On June 24, 2014, I went to the location and met with Mr. DeFoe. He has requested that the Fire District review a request to gate and lock the address on Barley Avenue due to several recent thefts. This request would restrict open access to the location without cutting the chain on the locked gate from Barley Avenue, which is also known as WCR 16. It appears that this access has not been used in some period of time as it is currently chained shut and overgrown. The access to the residence at 15814 Barley Avenue would be accessed through the 15814 Good Avenue driveway. The Fire District does not have any concerns for the access to this location during a fire from the Barley Avenue side as we would cut the chain and open the gate if needed. However, if the address does remain as stated there could be confusion in the case of a medical emergency. It would be the Fire District's recommendation that the 15814 Barley Avenue address be changed to a Good Avenue address if the driveway and vehicle traffic enters from the 15814 Good Avenue driveway. Development Review: Attached is a Water Quality Capture Volume (WQCV) pond for the developed site at 15814 Good Avenue (Lot 3, Block 62, Aristocrat Ranchettes). A site plan is provided with a Weld County JEP background, contours by ATD along with the proposed WQCV pond and associated grading and driveway culvert. The existing site, time of concentration line is show on the drawing with a length of 292 feet and a slope of approximately 2.7 percent, with a time of concentration of 6.0 minutes. The existing site conditions and proposed site condition are the same so the site imperviousness is 22 percent for both conditions, and the WQCV was calculated to be 446 CF. A culvert is shown under the driveway and the proposed WQCV pond just to the west of the driveway and near the north property line. The WQCV pond will have a bottom elevation of 92.50 and top elevation of 94.0, with a pond volume of approximately 490 CF (446 CF required). With 490 CF of storage the pond can accommodate approximately 44 CF of sediment before WQCV pond will need to be maintained. A weir wall will be installed along the north property line with a length of 8.0 feet, at an elevation of 94.0, to release 100 year storm flows from the site to the existing roadside swale along the south side of Good Avenue. Storm flows on the western portion of the site will free release in sheet flow over existing vegetation to the parcel to the west. The WQCV pond is sized for flow from the complete site, and flows from the eastern 2/3 of the lot are directed to the WQCV pond.
