Approval of Previous Month's Minutes: Steve Reams moved; Mitch Wagy seconded; motion carried.
Old Business:
1. Staff Report—Mike Wallace
53 FT authorized; 8 supers; S PT dispatchers; 9 trainees on floor at consoles; 11 vacancies,
2 resigned—one went to UNC, one had baby. 3 hired to begin end of February/early March.

Altered dispatch schedules to accommodate staffing—mandated overtime to train and
cover busy times to keep folks from calling in sick. Added "power shift"from 2PM to 2AM
and lowered staffing between 2AM-11AM. Temporary situation.
Formatting of staffing and comm center statistics reports will change when we move, so
expect partial reports for next E911 meeting.
FRCC/Adams County will cutover on Feb 10t". Some of our staff will be there observing and
assisting. Feb 11t", 6PM Nunn will be the first to be converted to FRCC. 9PM cutting other
sites over. Entire system cutover estimated to be complete by 12:45AM on the 12th. We
will be continuously communicating to the field what is happening and what they need to
do. We'll do roll call to make sure each unit is on the new system. Debbie is creating an
operations plan with exactly what we'll be doing and when, which will be sent to all the
users by the middle of next week. This is a very large system changeover--18 sites, 2
counties, 115-120 personnel on sites during this time. Remote teams will be strategically
placed around county to do real time testing. Cut-over delays are possible. At 2AM,the 911
phone system will be cut, and all operations will be from the new center. Until then, 911
and CAD will be at old center; radios at new. Dual staffing for the interim.
New Communications Center Open House Feb 5th from 1-4.
With the transition of information technology(IT)to the county,we separated out Public
Safety IT(for everything touching Spillman) under Mike. Jack Statler will start working full
time Thursday as Public Safety IT Operations Manager. Mike Stearns will be the Database
Administer. Two Systems Administrators and two Systems Analyst will be hired, along with
an Assistant Technician. Troy Puchan with GIS has been hired. So there will be 7 positions
and one Operations Manager under Public Safety IT. Network administration will still be
under Weld County IT.
New Business:
1. Invoice/PO Requests—BK--$420 for Patrick Groom, Board Attorney;Jack Statler moved to
accept; Mitch Wagy seconded. Approved.
2. Motorola Maintenance Contract 2014—Mike Wallace—issue brought up in November.
Patrick Groom looked at the language; changes were made and OK'd by Motorola.
Important changes. Barbara Kirkmeyer—the new contract separated out Greeley,Weld and
E911 and EMS. So each pays for their own. Infrastructure is all Weld, as is jail, radios.
Other maintenance agreements on equipment that E911 pays for is here. Steve Reams
moved to accept;Jack Statler seconded. Approved.
3. ADCOM911 Back-Up Agreement—Mike Wallace—County Attorneys are drafting an
agreement between Weld and Adams for back up for E911—currently backed-up through
Loveland.
4. Boulder County/Weld County Agreement--Mike Wallace—building CADto CAD interface
between the two centers. Boulder County invoices Weld County; we turn around and
invoice Mountain View Fire.
5. Mountain View Fire Agreement--Mike Wallace—Mountain View will pay all costs for the
CAD to CAD interface—eventually City of Longmont will be included.

6. CenturyLink/Intrado/Viper—Contract signed prior to operational control over Comm Center.
Now we know some things that affected our phone systems from in and outbound calls and
had to spend $7000 in change orders to take care of this. Found another avenue for funding
this under Communications in the general budget.
7. Barbara Kirkmeyer: Lunches: Honeybaked Hams done? Qdoba OK with everyone from now
on.
8. Barbara Kirkmeyer: Meeting at communication Center in March. Want to let our agencies
know about the conference center as a great place for an emergency control center.
Software in the center will allow us to take all data (resources) from the consoles and
display it on multiple large screens at the dispatch center and they can see the information
even at the backup center.
9. Roy Rudisill: Using the 2012 Homeland Security Grant to buy an EAS system for the new
center.
10. Steve Reams—Treasurer Report—Even though we switched gears midyear with hiring of
Mike Wallace, we ended the year under budget. Barbara Kirkmeyer—all Greeley books will
be closed out by March 15th. Maintenance on Zone 3 controller funds not used, so Weld got
$5,053.99 back. Coded as a donation. Mitch Wagy moved to accept treasurer's report; Jack
Statler seconded. Approved.
11. Steve Reams—When will all the IT positions be filled? Mike Wallace: In a few weeks.
Need new notification and contact structure for Public Safety agencies. Jack Statler--we'll
be asking users for input to make it easier on them as time goes on. Steve Reams-- Public
Safety users group get going again? Mike Wallace—once we get new IT group together, and
new Spillman element. Tomorrow Mike gets Athena audit reports to decide on Spillman
before end of month. Barbara Kirkmeyer: E911 needs briefing on Athena's results also.
12. Mike Stearns—We need to add a patch #1311 from Spillman for January statistics by Feb 4th
13. Don't know who from Greeley PD is replacing Jack Statler on the board.
14. Barbara Kirkmeyer: We'll postpone election of officers to out next meeting when the full
board is present.
