HomeMy WebLinkAbout20141831.tiff RESOLUTION RE: APPROVE VICTIM ASSISTANCE AND LAW ENFORCEMENT (VALE) SHORT FORM GRANT APPLICATION FOR LAW ENFORCEMENT VICTIM'S SERVICES UNIT AND AUTHORIZE CHAIR TO SIGN WHEREAS, the Board of County Commissioners of Weld County, Colorado, pursuant to Colorado statute and the Weld County Home Rule Charter, is vested with the authority of administering the affairs of Weld County, Colorado, and WHEREAS, the Board has been presented with a Victim Assistance and Law Enforcement (VALE) Short Form Grant Application for the Law Enforcement Victim's Services Unit from the County of Weld, State of Colorado, by and through the Board of County Commissioners of Weld County, on behalf of the Weld County Sheriff's Office, to the VALE Board, commencing upon full execution of signature, with further terms and conditions being as stated in said application, and WHEREAS, after review, the Board deems it advisable to approve said application, a copy of which is attached hereto and incorporated herein by reference. JUSTIFICATION 1. Briefly describe the type of equipment being requested and how it will be utilized. Weld County Sheriffs office VSU clothing for both volunteers and staff to be worn on scene . The victim's services unit with the Weld County Sheriffs effice has 2 full time staff and currently 7 volunteers and there is an aggressive campaign to recruit additional volunteers. We are seeking funding for additional attire for the unit for on scene response as well as community outreach events. Additionally, because WCSO VSU serves a large county with response to remote areas, and limited space in one facility, currently, the two staff are housed in two different stations and are often required to complete paperwork and access information a significant distance from a PC. In an attempt to streamline this process and provide remote access and shared files, the unit is requesting 2 surface pro 2 10.6 (one for each staff) and the required accessories. Additionally, we are requesting funds to purchase 2 car seats and 2 booster seats for the county vehicles as the unit staff are often required to transport children. 2. What are your needs and objectives in pursing this equipment? Please be specific. Clothing: Easy identification of SO VSU staff and volunteers on scene. The unit only has a very limited number of shirts for distribution. Technical Equipment: The victims services unit is a unit that requires most direct service to be done in a mobile way. Currently, the only access to computers or report writing devices are on a PC computer in an office. Because the direct service work generally does not occur in the office, and all records and original notes are discoverable and need to be saved and protected. In an attempt to maintain paperless and accurate records, streamline the report writing process, and to accurately and easily track and share documents between staff, the unit is requesting technology necessary to achieve this goal. Each staff member will be assigned a device that is to be taken on scene for note taking, and documentation of clients served. The units will be linked in a way that the other staff will be immediately aware of a client the other has served so that the process of client follow up and documentation of VRA is easier and more efficient. The area our unit serves is quite extensive and the two staff members work different days and out of separate offices. This technology will ensure that when a client calls for additional assistance from an employee who was not the original responder, the employee will have access to the information needed to serve that client. An additional responsibility of the unit is to review reports for calls for service for the Sheriffs office as well as 8 police departments. This becomes challenging when hard copy reports of calls that were served on the other side of the week by a different employee are located several miles away. In addition, since notes and documents from an advocate are discoverable, this will allow for responders to only use these devices for note taking or report writing to ensure these are ready and available should they be requested by the court. 2 • The technology will also enable easy access to training and protocol documents that may be needed while in the field. This will also allow for immediate access to documents such as victim compensation application and other resources for crime victims that are available on the internet while in the field. The unit is requesting an iphone for the paid advocate as many requests to contact victims come in to the advocates via email. These requests are time sensitive and because the advocate responders are often in the field for days at a time, access and immediate notification of emails becomes a necessity. In addition, we are requesting funding to purchase 2 car seats and 2 booster seats in the interest to transport children safely when needed. 3. What is your time frame for implementing your goals and objectives? (NOTE: Funds awarded must be spent by September 15, 2014.) All items will be immediately ordered from providers within 3 weeks of the award. 4. Who will benefit from this grant application and how will it affect your services to victims of crimes? If applicable, list any other agency that would benefit. Tech items: Victims will benefit as this will streamline and increase the communication between responders. In addition, the technology will be locked and protected where a hard copy report cannot be. The intention of this protocol is to streamline protocol and procedures so that more time and energy can be spent directly serving and being present to the needs of each and every victim we serve and less energy on administrative work. This unit requires responders to work in the field and is not one that is office or desk based. Therefore, the technology will support that outcome so that the responders are able to be in the field. The weld county victim serves unit serves the sheriffs office as well as 8 police departments and is unique in that the clients we serve are located over a large geographical area. All direct service clients will benefit from this process. Child safety seats: Often, the Victims Services unit is required to assist in transport of victims to shelter or other locations. Currently, there are no car seats available to the staff to transport children safely. The purchase of these will allow us to assist victims with children to safely transport to the necessary location. 