The hog operation and management practices as outlined and controlled in the development standards will make this expansion compatible with the surrounding area by minimizing the potential adverse impacts. B. The proposal is for an agri-business in an agriculturally zoned area, with existing land uses being predominantly agricultural. C. The Weld County Extension Agent has indicated the facilities will provide adequate space for the proposed number of animals. He did not observe any problems with the proposed operation. D. The Weld County Health Department has indicated the proposed operation is in compliance with all applicable Weld County and State Health Standards and Regulations. E. The Eaton Town Board after receiving a recommendation from the Eaton Planning Commission indicated the Town of Eaton has no objections to the expansion of a hog operation in the area. F. The Weld County Engineering Department indicated no engineering problems could be identified with the proposed expansion. G. The Weld County Board of Adjustment on April 28, 1977, approved a request from Mr. Wilcox for a variance of 1001 from the requirement of locating a commercial feedyard at least 6601 from an existing residence on another lot without the written approval of the fee owner of said residence as set forth in Section 6.1 (4)(A) of the Weld County Zoning Resolution. Comments: 1. It should be pointed out Mr. and Mrs. James Krening, the adjacent landowners and residents immediately north of the Wilcox property, have submitted a letter of opposition to this request. 2. Wilcox Route 1 , Box 172D Eaton , CO 80615 Dear Mr. Wilcox: As per our earlier discussion, I am forwarding this letter to confirm the information . You requested answers to two separate matters . The first was in regard to enlarging the pen dimensions of your approved Special Use Permit . The second matter dealt with the clarification of numbers of animals permitted. One of the development standards of your Special Use Permit states that "Any changes to the plans and/or the development standards shall require approval of another Special Use Permit . . . " The interpretation of that standard is that a modification of your pen size is a change and therefore re- quires approval of a new Special Use Permit . A commercial feedlot or yard is defined as "a place of confinement for cattle, sheep and swine, corralled, penned or otherwise caused to remain in pens or corrals where feeding is other than grazing. . . " The capacities identified in the definition is greater than 200 or more cattle , 1 , 000 or more sheep , or 100 swine. So long as no single group is greater than the capacities above, you may have any combina- tion of the various types of animals . However, if one of the animal groups is greater than the capacities listed above , a Special Use Permit is required. If you choose to have additional animals of different type than defined in your Special Use Permit , they must be author- ized in a new Special Use Permit . This is because the addi- tion of animals in confinement is considered an expansion . This matter is only of concern where the animals are , as defined, confined in pens or corrals and feeding is other r than grazing. 6 i A ( t Glenn E. The open hog farrowing operation on the hereon described 21 .906 acre parcel located in part of the SW4 of Section 5, Township 6 North, Range 65 West of the 6th P.M. , Weld County, Colorado, shall be limited to 40 sows and gilts, 4 boars,100 baby pigs, and 250 fattening hogs. 2. All dirt pens of the hog farrowing operation shall be enclosed within eight (8) pens. Baby pigs in five (5) existing pens, Four (4) additional pens to let the other pens rest a month between uses. 3. Dust abatement shall be practiced by maintaining sufficient ground cover to prevent eroision and by preventing internal roads and activities from being sources of vagrant dust. 4. Water shall be supplied by the North Weld County Water District and will be adequate in quantity and quality for all domestic and stock uses. 5. Pens cleaned monthly - Summer stockpiled and Winter spread on field. 6. There shall be no discharge from any of the existing or proposed lagoons into streams, other bodies of water, or adjacent drainage systems. 7. All buildings shall be set back a minimum of fifty feet (50' ) from the Special Use Permit area boundary. 8. Access shall be limited to the one existing point as shown hereon. 9. Proposed operation shall consist of owner-operator. 10. Construction will begin within one year of approval . All construction is expected to be completed by January 1 , 1980. 