Bill Barrett Corporation Field Operations Office Building
USE BY SPECIAL REVIEW
QUESTIONNAIRE
1) Explain, in detail,the proposed use of the property.
Bill Barrett Corporation (BBC)plans to build a field operations office building, containing
approximately 13,600 square feet. It will include a small shop to be used primarily for small
equipment maintenance,pumper room, offices, large conference room and locker rooms. The
remainder of the 5.5 acres will be a fenced in area for storage of equipment. Such storage will
not include fluids of any kind, but rather short-term storage of well site equipment which BBC
frequently acquires in bulk. An example is multiple electronic oil and gas production control
units. There will be ample parking with extra large spaces for trucks. The east parking lot will be
concrete and the west parking lot gravel. There will also be a picnic table and an outdoor patio
area on the west side of the building. This business works solely as support for the oil and gas
operations of Bill Barrett Corporation.
The site will be lit by building mounted fixtures and five pole lights within the storage yard. The
sign and flagpole will have uplights to illuminate them.
2) Explain how this proposal is consistent with the intent of the Weld County Code, Chapter 22 of
the Comprehensive Plan.
Sec. 22-2-10. Agriculture. D Extraction of natural resources is an important part of the economy
of the County. Such extraction operations should minimize the impacts to agricultural lands and
agricultural operations.
The field operations office building for Bill Barrett Corporation is located on the corner parcel at
the intersection of Highway 392 and Weld County Road 33. It is a minimal 5.5 acres in order to
preserve the surrounding agricultural lands. Providing the field office in this location will
decrease the travel distance to well sites therefore reducing the impact on the county's roads.
Sec. 22-2-10. Agriculture. F Land use policies should support a high-quality rural character
which respects the agricultural heritage and traditional agricultural land uses of the County, as
agricultural lands are converted to other uses (excluding urban development). Rural character

in the County includes those uses which provide rural lifestyles, rural-based economies and
opportunities to both live and work in rural areas. The natural landscape and vegetation
predominate over the build environment. Agricultural land uses and development provide the
visual landscape traditionally found in rural areas and communities.
The field operations office building promotes the rural character by providing the opportunity for
employment within the rural areas of Weld County at a rural based company. BBC has chosen
this site due to the proximity of the oil and gas opportunities within the DJ Basin. This office will
employ approximately ten employees along with an additional twenty that will spend some
portion of a typical work day at this site.
Along with providing jobs in the rural environment the building itself is being designed and
constructed so it will blend into the rural environment. It will be a metal building with accents of
natural materials. The east side of the building will be planted with native grasses and ground
cover. The rest of the site will either be gravel or replanted with native grasses.
Sec. 22-2-20. Agriculture goals and policies.
A. A. Goal 1. Respect and encourage the continuation of agricultural land uses and
agricultural operations for purposes which enhance the economic health and
sustainability of agriculture.
1. A. Policy 1.1. Establish and maintain an agricultural land use designation to
promote the County's agricultural industry and sustain viable agricultural
opportunities for the future.
This project is not requesting a re-zoning. The land use designation will remain agricultural land.
While the proposed use is an industry that is symbiotic with agriculture, this project keeps the
opportunity open for an agricultural related use to use the space when the field office is no longer
needed.
B. A. Goal 2. Continue the commitment to viable agriculture in Weld County through
mitigated protection of established(and potentially expanding) agricultural uses from
other proposed new uses that would hinder the operations of the agricultural
entefprises.
2. A.Policy 2.2. Allow Commercial and industrial uses, which are directly related to
or dependent upon agriculture, to locate within agricultural areas when the
impact to surrounding properties is minimal or mitigated and where adequate
services and infrastructure are currently available or reasonable obtainable.
These commercial and industrial uses should be encouraged to locate in areas
that minimize the removal of agricultural land from production.
The impact to surrounding properties will be minimal and mitigated. This project is on the corner
parcel adjacent to a highway and on the north side of the Cache la Poudre Canal. The parking lot
will be screened and the storage yard will be fenced. Allowing this use continues the growing
relationship that the oil and gas company has with the agricultural community. Building the field
office in this location provides a convenience that will result in economic profit to those in the
agricultural industry.

