Dear Commissioners, •
The City of Greeley would like to restate its recommendation,initially made during the referral process, that
the property located at 228 East 18th Street seek annexation at this time.
The site is contiguous with the City of Greeley on the north,south, and west as demonstrated on that
attached zoning map. Additionally,the attached aerial photograph shows the urbanizing nature of this area.
Rezoning this property may present a short-term solution, leading to the resolution of a zoning violation.
However,being zoned C-3 and remaining in unincorporated Weld County gives the false perception to
future users of the site's ability to develop with more intensive commercial uses.
At such time the site's users require any additional water or sewer service,annexation will be required. It
would be more forthright to annex at this time, and would allow this site to smoothly incorporate into its
urbanizing surroundings. Also,please consider the following goals and policies from the County Code:
UD.Goal 1.Concentrate urban development within existing municipalities,an approved Intergovernmental Agreement
urban growth area,the Regional Urbanization Areas,County Urban Growth Boundary Areas,Urban Development
Nodes or where urban infrastructure is currently available or reasonably obtainable.
UD.Policy 3,3.Inside the County Urban Growth Boundary,urban-type uses and services are planned and supported,and
annexation is encouraged.
C.Goal 1.Promote the location of commercial uses within municipalities,County Urban Growth Boundary areas,
Intergovernmental Agreement urban growth areas,growth management areas as defined in municipal comprehensive I1
plans,the Regional Urbanization Areas,Urban Development Nodes or where adequate services are currently available or
reasonably obtainable.
C.Goal 2.Encourage appropriate commercial development to annex into a municipality if the new or expanding
commercial development is adjacent to the municipality's corporate limits.
Based on the above information,the City of Greeley encourages the applicant to seek annexation. The City
is prepared to work diligently with the landowners and the County in this matter.