11 . The Special Use Permit shall be limited to the plans submitted and governed by the development standards stated above. Any changes to the plans and/or the development:standards shall require approval of another Special Use Permit before such changes shall be allowed. 12. Pens shall be limited to size and number as shown on the Special Use Permit Plan. 13. Pen use will be rotated among 12 pens with only eight (8) used at a time to allow the sun to dry them out thoroughly. 14. Pit-Zyme from Ag Chemicals, P.O. Box 134, Seaford, New York 11783 will be used as a spray on all odor areas. It has already been proven as a very effective odor control agent. 15. A solid 6' high fence will be built on the north and east side of hog set up to furhter control noise and odor and for appearance. This soil survey informa- tion and interpretations is intended to assist you in gaining knowledge of the physical features of your soil . Your soil survey information is based on the request for Animal Waste Sewage disposal system - hog operation. There are three predominent soil types present. 43-B Thedalund loam on one to three percent slope, 53-8 Otero sandy loam on one to three percent slope and 87B-B Shingle loam on one to three percent slope. (See attached site description for particular soil type.) For agricultural waste sewage disposal, all three soils exhibit severe limitations for construction of sewage lagoons . Thedalund loam and Shingle loam have relative shallow depth to shale, 20 to 40 inches and 10 to 20 inches respectively. The severe limitation here is due to the extra expense of 1) construction of the lagoon-machinery cost and digging; 2) the possibility of needing to seal the bottom of the lagoon if the shale is fractured which could allow contamination of underground water. Otero sandy loam is just the opposite. It is a deep well drained soil with a very rapidly permeable substrata. This soil has a severe limita- tion for the installation sewage lagoon due to the possibility of rapid seepage which could contaminate underground waters . All the limitations as expressed can be over come by designing the structure for the exact location. Special tests and design should be made to insure the proper function of the installed structure. Surface drainage should Dil 2 also be taken into account to insure that surface waters are not contaminated due to runoff carrying contaminated wastes. It formed in materials weathered residually from shale. Included in this unit are some soils with shale and sandstone deeper than 40 inches. Typically the surface layer is a brown loam about 8 inches thick. The underlying material is pale brown loam about 20 inches thick. Depth to shale ranges from 20 to 40 inches. Permeability is moderate. Available water=capacity is moderate. - Effective rooting depth is 20 to 40 inches. Surface runoff is medium and erosion /( hazard is low. C This soil is suited to limited cropping. A suitable cropping system is alfalfa for 3 to 4 years followed by corn and small grain for 2 years and alfalfa seeded with a nurse crop. The incorporation of plant residues and manure will_improve_tilth, provide organic matter -and-plant nutrients; Most irrigation methods are suitable but length of run should be short to prevent over irrigation. Light, frequent irrigations would be best suited. Sprinkler irrigation would be desirable. Commercial fertilizers will increase yields and add to the value of the-forage produced. In nonirrigated areas this soil is suited to winter wheat, barley and sorghum. Most of the area is planted to winter wheat which is alternated with summer fallow to allow moisture accumulation. Normally, precipitation is too low to make beneficial use of fertilizers. CGood cultural practices such as stubble mulch farming, strip cropping and minimum tillage are needed to control wind and water erosion. Ter- racing may also be needed to control water erosion. The potential native vegetation on this soil is dominated by blue grama. Several midgrasses such as western wheatgrass and needle and thread are also present. Potential production ranges from 1600 pounds per acre in favorable years to 1000 pounds per acre in unfavorable years. When range condition deteriorates, the midgrasses decrease, blue grama, buffalograss, snakeweed, yucca and fringed sage increase and production drops. Undesirable weeds and annuals invade the site as range condition becomes poorer. Management of vegetation on this soil should be based_ on taking- half-and -- leaving half of the total annual production. Seeding is advisable if range is in poor condition. Sideoats grama, little bluestem, western wheatgrass, blue grama, pubescent wheatgrass and crested wheatgrass are suitable for seeding. The grass selected should meet the seasonal require— ments of