WHEREAS, the Board of County Commissioners of weld ounty, Colorado, pursuant to Colorado statute and the Weld Coun y Home Rule Charter, is vested with the authority of administerjing the affairs of Weld County, Colorado, and WHEREAS, the Weld County Zoning Administrator has ' nformed the Board of County Commissioners of Weld County, Color do, of a request from the City of Greeley for approval from th Board lication for site a proval of County Commissioners of their app Iand of sewage collection facilities-Southeast Interceptor Swer, WHEREAS , the Board of County Commissioners has bee made aware that the proposed interceptor does pass through p rtions of unincorporated areas. The area within the County' s jurisdiction which will be affected is comprised of Industrial, Agricultural and Estate zone districts. The area, however, is mini ally developed. The proposed sewer is permitted in all zon districts as a use by right. NOW, THEREFORE, BE IT RESOLVED by the Board of County Com- missioners of Weld County, Colorado that the above-mentioned re- quest be , and hereby is, approved, and BE IT FURTHER RESOLVED by the Board of County Commissioners that the Chairman of said Board is hereby authorized to sign said request application. COLORADO 6O631 PHONE i 303, 3336123 TECHNICAL INFORMATION PERTAINING TO SITE APPLICATION GENTLEMEN: Enclosed is an Application for Site Approval of Sewage Collection Facilities proposed by the City of Greeley. This site application must be acted upon by your agency before the Colorado Department of Health, Water Quality Control Division, can approve plans and specifications for the project. Federal funds are available this fiscal year if the site application is approved by the Water Quality Control Commission at their September 6 meeting. Therefore, your approval would be appreciated as soon as possible. At present, our First Avenue Plant has an estimated capacity of 10 mgd hy- draulic and 15,000 #/day BOD. The First Avenue Plant complex consists of a 6 mgd permanent activated sludge process and a 4 mgd trickling filter process. Our Master Plan, which was recently approved by the Colorado Department of Health, calls for the phase out of the trickling filter process within 5 years. The trickling filter process will be replaced by a new treatment plant, located downstream of the existing First Avenue Plant. The future capacity with the new plant is expected to be as follows: First Avenue ;dew Plant Total Plant 6 mgd 4 mgd 10 mgd Hydraulic `. BOD 11,500 #/day 7,672 #/day 19,172 #/day The existing First Avenue Plant can treat only an estimated 15,000 4/day BOO because the old trickling filter is inadequate by today' s standards. "A COMMUNITY OF PROGRESS" Page Two The proposed collector system will discharge initially to the First Avenue Plant. It is expected that up to 0.17 mgd will be pumped back to the First Avenue Plant by the lift station. Eventually (1995) the lift station will be eliminated and the large trunk sewer will be extended to the new plant.
