SERVICE PLAN FOR PROPOSED
FREDERICK AREA FIRE PROTECTION DISTRICT
The following is the service plan for the proposed Frederick
Area Fire Protection District located as shown on the attached
map of the area. This Service Plan is filed pursuant to the
requirements of Title 32, Part 2, Colorado Revised Statutes,
1973, as amended.
1. INTRODUCTION:
The Petitioners herein state that the proposed Frederick
Area Fire Protection District is necessary to give adequate
fire protection to the proposed area. In the area there are
nine sections of real estate. In the area are two incorporated
Towns, the Town of Frederick and the Town of Firestone, which
Towns together constitute the main population base for the
district. The population of the Town of Frederick is approxi-
mately 800 and the Town of Firestone approximately 800 people.
The balance of the proposed area includes the unincorporated
areas known as Evanston and Casa Grande with the surrounding area
being primarily rural. Surrounding the proposed boundaries of
the District are the Longmont Fire Protection District to the
North and West, the Fort Lupton Fire Protection District to the
East and the Dacono Area Fire Protection District to the South.
The proposed area is without adequate fire protection. It is a
growing area with new traditional homes and new residential units
consisting of mobile and modular units being constructed at an
ever accelerating rate.

The Frederick Volunteer Fire Department has operated a
small fire department for many years from a fire house in the
Town of Frederick which is provided by the Town of Frederick.
This unit needs to be upgraded and expanded and cannot be
supported in an adequate manner without the support of a larger
fire protection district to share the cost of operating such

a fire protection facility.
It is proposed that the District lease the existing fire
house from the Town of Frederick on a long term basis, maintain
and repair the fire house during the first year, purchase additional
fire equipment as the need and available funds permit, and
develop the District as the increased assessed valuation over
the years will permit.
2. FINANCIAL:
The estimated assessed valuation of the proposed Frederick
Area Fire Protection District is approximately $2,000,000.00.
This does not include various exempt public utilities or rail-
road properties or mine properties. It is proposed that a mill
levy of six (6) mills be levied on all property in the district,
thus raising an annual sum of $12,000.00 together with other
available funds to be expended initially on operation expenses
and expenses of formation of the district. In the future
new fire equipment to properly serve the needs of the District
may necessitate an additional mill levy for that purpose. This
future equipment .can only be justified when the population needs
of the area demand such service.
It is proposed that no bonded indebtedness be created on
the land in the area. All funds budgeted will be by mill
levy annually collected and other miscellaneous income of the
District. A proposed budget will be created in accordance with
the Colorado Local Government Budget Law and all citizens in the
District may participate in the formulation of the budget by
attending public hearings for that purpose.
3. ENGINEERING AND CAPITAL IMPROVEMENTS:
The Area consists of the Towns of Frederick and Firestone
as the main population base. All the rest of the area consists
of some unincorporated residential areas and undeveloped farm
area. However, the area is immediately adjacent to Interstate
Highway 25 and is directly in the path of metropolitan growth
on the East Slope of the Rockies in a prime development area.
Water for residential development is available to some of the
area because it is within the boundaries of the Northern Colo-
rado Conservancy District and is now being serviced by the
Central Weld County Water District which delivers water to
some of the area particularly the Town of Firestone. All water
used in the system of Fire Protection proposed in the Town of
Frederick will come from storage tanks and pressured lines of
the Town of Frederick municipal water system. This is the case
except for water used in rural fires and any available water to
be pumped by District pumpers will be used in those instances.

4. ARCHITECTURAL AND CONSTRUCTION:
A fire house located in the Town of Frederick is presently
in use by the Frederick Volunteer Fire Department. This fire
house is adequate to serve the current needs of the proposed
District. When the district is formed the Town of Frederick
will lease the fire house to the District for not less than
twenty years for a nominal sum the District is able to pay.
From that point forward the District will maintain the fire
house and do necessary improvements upon it.
The District also proposes to lease from the Town of
Frederick the following equipment:
1. One 1973 Van vehicle.
2. One 1936 Ford 200 gallon pumper.
3. One 1963 International 500 gallon pumper.
4. Miscellaneous tools and equipment.
As the need arises and as funds become available the
District proposes to buy additional fire equipment. The type of
equipment and the cost of the equipment will depend upon the
need demonstrated in the District as the area develops.
5. MAP AND AREA OF DISTRICT:
The map of the area is attached together with a legal
description of the area prepared by Lind Engineering, Inc. , 17
North 12th Avenue, Brighton, Colorado 80601, Consulting Engi-
neers.
6. POPULATION:
The estimated population of the total area is approximately
2,500 people divided between residents of the Towns of Frederick

