This business is a concrete construction company that mostly does the placement of concrete irrigation ditches and structures such as dividing boxes, head walls,etc.,all related to the farming industry. The concrete placement is done at the customer's location so the 2460 location would be a staging area for the crew. There are currently no signs and no planned signage for this site. Fencing around the property varies with 6'wire fencing on the north east part of the property and 4'wire fencing on the east, south and west side of the property. Interior fencing by the south side of office site is 4'wire fencing w/privacy slates that screen both the employee parking and equipment storage area from public view. 2) We feel this is consistent with the intent of the Weld County Code, Chapter 22 of the Comprehensive Plan B. 2.A.Policy 2.2 that the county will allow commercial and industrial uses,which are directly related to or dependent upon agriculture, to locate within agricultural areas when the impact to surrounding properties is minimal,and where adequate services and infrastructure are currently available. B.3. A.Policy 2.3 the county wants to encourage development of agriculturally related businesses in underdeveloped areas where existing resources can support a higher level of economic activity. This company is totally dependent upon the agricultural community,and the impact to surrounding properties is minimal. This use is compatible with the existing and future development in the surrounding area. G. 2.APolicy 7.2 Conversion of agricultural land to commercial and industrial uses should be accommodated when the subject site is in an area that can support such development, and should attempt to be compatible to the region. This area is compatible to this type of business; it blends in completely with the surrounding area. 3) We feel that this proposal is consistent with the intent of the Weld County Code Chapter 23 (Zoning) and the zone district in which it is located because in chapter 23 Section S : Any use permitted as a Use by Special Review provided that the property is not a Lot in an approved or recorded subdivision. The property is zoned Agricultural. This business is an Agricultural service business that provides concrete ditch lining, and irrigation related services to the farming industry. 4) Surrounding land uses in this area are:to the west a tree spraying business,the use of their land and the proposed use of our land are comparable. Property to the south is screened by a railroad berm with tracks and a tree blind. Property to the east is a small farm with chickens and a few head of cattle,also farm like out building and fencing. Its dwelling is approx. 500' away. Property to the north is a gravel pit (Bucklen Equipment), with open mining, large trucks,equipment and maintenance buildings also a couple of homes on the west and east side of their lot. This lot and its use are consistent and compatible with the area in that it's use is much the same as others properties in this area. 5) The office location averages two people full time. There are two more full time management/supervisor people who spend the bulk of their time on various job sites. The number of employees to be employed at this job site will average ten. But it is important to note that six of these people are part time and will just meet at this site in the morning, and then proceed to the work location in two company vehicles. Since our men work outside on jobsite the days that they are able to work is dictated by the weather conditions,so our work is seasonal depending upon the weather and site conditions. Maximum number of employees needed in the future is simply a guess, and would be once again for short part time employment, but let's say a total of sixteen. This would double the current part-time workforce from six to twelve with four supervisory personnel. Can-do's hours are Monday—Friday 7:00 a.m.to 4:00 p.m. It would be our hopes to build an Equipment Storage Shop on this property sometime in the future. Maximum size of future equipment storage building would be 40'x 80'. Exact location and size would be determined by both the cost and rules and regulations of Weld County. There is no intention of housing any animals on this site. This company currently has ten vehicles two small dump trucks the largest weighing 13,200 lbs. There is a winch truck 10,500 lbs., and three crew cabs avg. 7300 lbs.,and two flat bed trucks 5200 lbs, and finally two pickups weighing less than 3500 lbs. The dump trucks, winch truck and flatbeds are specialty vehicles and do not leave the yard daily. On work days the employees will come into the staging area driving their private vehicles (approx.6) parking and leaving for the job site in a company crew cab usually two crew cabs leave this location daily, returning at the end of the work day. Fire protection is provided by the City of Greeley. The office location currently has a 5/8" water tap from the City of Greeley. This has been determined to be more than adequate for both the current and future needs of this company. Sewage disposal for this property is a septic tank, septic permit#SP-0900161. We have on site storage of Company Vehicles, equipment and trailers. 6) We do not propose any new landscaping for this site. It is our thought that the current trees, bushes, and natural vegetation fits into the surrounding areas.The existing landscaping will be kept neat and clean of any debris. 7) Reclamation of this land in the event of the termination of Use by special review,would amount to the removal of company vehicles, equipment and trailers. This would restore it to its original condition. 8) Storm water drainage does not pose a problem on this site. There does not appear to be any water that accumulates on this site either from surrounding properties, or natural sources. Moisture from Rain and Snow soak in to the ground, and there are no areas where surface water pools. Even last spring's flooding did not affect this property. 9) There is no construction or landscaping scheduled. 10) We do not store or stockpile wastes on this site. 11) Proposed on-site improvements would be: WQCF to be placed on the east side of the lot, and the demolition of two buildings that cross over property line. Expected time line for the completion of both of these improvements would be by the end of May 2014. It covers a five day work week excluding the 1/18/2014 and 1/19/2014 which were the Saturday and Sunday within the above time frame. Can-do Concrete's work hours are M-F from 7:00 a.m.to 4:00 p.m. The type of vehicles over this period were mostly light duty passenger cars and pickups,the largest being a company crew cab weighing approx. 7200 lbs. The average number of vehicles over this period was Eight (8) per day. Entry onto the property averaged 55.5%from the west,and 44.5%from the east. Exit from the property averaged 30.6%going west, and 69.4%going to the east. No other wastes are expected to be generated on site. This site is used as a staging area all work is done at the job location. No vehicles or equipment will be washed on site. Regarding a motor vehicle oil leak, Can-do will dig up the contaminated soil and ship it to (Ault Waste Management Facility). Can-do will then arrange for testing to analyze the remaining soil to be sure it is clear of all contaminates. Once that is completed the area will backfilled. A topographic site survey has been preformed and a copy of said survey has been attached to this drainage narrative. As requested a brief narrative of the existing storm water drainage patterns follows: 1 . Off-Site Flows: from the Topographic Survey, there are no existing off site flows entering the subject site, see attached Topographic Survey. 2. The site is very flat, the northern portion of the site does have positive drainage to the east. 3. The existing storm water flows will flow into the existing drainage swale located at the southeastern corner and east of the property. From information obtained from the Weld County Public Works Department, Water Quality Capture Volumes (WQCV) shall be calculated and provided on the site for the existing development. The area used in the WQCV calculations is 173,285 sf or ±3.98 AC. The imperviousness value obtained for the developed area is 0.0. 15 or 15%, see attached computations. As outlined in the Urban Storm Drainage Criteria manual, the WQCV was calculated using the equation found on page SQ-24. The required WQCV obtained is 2,656 cf, see attached computations. The proposed WQCV pond has been designed and placed on the eastern side of the site. The proposed WQCV pond has been designed as a retention style pond and the WQCV will be percolated into the ground water. The existing site soils consist of a Type "D", poorly drained, as obtained from the Web Soil Survey. Soil profiles, as performed by myself, in this area consist of a clayey top soil that is approximately 1 foot to 2 feet thick. The soil profile below the top surface layer consist of gravely materials. In constructing the WQCV pond, soils are to be removed from the swale style pond and placed on the western side of the site. In creating the WQCV pond in this manner will bring the gravelly stratum closer to the surface and will speed the draining of the retention style WQCV pond within 72 hours.
