SUPPORT AND SERVICE, INCLUDING OIL AND GAS PROCESSING FACILITIES
AND RELATED EQUIPMENT, INCLUDING, BUT NOT LIMITED TO, THREE (3)
COMPRESSORS ASSOCIATED WITH GAS PROCESSING OR WHICH COMPRESS
GAS TO ENTER A PIPELINE FOR TRANSPORT TO MARKET, AND A 100-FOOT IN
HEIGHT COMMUNICATIONS TOWER IN THE A (AGRICULTURAL) ZONE DISTRICT-
WELLS RANCH, LLLP, C/O DCP MIDSTREAM, LP
A public hearing was conducted on March 5, 2014, at 10:00 a.m., with the following present:
Commissioner Douglas Rademacher, Chair
Commissioner Barbara Kirkmeyer, Pro-Tern
Commissioner Sean P. Conway
Commissioner Mike Freeman
Commissioner William F. Garcia

The following business was transacted:
El I hereby certify that pursuant to a notice dated January 30, 2014, and duly published
February 4, 2014, in the Greeley Tribune, a public hearing was conducted to consider the
request of Wells Ranch, LLLP, c/o DCP Midstream, LP, for a Site Specific Development Plan
and Use by Special Review Permit, USR13-0061, for Mineral Resource Development, Oil and
Gas Support and Service, including oil and gas processing facilities and related equipment,
including, but not limited to, three (3) compressors associated with gas processing or which
compress gas to enter a pipeline for transport to market, and a 100-foot in height
communications tower in the A (Agricultural) Zone District. Brad Yatabe, Assistant County
Attorney, made this a matter of record.
El Kim Ogle, Department of Planning Services, presented a brief summary of the proposal
and entered the favorable recommendation of the Planning Commission into the record as
written. He described surrounding land use as primarily grazing and no residences within 500
feet.
e Don Carroll, Department of Public Works, provided a brief overview of the transportation
plans and requirements, including access to the site.

El Lauren Light, Department of Public Health and Environment, reviewed the water and
sewer provisions, including Spill Plan and Air Emissions Permit Application prior to recording the
plat.
▪ Patrick Groom, representing DCP Midstream, LP, stated this station is slightly smaller than
their others, with three compressors (rather than five). la Commissioner Kirkmeyer asked for
comparison to the sites at CRs 50 and 51, and was told this will be 2/3 the size. Mr. Groom also
confirmed this is in the center of the Wells Ranch property, and therefore the lights should not
bother anyone.
El Chair Rademacher opened the floor to public comment and none was forthcoming.
e In response to Commissioner Kirkmeyer, Ms. Light said a Dust Abatement Plan is a typical
standard for compressor sites. Commissioner Kirkmeyer suggested Development Standard #5
as unnecessary, and Ms. Light confirmed the plan was already submitted, and the Board
deleted that by assent. Mr. Groom confirmed an emissions permit is required because of the
type of operation and the concern regarding keeping the historical flow pattern is
understandable. Commissioner Kirkmeyer suggested that Development Standard #16 is
unnecessary and it was deleted by consent of the Board.
e In response to Chair Rademacher, Mr. Groom stated that Wells Ranch, LLLP, Go DCP
Midstream, has reviewed, and agrees to abide by, the Conditions of Approval and Development
Standards, as amended.
E Commissioner Kirkmeyer requested that Development Standard #24 be changed to read
"The applicant shall adhere to the Decommissioning Plan for the communications tower that has
been submitted for review and approval."
ID Commissioner Conway moved to approve the request of Wells Ranch, LLLP, do DCP
Midstream, LP, for a Site Specific Development Plan and Use by Special Review Permit,
USR13-0061, for Mineral Resource Development, Oil and Gas Support and Service, including
oil and gas processing facilities and related equipment, including, but not limited to, three (3)
compressors associated with gas processing or which compress gas to enter a pipeline for
transport to market, and a 100-foot in height communications tower in the A (Agricultural) Zone
District, based on the recommendations of Planning staff and the Planning Commission, with
the Conditions of Approval and Development Standards, as amended, and entered into the
record. The motion was seconded by Commissioner Freeman, and it carried unanimously.
El Commissioner Conway said these facilities are greatly needed for getting trucks off the
road.
There being no further discussion, the hearing was completed at 11:42 a.m.