and Firestone, unincorporated areas of Evanston and Casa Grande,
and rural residents of the surrounding and adjacent area in the
nine Sections proposed in the District.
7. COSTS IN FORMATION AND OPERATION OF DISTRICT:
It is estimated that the mill levy of six (6) mills on
$2,000,000.00 assessed valuation of the area will raise $12,000.00
a year. This sum, together with other available funds, will
fund the following proposed budget:
INCOME:
Mill levy assessment $12,000.00
Miscellaneous income 500.00
$12,500.00
EXPENDITURES:
Lease of Fire House 1,200.00
Repairs and Maintenance - Fire House 1,600.00
Repairs and Maintenance - Equipment 600.00
Capital Improvement - New Equipment 3,000.00
Utilities 1,200.00 Pension Fund 2,000.00
Expense in Formation of District 2,900.00
$12,500.00
8. AGREEMENT WITH TOWN OF FREDERICK:
The proposed District intends to enter into an agreement
with the Town of Frederick to provide the following:
a. The District will provide the Town of Frederick with
all fire protection services required and will lease from the
Town the existing fire house and existing equipment to assist
in providing that service.

b. The District will pay to the Town as lease money for
the right to lease from the Town the fire house and equipment
a sum that is agreeable to the respective governmental bodies.
This anticipated sum is $1,200.00 per year.
c. The District will agree to purchase additional capital
equipment necessary to provide adequate fire protection service
to the Town now and in the future.
9. PENSION FUND:
The District agrees to allocate one mill from the assess-
. ment in the District for the establishment of a Pension Fund
for retired firemen as provided by the laws of the State of
Colorado.
10. CONCLUSION:
The plan of the Petitioners is to provide economical and
efficient volunteer fire protection for all the inhabitants of
the proposed Frederick Area Fire Protection District. 'To that
end a minimum mill levy will be maintained and therefor the
cost of said fire protection will be spread as evenly and as
fairly as possible throughout the entire area proposed.

RESOLUTION
WHEREAS, pursuant to the provisions of the Special District Control
Act, TITLE 32, PART 2, ARTICLE 1, CRS 1973, as amended, a public
hearing was held on April 14, 1975, for the purpose of hearing a petition
to consider a service plan relative to establishment of the Frederick Area
Fire Protection District within a proposed area as indicated on Exhibit A,
attached herewith, and
WHEREAS, the petitioners were present and represented by Mr,
Leonard H. McCain, counsel for petitioners, and
WHEREAS, there was no opposition to request of petitioners for the
establishment of said Frederick Area Fire Protection District, and
WHEREAS, in accordance with the aforementioned statute, said
Fire Protection District may be authorized upon the approval of the Board
of County Commissioners of Weld County, Colorado, and
WHEREAS, the Board of County Commissioners heard all the testimony
and statements of those present; has studied the request of the petitioners
and studied the recommendations of the Weld County Planning Commission,
and having been fully informed;
NOW, THEREFORE, BE IT RESOLVED, by the Board of County
Commissioners, that the application to establish the Frederick Area Fire
Protection District within the boundaries as indicated in Exhibit A attached
hereto and made a part hereof by reference, be, and it hereby is approved
under the conditions following:
That any water and sanitation facilities to be installed shall be
approved by the State Health Department.
2. That all applicable subdivision regulations and zoning regulations
shall be followed and complied with in accordance with the zoning resolutions
of Weld County, Colorado.
The above and foregoing Resolution was, on motion duly made and
seconded, adopted by the following vote on the 16th day of April, A.D.,
1975.

opportunity to be heard at said hearing.
