HomeMy WebLinkAbout20143880.tiff RESOLUTION TO ADOPT BUDGET A RESOLUTION SUMMARIZING EXPENDITURES AND REVENUES FOR THE GENERALFUND AND ADOPTING A BUDGET FOR THE SOUTHWESTERN WELD COUNTY LAW ENFORCEMENT AUTHORITY DISTRICT, LOCATED IN WELD COUNTY,COLORADO,FOR THE CALENDAR YEAR BEGINNING ON THE FIRST DAY OF JANUARY, 2015, AND ENDING ON THE LAST DAY OF DECEMBER, 2015 WHEREAS, the Board of County Commissioners, of Weld County, Colorado, pursuant to Colorado statute and the Weld County Home Rule Charter, is vested with the authority of administering the affairs of Weld County, Colorado, and WHEREAS, the Board of County Commissioners, of Weld County, Colorado, ex-officio Southwestern Weld County Law Enforcement Authority Board, has appointed the Weld County Director of Budget and Management Analysis to prepare and submit a proposed budget to said governing body at the proper time, and WHEREAS, said Director of Budget and Management Analysis has submitted a proposed budget to this governing body for its consideration, and WHEREAS, upon due and proper notice, published or posted in accordance with the law, said proposed budget was open for inspection by the public at a designated place, a public hearing was held on December 15, 2014, and interested taxpayers were given the opportunity to file or register any objections to said proposed budget. NOW,THEREFORE, BE IT RESOLVED by the Board of County Commissioners, ex officio Southwestern Weld County Law Enforcement Authority Board, as follows. Section1. That estimated expenditures for each fund are as follows: General Fund $ 1,590 2014-3880 CC' FI 12S SD0158 Section 2. That estimated revenues for each fund are as follows: General Fund: From unappropriated surpluses $ 0 From sources other than general property tax 0 From the general property tax levy 1.590 TOTAL GENERAL FUND $ 1,590 Section 3. That the budget, as submitted, amended, and hereinabove summarized by fund, hereby is approved and adopted as the budget of the Southwestern Weld County Law Enforcement Authority District for the year above stated. Section 4. That the budget hereby approved and adopted shall be signed by the Chair, Board of County Commissioners, ex-officio Southwestern Weld County Law Enforcement Authority Board, and made a part of the public records of the District. The above and foregoing Resolution was, on motion duly made and seconded, adopted by the following vote on the 15th day of December, A.D., 2014. Garcia WC of signature: 5 2014-3880 SD0158 2015 FINAL BUDGET SOUTHWESTERN WELD COUNTY LAW ENFORCEMENT AUTHORITY WELD COUNTY COLORADO 2014-3880 SD0158 BUDGET MESSAGE SERVICE: Service to be delivered by the Southwestern Weld County Law Enforcement Authority (Southwestern Weld County LEA) in Weld County for 2015 will be the provision of law enforcement services through a contract with the Weld County Sheriff. The contract will fulfill the intent of the creators of providing more adequate law enforcement for persons residing in the district,to prevent the crime rate from rising within the district, and to better assist law enforcement agencies in the prevention of crime and in the detection and apprehension of criminal offenders. BUDGETARY ACCOUNTING BASIS: The Southwestern Weld County LEA budgetary procedure uses the following Basis of Accounting. Basis of Accounting refers to when revenue and expenditures or expenses are recognized in the accounts and reported in the financial statements. Basis of Accounting relates to the time of the measurements made, regardless of the measurement focus applied. The Southwestern Weld County LEA utilizes the modified accrual Basis of Accounting. Under this method revenue is recognized in the year in which it becomes both measurable and available as net current assets. Revenue susceptible to accrual, that is, measurable and available to finance the district's operations or of a material amount and not received at the normal time of receipt, primarily consists of property taxes assessed in 2014 and payable in 2015. Unbilled charges for services are recorded in the appropriate funds at year end. Expenditures are generally recorded when the related fund liability is incurred.
