SUBJECT: PUDZ14-0003/Schrage PUD Change of Zone
Meadow Estates
Engineering Development Review has reviewed this proposal. This project falls under the Use by Special
Review Standard, Weld County Code, Chapter 23, Article II, Division 4, Section 23. Staff comments
made during this phase of the Use by Special Review process may not be all-inclusive, as other issues
may arise during the remaining application process.
COMMENTS:
1. Show the approved CDOT accesses on the plat and label with access permit number if
applicable.
2. The applicant shall note on the plat the documents that created the internal road rights of way.
3. If more than 1 acre is to be disturbed, a Weld County grading permit will be required prior to
the start of construction. Contact the Planning Department for application information.
The Department recommends approval with the following notes which should appear on the change of
zone and final plats:

DEVELOPMENT STANDARDS/NOTES ON THE PLAT
1. Should noxious weeds exist on the property, or become established as a result of the proposed
development, the applicant/landowner shall be responsible for controlling the noxious weeds,
pursuant to Chapter 15, Articles I and II, of the Weld County Code.
2. The historical flow patterns and runoff amounts will be maintained on the site.
3. Weld County is not responsible for the maintenance of onsite drainage related features or internal
roadways.

CASE NO.: PUDZ14-0003 NAME: The Meadows
Estates PUD
Environmental Health Services has reviewed this proposal for a Minor Amendment to
PZ-1079 (The Meadow Estates PUD) to remove building envelopes on Lots 1-5 of
Meadows Estates PUD change of Zone plat. This case is being processed in
conjunction with PUDF14-0010.
This Departments initial review of the subdivision in 2008 did not require septic
envelopes. We have no objection to the removal of the building envelopes. The
following notes are provided from referral comments dated June 11, 2008. Please
include on the change of zone and final plats as applicable.
The Department recommends approval with the following notes which should appear
on the change of zone and final plats:
1. Water service shall be obtained from Little Thompson Water District.
2. This subdivision is in rural Weld County and is not served by a municipal
sanitary sewer system. Sewage disposal shall be by septic systems designed
in accordance with the regulations of the Colorado Department of Public
Health and Environment, Water Quality Control Division and the Weld County
Code in effect at the time of construction, repair, replacement, or modification
of the system.
3. During development of the site, all land disturbances shall be conducted so
that nuisance conditions are not created. If dust emissions create nuisance
conditions, at the request of the Weld County Health Department, a fugitive
dust control plan must be submitted.
4. In accordance with the Regulations of the Colorado Air Quality Control
Commission any development that disturbs more than 5 acres of land must
incorporate all available and practical methods that are technologically feasible
and economically reasonable in order to minimize dust emissions.
5. If land development creates more than a 25-acre contiguous disturbance, or
exceeds 6 months in duration, the responsible party shall prepare a fugitive
dust control plan, submit an air pollution emissions notice, and apply for a
permit from the Colorado Department of Public Health and Environment.
6. Weld County's "Right to Farm" as provided in Appendix 22-E of the Weld
County Code shall be placed on any recorded plat.
7. A stormwater discharge permit may be required for a
development/redevelopment /construction site where a contiguous or non-
contiguous land disturbance is greater than or equal to one acre in area.

for more information.
8. Activity or use on the surface of the ground over any part of the OWTS
must be restricted to that which shall allow the system to function as
designed and which shall not contribute to compaction of the soil or to
structural loading detrimental to the structural integrity or capability of the
component to function as designed.
