractor to install the generator at the
Southwest County Services Center. The selected contractor(s) will conduct all necessary inspections, engineering,
and permitting work for the generator, associated transfer switch installation, and generator pad site preparation
at the site.This includes preparation of any plans,schematics, or information required by the local building official
to obtain a permit to complete the project. The generator will be installed in accordance with all applicable
federal,state local building and electrical codes.
Will the project address all the hazards identified and what risk will remain after implementation?
This mitigation project addresses a majority of the impacts for the hazards identified, but there will remain some
residual risk such as an interruption in the natural gas line that feeds the generator and equipment failure.
When will the mitigation project take place?
Within one year after notice of award, presumably in 2015
Explain why this project is the best alternative. What other alternatives were considered and why was this
project chosen?
This project was selected as the best alternative because it allows for continued use of the services center.
Without this mitigation project, emergency operations, disaster sheltering and sheriff office functions would need
to be relocated during a time of high duress. This would have the potential for loss of life if fire and ambulance
dispatch services were interrupted during a move to other facilities that have power.
Identify the entity that will provide long term maintenance?
The Weld County Buildings and Grounds will develop and implement a generator maintenance plan that includes
periodic exercise of the generator under load.
