RE: APPROVE PROJECT COMPLETION REPORT FOR ESPANOLA SUBDIVISION
IMPROVEMENTS PROJECT AND AUTHORIZE CHAIR TO SIGN
WHEREAS, the Board of County Commissioners of Weld County, Colorado, pursuant to
Colorado statute and the Weld County Home Rule Charter, is vested with the authority of
administering the affairs of Weld County, Colorado, and
WHEREAS, the Board has been presented with a Project Completion Report for the
Espanola Subdivision Improvements Project from the County of Weld, State of Colorado, by and
through the Board of County Commissioners of Weld County, on behalf of the Department of
Public Works, to the Colorado Department of Local Affairs, commencing upon full execution of
signatures, with further terms and conditions being as stated in said report, and
WHEREAS, after review, the Board deems it advisable to approve said report, a copy of
which is attached hereto and incorporated herein by reference.
NOW, THEREFORE, BE IT RESOLVED by the Board of County Commissioners of Weld
County, Colorado, that the Project Completion Report for the Espanola Subdivision
Improvements Project from the County of Weld, State of Colorado, by and through the Board of
County Commissioners of Weld County, on behalf of the Department of Public Works, to the
Colorado Department of Local Affairs be, and hereby is, approved.
BE IT FURTHER RESOLVED by the Board that the Chair be, and hereby is, authorized to
sign said report.
The above and foregoing Resolution was, on motion duly made and seconded, adopted
by the following vote on the 28th day of July, A.D., 2014.

SUBJECT: CDBG 12-519 — Espanola Subdivision
Improvements— Final Completion Report
In 2012, Weld County received a Community Development Block Grant (CDBG) for road
and drainage improvements in Espanola Subdivision (southwest corner of 25th Avenue
and O Street).
Espanola Subdivision was started in 1924, by the Great Western Sugar Company
(platted in 1929) as a colony for its Hispanic laborers, commonly referred to today as the
Spanish Colony. This County subdivision lies on the cusp of Greeley, which provides
water, sewer, and fire services, but no other urban amenities. Weld County's assistance
in this effort was to concrete pave all the roads with inverted crowns in order to allow
water to flow to the new drainage improvements. This project was a collaborative effort
with the Weld County Housing Authority; they assisted with funding for sewer
improvements. The residents of the Spanish Colony were extremely patient and helpful,
while the improvements were being made. The next phase of the project will be for the
Housing Authority and the Health Department to work together on connecting the homes
which are currently on septic to the new sewer main stubs.
Public Works bid out the project in January 2014, and received one bid from Duran
Excavating. They began construction on March 31, 2014, for a 45-calendar-day project
schedule. The improvements were completed in May. The final reimbursement request
has been submitted and approved by DOLA. Final payment can be released after
receipt of the Final Completion Report (attached). This project was completed within the
CDBG deadline of July 31, 2014.
Staff recommends authorization of signature on the CDBG Final Completion Report
(FCR) for Espanola Subdivision Improvements.

B) ACTUAL ACCOMPLISHMENTS: (Describe)
Even with all the different entities participating in the project,it was completed within a 45 calendar day contract. It
is a huge accomplishment to complete sewer,drainage,and road improvements in accordance with the design plans
in this short time period.
Weld County conducted a low-moderate income survey in order to receive the CDBG funding,and the HUD-
provided tabulation sheet identified 89%.6 of the households. This project met the purpose and intent of the CDBG
HUD requirements .
C) REMAINING ACTIONS: Are there any remaining actions? If yes, please explain what remains to
be done and supply the anticipated date of completion?
There are no remaining actions needed for CDBG project 12-519. The Weld County Housing Authority still has
additional funding to connect the homes currently on septic systems to the new sewer tap improvements.

H. ACTIONS TO AFFIRMATIVELY FURTHER FAIR HOUSING: Describe actions and results of
actions to affirmatively further fair housing. PCR will not be accepted without this information. Attach

Beyond posting the fair housing posters on the job site and at Weld County Public Works & Administration
Building, we also provided fair housing materials at the neighborhood meetings conducted during the project. The
purpose of these materials were to familiarize the citizens with the Weld County Housing Authority's program
services.
These materials include the "equal housing opportunity" slogan and where to get more Fair Housing Act
information. In addition, to efforts made directly in this neighborhood, the Weld County Housing Authority
conducts annual meetings (Weld Connects) to sponsor seminars to connect the minority community with fair
housing information, including program goals and procedures for assistance.
I. SECTION 3 REGULATIONS APPLY TO ALL PROJECTS
Please attach Section 3 report (See Section V, Exhibit E) to PCR with information regarding: (If
not sure, see contract scope of program.)
1) Any new hires from each "covered"subcontractor including name, address and telephone

3) In order to comply with the Section 3 Act and the Section 3 Regulations,the Developer,
General Contractor or Subcontractor, as applicable, must implement an aggressive
campaign to encourage participation of Section 3 Residents and Section 3 Business
Concerns. Please describe the implementation strategies used.