5. What will your agency do if the funding is not approved? a. Clothing: this is an unfunded budget item and the unit will need to continue to work to find funding for unit clothing. b. Technology: Continue as status quo and development an alternative protocol to address the challenges currently on hand; this could include sending emails to the other staff for every case served. The unit will need to continue to work to find funding for the necessary technology to effectively serve and document remotely. The specialist will need to continue to use her flip phone and may need to use her personal smart phone when required to serve victims effectively. c. Car seats: we would need to change county protocol that indicates the VSU is to have access to child safety seats and will be unable to assist in child transport until able to fund the necessary child safety seats. 3 • 6. How does this grant request relate to victim services and/or law enforcement needs outlined in the VALE statute? See C.R.S. 24-4.2-105 (3), (4) (a — m), (4.3) (a), (4.3) (b) It is the goal and responsibility of the Weld County Victim Services Unit to ensure all crime victims are afforded their rights, are aware of their rights, and are aware of all the resources we have available for them. The Weld County Victims' Services Unit has been working hard to ensure that every crime victim we serve receives service with compassion and dignity while given information and resources available to them. This technology will enable providers to more easily track calls for service, communicate clients and cases served so that even if the crime victims' first responder is unavailable, he/she will receive the service they need without starting over; it will ensure the staff responders have immediate access to resources even when responding to a rural community. In addition, this technology will enable the staff to more easily identify if and when VRA pamphlets were not provided on any case as it will ensure all staff has access to documents. Serving such a large area comes with particular challenges. If resources, documents, and notes are only kept in the office and can only be created within the office setting, that could be over 90 miles from a particular scene or responder. Through technology, we can more easily have access to whatever the victim needs while on scene. The Weld County Sheriffs office issued clothing will enable responders to be easily identified on scene as well as in professional settings such as hospitals. Victims sometimes feel very vulnerable and often have a hard time identifying people, including their victim advocate if the service provider is not wearing identifying clothing. Identifying clothing assists the victims, especially when many people may be present in a traumatic situation to identify the service provider and get the support they need; in addition, with 9 law enforcement agencies and many officers and detectives, it is imperative that those law enforcement officials are able to easily recognize the responder as an advocate when a victim is in need. The additional clothing will allow the volunteer unit to grow to the numbers to effectively and efficiently serve the high case load and large geographical area we serve every day of the year. The smart phone for the paid advocate will ensure that cases requiring immediate attention where the advocate is notified by email will receive prompt attention and service. In addition, it will enable her to have more reliable access to phone service in rural weld county. Child safety seats: it is a primary responsibility of the VSU to offer access to services for victim safety. This will ensure that children are able to be transported to locations where these services are available or to support individual safety plans. II. BUDGET SUMMARY 1. Indicate how the request involved comparison pricing. The sheriffs office did extensive work to compare products/availability of several different ipad/laptops comparing pricing and available services for each. It was determined that for the purposes of working effectively and remotely including compatibility with current Sheriffs office system, the surface pro 3 offers the most compatible system for the money. The prices of the units seem to be standard in the industry as it is newer technology that will be released June 20, 2014. After some research on the internet, Wal-Mart offers the car seats at the best prices. Clothing: the coordinator for victim's services conducted a significant search of different clothing providers and what is available for the cost. I have determined that the current bid meets the needs with the most competitive cost per item. Phones are purchased through phone services with the county 5 III. VICTIMS RIGHTS ACKNOWLEDGEMENT VICTIM ASSISTANCE AND LAW ENFORCEMENT BOARD GRANT APPLICANT MEMORANDUM OF UNDERSTANDING CONCERNING THE RIGHTS AFFORDED TO CRIME VICTIMS As provided in C.R.S. 24-4.2-105 (4.7), Colorado law requires the following: A REQUESTING AGENCY OR PERSON SHALL ACKNOWLEDGE IN WRITING THAT SUCH AGENCY OR PERSON HAS READ AND UNDERSTANDS THE RIGHTS AFFORDED TO CRIME VICTIMS PURSUANT TO SECTION 24-4.1-302.5 AND THE SERVICES DELINEATED PURSUANT TO SECTION 24-4.1-303 AND 24-4.1-304.
