My name is Amber Rehfeld and I reside at 11142 WCR 38, directly west of the property specified in this case. I purchased my first home here in Weld County because the quiet rural conditions in this area appealed to me. I have owned this property for just over two years now and have had no complaints about pre-existing conditions. I am aware that there are currently oil and gas operations already taking place in the vicinity, but I strongly oppose this planned development adjacent to my property. My first concern is the amount of truck traffic that would be introduced to the surrounding area as stated on pages 7 & 9 in the traffic study: • 130 employees - 124 report to work by 5 :00 AM with the balance reporting at more traditional work hours. Experience indicates 2 or more employees per vehicle. • 60 semi-trucks - most will depart the site between 5 :00 AM and 6:00 AM • 10 pick-ups - most will depart the site between 5:00 AM and 6:00 AM • Most trucks - return to the site between 5 :00 PM and 7:00 PM • Most employees - depart the site between 5 :00 PM and 7:00 PM On a daily basis, an estimated 450 trips per day are'expected from the Miller HFI development. With this large increase of vehicle traffic, this would negatively affect the surrounding residents with: • Increased risk of injury or death for small children playing in yards on and near truck route • Constant excessive noise levels from diesel trucks entering and departing the property and along the proposed traveled route affecting people's sleep • Increased air pollution from trucks- Negative respiratory health effects on the local population. There is an organic farm directly to the north east of the site which would also be affected • Excessive dust levels- It is stated that they will water their driveway when needed, but how would this be enforced? Airborne dust particles would increase respiratory problems • Greatly increased stress and wear on all roads, asphalt and gravel along proposed truck route decreasing ride quality • Decreased privacy for surrounding homes in all directions, especially my neighbor immediately south of the proposed shop site along with myself to the west • May deter the native wildlife away from the area- mule deer, white tailed deer, wild turkey, various birds of prey and waterfowl, coyotes and foxes • Excessive light pollution- The St. Vrain Power Plant is located to the south west of here and is lit up at night, but I knew of this before I purchased my home. I am an armature astronomer and have a telescope I use frequently and the proposed parking lot lighting at the site would only hinder dark viewing conditions • Negatively affect my drive to and from work- I also leave between 5:00 am & 6:00 am Mon-Fri and return home around 5 :00pm and would have to mix in with the EXHIBIT USR -o ., departing truck traffic which puts me and others on the road at this time at greater risk for traffic accidents Another big conceit is the duration of the operations at this site as stated on page 6 of the application: c. What are the hours of operation? The facility is projected to be operational Monday-Sunday, twenty-four hours per day. Normal business hours will be from 5A.M. to 10P.M., Monday through Sunday. As I understand this statement, work will be taking place there 365 days a year, possibly 24 hours a day or from 5:00 am to 10:00 pm so surrounding residents would have to endure unfavorable conditions almost constantly! I purchased my first home here knowing the adjacent property to be zoned as agricultural and expected normal farming operations to take place. I would truly like existing zoning conditions to remain as is and not have them changed to industrial. I have only gotten to enjoy this quiet setting for a short period of time. My neighbors to the south just moved in this year so they have had even less time to enjoy their home. It would be a shame and I would be greatly disappointed if this proposal goes through. Please take into consideration the folks living in the immediate and surrounding areas of this proposed development and re-zoning as this would greatly impact our lives and have only negative results on our quality of life which we have all worked hard to achieve. I find this completely and totally unacceptable for the following reasons: a. First of all there's the issue of traffic on the driveway leading up to the proposed roustabout. That driveway is the only access to my daughter's property which is just a few feet from the boundary line . This driveway is just one lane and semi-trucks constantly driving up and down on the way to and from your EXHIBIT vs?)o roustabout would greatly interfere with traffic to and from her house. b. My daughter and her husband just bought their dream property so they could live in peace away from city life. They have horses and cattle and chickens and they and their three dogs are thriving in the country environment. c. This roustabout would endanger the abundant wildlife in the area . There are bald eagles, herons, hawks, owls and a large number of wild birds all around them . Some of these creatures are nesting in the trees surrounding their property. d. Then there's the issue of noise level . The constant sounds of rumbling trucks and other vehicles and the pollutions they would emit would be not only irritating but would present hazards to the environment. Gone would be the dream of my grandchildren experiencing the wonders of farm life with wide open spaces and clean air. I sincerely hope you will take all of this into consideration. My husband & I Just purchased the property adjacent to this site after 15 years of planning and saving for our retirement years. Below are just a few of our objections: • Wrong zoning: This area is agricultural in nature, not industrial. The 2-lane County Road 38 is not capable of sustaining the high number of semi-trucks and employee vehicles on a daily basis. • Vehicles: The large quantity of vehicles constantly in and out of that property would make even entering our own `Country Property' next to impossible. • Agreement: We have easement agreement with