D. A Goal 4.Promote quality environment which is free of derelict vehicles, refuse, litter
and other unsightly materials.
1. A.Policy 4.1. Property owners should demonstrate responsibility of ownership by
minimizing safety and health hazards resulting from, but not limited to, unsafe or
dangerous structures and noncommercial junkyards.
This project proposes a storage facility that will be entirely fenced and gated. The storage will
not include fluids of any kind, but rather short-term storage of wellsite equipment such as oil and
gas production control units. All storage will be screened from public view.
G. A Goal 7. County land use regulations should protect the individual property owner's
right to request a land use change.
1. A.Policy 7.1. County land use regulations should support commercial and
industrial uses that are directly related to, or dependent upon, agriculture, to
locate within the agricultural areas, when the impact to surrounding properties is
minimal, or can be mitigated, and where adequate services are currently
available or reasonable obtainable.
The oil and gas industry is interconnected to the agricultural industry. The minerals beneath the
ground are valuable and the economic benefit is passed onto the land owners in the rural areas.
This project proposes a field operations office building and therefore the impact to surrounding
properties is minimal. This is not a request for a drill site; simply an office building and storage
yard.
1. A.Policy 7.2. Conversion of agricultural land to nonurban residential,
commercial and industrial uses should be accommodated when the subject site is
in an area that can support such development and should attempt to be
compatible with the region.
This site is adjacent to Highway 392 and is supplied by adequate services. Using rural
architectural design, the office building will be visually compatible with the region. The site is a
minimal 5.5 acres and will blend in to the agricultural area.
H. A Goal 8.Ensure that adequate services and facilities are currently available or
reasonably obtainable to accommodate the requested new lad use change for more
intensive development.
1. A.Policy 8.1. The land use applicants should demonstrate that adequate sanitary
sewage and water systems are available for the intensity of the development.
There will be a septic system installed with this project to provide sewage disposal. There is also
a water tap off of a North Weld County Water District line.
3. A.Policy 8.3. The land use applicants should demonstrate that the roadway
facilities associated with the proposed development are adequate in width,
classification and structural capacity to serve the proposed land use change.

County Road 33 is classified as a collector street and a driveway access permit(AP13-00277)
has been approved. The original approved permit is for residential uses to the applicant is in the
process of reclassifying the permit for a small commercial use.
4. A.Policy 8.4. The land use applicants should demonstrate that drainage providing
stormwater management for the proposed land use change is adequate for the type
and style of development and meets the requirements of county, state and federal
rules and regulations.
The low point of the site is in the southeast corner. The proposed grading of the site will continue to drain
south and east. On the east side of the site there will be a water quality and detention pond that reduces
the developed on site flow to the 5-year historic rate and discharges to the roadside ditch in a sheet flow
method with a level riprap pad.
5. A.Policy 8.5. The land use applicants should demonstrate that public service
providers, such as but not limited to schools, emergency services and fire
protection, are informed of the proposed development and are given adequate
opportunity to comment on the proposal.
This project will follow the typical review process through Weld County and the proposal will be
shown to the public service providers.
3) Explain how this proposal is consistent with the intent of the Weld County Code, Chapter 23
(Zoning)and the zone district in which it is location.
Agricultural Zone District
Sec. 23-3-40. Use by special review.
The following buildings structures and uses may be constructed, occupied, operated and
maintained in the A (Agricultural)Zone District upon approval of a permit in accordance with
the requirements and procedure set forth in Article II, Division 4 of this Chapter.
A. Mineral resource development facilities including:
1. Oil and gas storage facilities.
2. Oil and gas support and service.
This application is requesting an oil and gas support and service facility along with a storage facility. Due
to its location adjacent to a highway and collector road, its minimal size, and rural architecture, this use is
consistent with the intent of the Weld County Code. Visual impacts will be mitigated and there are
adequate utilities to serve the office building. An existing access permit provides the driveway location
and double cattle guards will provide tracking control.
4) What type of uses surround the site(explain how the proposed use is consistent and
compatible with surrounding land uses).
The site is adjacent to agricultural land owned by Plumb Ridge LLC on the north and west. This includes
a 3,700 head feed lot. To the south the site is bordered by the Cache La Poudre Canal and beyond that
Highway 392. The site is bordered on the east by Weld County Road 33 and beyond that, single family
homes. In close proximity, there is a landscape, tree and firewood service business. The proposed use of

field operations office building is consistent and compatible with the surrounding land uses. It is along a
highway which is where commercial uses typically occur. It does not disrupt current agricultural
operations on surrounding properties. It also provides a buffer from the feed lot to single family homes to
the east.
5) Describe, in detail, the following:
a. Number of people who will use this site.
Day to day there will be approximately thirty people on site. Ten of which, will be
employees and the others will be occasional sales representative and similar visitors.
b. Number of employees proposed to be employed at this site.
Approximately ten employees.
c. Hours of operation
Hours of operation will be between 7:00 am and 5:00 pm Monday through Friday.
d. Type and number of structures to be erected on this site
There will be one metal building approximately 13,600 square feet which will include a
small shop and office space.
e. Type and number of animals, if any, to be on this site
None.
f. Kind of vehicles (type, size,weight)that will access this site and how often
Employees typically have pickup trucks (5,000 Ibs)and will be parked on site within the
concrete parking lot. Approximately two delivery vehicles per day including courier
services, 10 ton delivery vehicles and an occasional 18 wheel delivery vehicle (50 tons).
g. Who will provide fire protection to the site
Eaton Fire Protection District
h. Water source on the property(both domestic and irrigation)
The domestic water will be supplied by a water tap off of the North Weld County Water
District line running along the east side of the site. Irrigation water will also come off of
this tap.
i. Sewage disposal system on the property(existing and proposed)
There is no current sewage disposal system on the property. The proposed system is a
septic system.
j. If storage or warehousing is proposed,what type of items will be stored
There will be a storage yard for bulk items used in the gas and oil industry. No fluids are
proposed to be stored on site. Most likely it will be wellsite equipment such as electronic
oil and gas production control units, wellheads and wellsite signage.
6) Explain the proposed landscaping for the site. The landscaping shall be separately submitted
as a landscape plan map as part of the application submittal.
There will be a three foot landscape bed at the east face of the building with native grasses and
shrubs. The concrete parking area will be screened with native shrubs from the adjacent right-of-
way. All other landscaped area shall remain native seed.
7) Explain any proposed reclamation procedure when termination of the Use by Special Review
activity occurs.
The office building has a minimal impact on the environment. It is not anticipated that reclamation
will be necessary.
8) Explain how the stormwater drainage will be handled on the site.