livestock:- _For successful seeding,--a clean,_ firm; _sorghum stubble--= prepared the growing season__prior-to=seeding-=or-a=_farm,- prepared seedbed and grass drill should be used. Early spring seeding has proven most success- ful. Windbreak and environmental plantings are generally not suited to this soil. On-site investigation is needed to determine if plantings are feasible. Rangeland wildlife, such as antelope, cottontail and coyote are best adapted for life on this soil Forage production is typically low and proper livestock grazing management is necessary if livestock and wild- life share the range. Livestock watering facilities are also important and are utilized by various wildlife species. In cropland areas, habitat favorable for pheasants, mourning doves and many non-game species can be developed by establishing wildlife areas for nesting and escape cover. The underlying shale is the most limiting feature of this Thedalund soil. Neither septic tank absorption fields or sewage lagoons will operate properly. The underlying shale may have high shrink-swell potential. Environmental and beautification plantings of trees- and shrubs may be-- -- - difficult to establish. ( C Capability subclass IVs irrigated IVe nonirrigated Loamy plains range site s.3 - B SI -Otero sandy loam, 1 to 3 percent slope This is a deep, well drained soil on gentle plains at elevations of • 4700 to 5250 feet. It formed in mixed outwash and eolian deposits. Included in this unit are some soils with loam and clay loam under— lying material. Typically the surface layer is brown sandy loam about 12 inches thick. The underlying material, to a depth of 60 inches, is a pale brown cal— careous fine sandy loam. Permeability is rapid. Available water- capacity is moderate. Effective _ rooting depth is 60 inches. or'more. Surface runoff is slow and erosion C hazard is low. C This soil is used almost entirely for irrigation and is suited to all crops adapted to this area.- -Some conservation practices suchas land - leveling, ditch lining and pipelines may be needed for proper water application.- -- - - All methods of irrigation are suitable with furrow irrigation the most common type used. Barnyard manure and commercial fertilizers are needed for top yields along with maintaining good organic matter content. In nonirrigated areas this soil is suited to winter wheat, barley and sorghum. Most of the area is planted to winter wheat which is alter— nated with summer fallow to allow moisture accumulation. Normally, precipitation is too low to make beneficial use of fertilizer. / Good cultural practices such as stubble mulch farming, strip cropping and minimum tillage are needed to control wind and water erosion. Terracing may also be needed to control water erosion. The potential native vegetation on this site is dominated by sand bluestem, sand reedgrass and blue grama. Needle and thread, switch- grass, sideoats grama and western wheatgrass are also prominent. Potential production ranges from 2200 pounds per acre in favorable years to 1800 pounds per acre in unfavorable years. When range condition deteriorates, sand bluestem, sand reedgrass and switchgrass decrease and blue grama, sand dropseed and sand sage increase.- Annual weeds and grpsses invade - the site as range condition becomes poorer._ ----_- _ Management of vegetation on this soil should be based on taking half ( ( and leaving half of the total annual production. This hazard can be overcome by cultivating only in the tree row and by` leaving a strip of vegetation between the rows. Supplemental irrigation / may be necessary at the time of planting and during dry periods. Trees that are best suited and have good survival are Rocky Mt. juniper, eastern redcedar, ponderosa pine, Siberian elm, Russian olive and hackberry. Shrubs best suited are skunkbush sumac, lilac and Siberian peashrub. Wildlife is an important secondary use, with these soils best suited for openland wildlife. Habitat favorable for ring-necked pheasants, mourning doves and many non-game species can be developed by establishing wildlife areas for nesting and escape cover. For pheasants, the inclusion of undisturbed nesting cover is vital and should be included in plans for habitat development.- This is especially true in areas of intensive _ _ agriculture. Rapid expansion of the Greeley and surrounding area has resulted in R urbanization of much of this Otero soil. It has excellent potential for urban and recreational development. Its only limiting feature is the moderately- rapid permeability- in the substratum and the hazard of con- ___ -_ tamination of ground water from sewage lagoons. Lawns , shrubs and trees for beautification will do well.