the site owner, Michael Decker, but we have been the ones to maintain the half mile long dirt driveway, mowing the weeds, snow removal, etc. This is the ONLY ACCESS we have to our residence. • Driveway: The dirt and gravel driveway to our home is directly off County Road 38 and it is the only access to the proposed site. It is half a mile long through the proposed site to even reach our property. • Traffic: This proposed high traffic flow will present an unacceptable menace from dirt and dust to our residence. • Noise: Our country life includes several horses, chickens, cows, dogs, cats, etc. These farm animals do not fare well with the high level of proposed noise that would accompany this proposed roustabout. • Wildlife: Since purchasing this land and moving in only a few months ago, we are blessed to have the wonderful daily witnessing of an abundance of wildlife such as bald eagles, golden eagles, blue herons, nesting owls, hawks, meadowlarks, coyotes, river otters, muskrats and many other wild birds. There are nests in the trees at the edge of our property. The proposal would interfere with their natural habitats. • Proximity: The north side of our home has a large picture window looking directly at the proposed site and it stands onlyl5-20 feet from that property line. Our barn and chicken coop and corral would also be just 15-20 feet away. EXHIBIT \)5( DO • Safety: We have a large extended family that enjoys spending on average, 2-3 days a week working and playing on our farm with many young children. This proposal would present many hazards to their safety. Activities such as riding horses, bon fires, working the land, etc. • Children's Safety: Our next door neighbor's home is sitting very close to the road and they have very small children who are often playing in the front yard about 20 feet from County Road 38 where this multitude of semi-trucks and employee vehicles would be passing back and forth at high speeds daily. • Disruption of lifestyle: Along with the above mentioned problems, our entire lifestyle as well as that of our neighbors' lifestyles will be forever changed. We live in the peaceful, sparsely populated country, out away from industry and city congestion purposely. • Decreased property values: Our brand new home will immediately be rendered as a property that we would not be able to sell with that industrial monstrosity in our very front yard ! Our intent when we purchased this property was to remain here the rest of our lives IN THE COUNTRY. • Pollution: The clean, beautiful air is so pristine but this proposal would without a doubt corrupt the air from the emissions from the 60 semi-trucks and all the employee vehicles as well as the pollution directly from the roustabout itself. We are supporters of oil and gas exploration and fracking and we have no objections to the oil tanks on our own property. But this proposal would quite literally put ugly commercial industry quite literally right on top of us. Try to imagine yourself in our shoes, planning and saving for 15 years for your country ranch acreage to spend the rest of your lives in quiet, country peace, only to find yourselves looking out your huge picture window at a giant industrial building with dozens and dozens of noisy, smelly, dirty, ugly vehicles and congestion pushing you out and you are left with a property you no longer want but cannot even sell due to decreased values. There are plenty of comparably sized and properly zoned properties in the Platteville vicinity that do NOT insult and impact private residences in anywhere near the capacity this would be to us and our neighbors. Please, please reconsider the location of this roustabout. We have found our heaven here in the peaceful, quiet countryside and do not ever want to move again. My close friends, the Winterfeld's and co-worker Ms. Winterfeld, just (within the last six months), purchased the property next to this project site, with no idea that something like this could happen to their dream. This project just can't happen for numerous reasons, one being wrong zoning. It is zoned for agriculture, not industrial. The number of large vehicles and high traffic volume would put such a strain on a small 2-lane county road, County Road 38. There are numerous other reasons such as: the agreement my friends have with the project site owner, their driveway with access directly off of CR 38, high traffic flow, along with the noise level that would do harm to their farm animals, and the disruption to the wildlife in the area. I, along with the Winterfeld's are staunch supporters of oil and gas exploration and fracking. They, the Winterfeld's apparently have no objections as shown by the oil tanks that are already on their property, but this proposal would put this industry virtually right in their back yard, so to speak. I am pleading with you to do the right thing, and do not allow this to happen. Sincerely, . My In-laws recently purchase property adjacent to the parcel in question. I am very concerned about the proposed 16,500 Square Foot Roustabout and how it will negatively affect their lifestyle, health and finical wellbeing. Please consider the following before making any decisions on approving this Roustabout. 1. The negative financial impact of other properties in the area. Having a 16,500 square foot warehouse directly in front of my In-laws property will make it almost impossible to sell if they needed to. Not to mention it would bring down the values of all similar properties in the area. 2. I am concerned about the safety of my In-laws, their animals, my children and other children in the area. Having a warehouse where semi-trucks and other heavy equipment are being stored and transported will certainly cause a safety issue in the area. Having that much traffic going in and out all hours a day poses a huge safety risk for livestock that could possibly get loose or distressed from the additional noise. Children, including my own won't even be able to play in their front yard or on the farm they've grown to love because of the increase in unsupervised traffic of heavy equipment. This proposed roustabout is literally feet away for the front of my in-laws house. 