9) Explain how long it will take to construct this site and when construction and landscaping is
scheduled to begin.
The construction of the site will begin as soon as possible and is anticipated to take 5 months.
10) Explain where storage and/or stockpile of wastes will occur on this site.
The storage of wastes will occur within the enclosed garbage area and will be removed weekly.
The applicant will not be washing equipment on-site so there will not be any wash water
discharge.
Traffic Narrative
Traffic for the proposed Bill Barrett Corp. development on the NW corner of WCR 68 and WCR 33 is
expected to enter on the NE corner of the property at a new site driveway to WCR 33.
Based on operator provided information,the following site traffic is representative:
• Employees: 25. Employees will drive company owned pickup trucks that will be dispatched from
the shop and return at the end of each shift. Employees typically work in two shifts one starting
from 7:00 AM to 3:30 typically field employees who spend minimal time on site.The second
shift is a 9AM-5PM that consists of approximately ten various office personnel who spend most
of their time on the site. Actually shift lengths may vary 1-2 hours.
• Miscellaneous: 10.These vehicles will be passenger cars, pickups, and step-van type vehicles
and arrive randomly for mail, deliveries, and other miscellaneous purposes.
Based on the above information Bill Barrett Corp will generate around 60 round trips per day. With a
majority of the trips occurring before or after traditional peak traffic hours.
The preferred route for most company owned vehicles leaving the site will be south on WCR 33 to
WCR68. They will take WCR 68 to either US HWY 85 or 1-25 depending on the end destination. Employee
and miscellaneous trips will use the most efficient route chosen by the owner.
Based on these assumptions no further improvements are required at WCR 68 and WCR 33.

DUST ABATEMENT PLAN
During the construction phase of the project, Lamar Construction Inc. will utilize water trucks to
maintain dust suppression.Also,the Storm Water Management Plan will be followed to mitigate soil
erosion during the construction phase.
After construction is completed the site will be stabilized using native vegetation, which will not be
allowed to grow over 12" high. Additionally,the access road will be converted to a hard surface and on-
site vehicle speeds will be restricted to reduce the amount of dust generated. In addition, a water truck
will be utilized to control dust after construction, if required
Waste Management Plan
The objective of this plan is to ensure waste generated at the Facility is managed according to all Local,
State and Federal regulations. Further,the plan will define operational chemicals used or stored on site
requiring specific disposal pathways.The plan is written to provide training and guidance to site workers
to ensure all materials are properly handled and disposed.
The facility will be serviced by(Waste Management or Northern Colorado Disposal)for solid waste
removal.A small dumpster will be located onsite.
All liquids will be managed and disposed or re-cycled.The municipal waste dumpster will be managed
and disposed of by a contract waste management company.The dumpster will be emptied either
weekly or every two weeks. Non-routine waste (e.g. spills or releases)will be managed in accordance
with Bill Barrett Corporation's Emergency Response and Oil Spill Contingency Plans. Spills, as
appropriate,will be reported to the proper regulatory agency(s). Additionally, a site specific Spill
Prevention Control and Countermeasure (SPCC) Plan will be developed to outline appropriate actions to
be taken in the event of a spill or release.The SPCC Plan in conjunction with the Emergency
Response/Oil Spill Contingency Plan will ensure that all appropriate response actions are taken and that
all waste will be handled in accordance with applicable rules and regulations. Both documents are
written in accordance with requirements set forth by the Environmental Protection Agency
Regarding a motor vehicle oil leak(potentially during construction), Lamar Construction's standard
operating procedures are to excavate the impacted soil and haul it to the Ault Waste Management
Facility or other similar facility. Once the impacts are removed,Anadarko back fills the excavation with
clean fill.

After speaking with the client it was determined that there will not be any equipment washed on site. Therefore there
will not be any wash water.
