HOUSING AUTHORITY
WELD COUNTY, COLORADO
JANUARY 27, 2014
The Board of County Commissioners of Weld County, Colorado, met in regular session as the Housing
Authority Board in full conformity with the laws of the State of Colorado at the regular place of meeting
in the Weld County Administration Building, Greeley, Colorado, January 27, 2014, at the hour of
9:00 a.m.
ROLL CALL: The meeting was called to order by the Chair and on roll call the following
members were present, constituting a quorum of the members thereof:
Commissioner Douglas Rademacher, Chair
Commissioner Barbara Kirkmeyer, Pro-Tem
Commissioner Sean P. Conway
Commissioner Mike Freeman
Commissioner William F. Garcia
Also present:

Eli MINUTES: Commissioner Conway moved to approve the minutes of the Housing Authority Board
meeting of December 23, 2013, as printed. Commissioner Garcia seconded the motion, and it carried
unanimously.
NEW BUSINESS:
ID CONSIDER USE OF WELD COUNTY HOUSING AUTHORITY REVOLVED FUNDS FOR
SEWER PROJECTS IN THE ESPANOLA SUBDIVISION: Tom Teixeira, Director of the Greeley/Weld
Housing Authority, requested approval to use up to $226,000.00 in revolved state funds to extend
sewage services to the houses at the northern end of the subdivision, and repair existing sewer lines.
In response to Commissioner Kirkmeyer, Mr. Teixeira said around half these funds will be needed -
$110,000.00; this is for seven houses and to continue repairs on existing sewer lines. Mr. Teixeira said
these are housing grant funds received 12 years ago and loaned for other projects, not Community
Development Block Grant (CDBG) funds; he sent the contracts to the State and they plainly state they
are not CDBG Funds. Commissioner Kirkmeyer asked that the source of the funds be double-checked
to prevent the County from using them incorrectly and Mr. Teixeira replied this has been vetted by the
Colorado State Division of Housing, but he would look into it again. Commissioner Garcia confirmed a
delay could hold up a pending road project because they will all be done at the same time. Trevor
Jiricek, Director of General Services, said there would be two separate bid processes, an initial one for
the roadwork and moving manholes, and another for the attachment of the northern homes, and noted

some of the money is set aside for reparations from running heavy equipment. He confirmed there is
time to clarify the funding source, as long as this is approved. Commissioner Conway made a motion to
approve said use of funds and Commissioner Garcia seconded, with the condition that these are
determined to not be CDBG funds with written documentation. There being no further discussion the
motion carried unanimously.
Let the minutes reflect that the above and foregoing actions were attested to and respectfully submitted
by the Acting Clerk to the Board.
There being no further business, this meeting was adjourned at 9:11 a.m.