The post-award public hearing was conducted on June 23, 2014 at I0:00am. No public attended the
hearing in person to comment on the project. No written citizen comments were received.

report should be attached to this report. The summary should include the grantee's
assessment of the citizen comment and a description of any action taken in response to the
comment. Copies of newspaper articles on the project should also be attached to this
report.

DEFINITIONS
SECTION 3 POLICY To ensure that the employment and other economic opportunities generated by Federal financial
assistance for housing and community development programs shall, to the greatest extent
feasible, be directed toward low and very low income persons, particularly those who are
recipients of governments assistance for housing.
SECTION 3
RESIDENT A public housing resident or an individual who resides in the metropolitan area or non-
metropolitan county in which assistance is expended and whose income does not exceed 80%
(low income)of the median for the area with adjustments.
NEW HIRE A full-time employee for a new permanent, temporary or seasonal position that is generated from
the expenditure of Section 3 covered assistance.
SECTION 3 COVERED
CONTRACT At the grantee level, a contract or subcontract in excess of$100,000 (construction
or professional services)for work paid for by grant or other funds on a Section 3 covered project.
SECTION 3 COVERED
PROJECT A project containing the activities of construction, reconstruction, conversion or rehabilitation of

FOR POST-AWARD HEARING
ESPANOLA SUBDIVISION IMPROVEMENTS
Weld County will conduct a public hearing at 1150 O Street, Greeley, CO 80631 on June 23, 2014 at the
Board of County Commissioners Meeting . The purpose of the hearing is to allow citizens to review and
comment on the performance of the Weld County in carrying out their Espanola Subdivision
Improvements, which was financed with Federal Community Development Block Grant funds provided by
the State of Colorado.
Written comments are also welcome and must be received by 5:00 PM on June 13, 2014, at 1150 O
Street, Greeley, CO 80631; Attention: Office of the Clerk to the Board. Information and records regarding
the above described project are available at 1150 O Street, CO 80631 during regular office hours.
A public hearing to receive citizen views concerning the community's economic and community
development needs will be held at 9:00 am on June 16, 2014 at 1150 O Street, Greeley, CO 80631. For
information concerning the public hearing contact the Office of the Clerk to the Board, 1150 O Street,
Greeley, CO 80631, (970) 336-7215.
The public hearing is being conducted in a handicapped accessible location. Any handicapped person
requiring an interpreter for the hearing impaired, the visually impaired, non-English speaking or those
needing a Telecommunication Device for Deaf Persons (TDD)should contact Office of the Clerk to the
Board, at least three calendar days prior to the meeting and an interpreter will be provided. In compliance

Notice is hereby given that final payment will be made on the 19th day of July , 2014, on a
contract dated March 17 , 2014, between Weld County and Duran Excavating, Inc.
for Espanola Subdivision Improvements. All persons, companies or corporations that have
furnished labor, materials or other supplies or service used by Duran Excavating, Inc. under
and in connection with the said contract and whose claim has not been paid by the Contractor
shall, by the 19th day of July , 2014, file with the Owner a verified statement of the amount due
and unpaid on account of such claim. Failure on the part of the claimant to file such settlement

completion of the Espanola Subdivision paving/road project today, with a ribbon cutting ceremony.

^ + 4 In 2012, Weld County received a Community Development Block Grant
- (CDBG) from the Department of Local Affairs (DOLA) for $275,000 to be
4 used for road and drainage improvements in the subdivision. Weld
County contributed a local match of $470, 188.
Espanola Subdivision was started in 1924 by the Great Western Sugar
Company (platted in 1929) as a colony for its Hispanic laborers, commonly referred to today as Spanish Colony.
This county subdivision lies on the cusp of Greeley, which provides water, sewer, and fire services. Some of the
homes in the subdivision remain on septic systems. As part of the improvement project, the Weld County
Housing Authority provided funding on behalf of the Colorado Division of Housing to include a new sewer main,
manholes and sewer cap stubs, allowing residents to connect to sewer services. Now that the improvements
are completed, the Weld County Housing Authority, Division of Housing and Health Department will work with
residents to complete those hook ups.
"We saw a need for these improvements in Espanola Subdivision and decided to do something about it," said
County Commissioner Bill Garcia. "These improvements were necessary to improve the lives of our residents."
The project was a result of issues Weld County Public Works Department experienced in maintaining the roads
in the neighborhood for a number of years; the project was an economical solution to the problem of road
maintenance and drainage issues.
"The residents of Espanola Subdivision were extremely patient and helpful while the improvements were being
made. We've received nothing but positive feedback from the community," said Public Works Director Joy
McDonald. "Public Works appreciates everyone's help to make this project a reality."