3. The property in question is in an agricutal area . It is not meant to be turned into a parking lot. 4. Accessibility to my in-laws home. There is only one way in or out of their property. Having that much traffic on a signal lane unpaved road would make it impossible for people to get in or out of their property. It would also damage their road having constant semis driving on it. 5. Noise. All of this additional traffic will cause a major increase in unwanted noise making this once peaceful area a nuisance. Thank you in advance for allowing me to voice my concerns. My parents own the property behind this land and this will severely impact their quality of life on their new farm . My husband, 2 small boys and I spend a lot of time on the farm . My 6 year old is learning to ride a horse and help work the land . He enjoys the peaceful farm where he can play without the worry of traffic and strangers like he has living in the city. My 1 year old is now walking and loves being able to roam freely on the property. I would no longer feel safe with them outside with such a large number of workers, equipment and vehicles right next to the yard. My parents have 3 dogs, I have 3 dogs and many of our family members bring their pets to the house as well. They spend a lot of time running in the fields and creek. We would not be able to let them run like this if the Roustabout is allowed. This doesn't even include the farm animals and wildlife that call the property home. To get to my parents' house we have to drive down a long dirt driveway from CR 38, which my parents maintain . This driveway is not sufficient to allow us access to the house as well as large truck traffic. This land is surrounded my homes and should not be used for industrial space. Like the neighbors around them, my parents bought the property to get away from all of this noise, traffic and pollution . EXHIBIT a These are all safety and quality of life concerns but then there is the view from my parent's front windows. The house is on the edge of their property and right next to the proposed site. All they would see from their house is this monster building and equipment. That is unacceptable for all of us as well as the large population of Eagles, Hawks and other animals that call this land home. This land is not a good location for the proposed roustabout. Please reconsider and decline the above proposal for all of us that enjoy and inhabit this area. I appreciate your consideration. They are already zoned for commercial use. I, personally maintain the dirt driveway that runs directly through this proposed site by mowing the weeds on both sides and snow removal in the winter. We have only lived here since the middle of February 2014. So far we have made thousands of dollars worth of improvements to this property and we feel this roustabout would de-value our home site drastically. This was a major investment for us, not only in money but in hundreds of backbreaking hours of blood and sweat. We have lots of family and friends who spend many hours of their own time helping to maintain and enjoy our peaceful ranch. I want to teach my grandchildren the principles of country living that seem to be a forgotten idea. This proposal would totally destroy that and make them wonder why they should even try to be principled people. There are millions of acres that are paved every year that are supposed to be agricultural, we don't need any more. I look forward to coming home each day and turning down our dirt driveway that is about a 1/2 mile long (through the use of an easement agreement) and tending to the animals on our peaceful property. Just imagine the interruption in our peace from the 60 semi-trucks as well as the possible 90 or more personal vehicles it will take to run this huge roustabout plus the damage they will cause to the county road getting here. Then there is the eventual unreasonable cost to the tax payers for maintenance and repair of our roads. We have NO OTHER access to our property and home, other than this driveway and we refuse to share it with all of these commercial vehicles. Not to mention the detrimental affect on the great numbers of wildlife in our area. We see a multitude of wildlife on a daily basis right outside our doorstep. Having this roustabout right there will chase them all away. Its time to give the private property rights back to private citizens and not give them away to corporations. I am writing this letter to voice my concerns and objections to the proposed project off of CR 38. Please take this into consideration before making any decisions about this project. The facility proposed to be built on this property is clearly industrial, yet it would be placed in an area zoned agricultural/residential. Zoning is in place for a reason, this property is not the proper place for a large industrial facility. The only access to the property is a small road that could not handle the constant traffic of dozens of 50,000 lb vehicles. The pollution produced by both the trucks and the facility itself would critically mar the natural life there. The property is home to many different kinds of wild birds including Golden and Bald Eagles, hawks, etc. The project would also affect the habitat and lifestyle of all of the animals that live/feed in the passing stream, coyotes, and the farm animals that literally surround the property. The traffic, noise and pollution of this facility would interfere with the feasibility of raising healthy farm animals, which families in the area may depend on. This facility would ruin the quality of life for all of the families surrounding it. There is a family living directly across CR 38 to the north of where the property lies, and another directly to the west. On nearly a daily basis, a family about '/2 mile east on CR 38 has young children that play in the front yard, only 15 feet from CR 38. Truck traffic would cause a direct safety hazard to all of those people. My parents have spent their entire adult lives saving and planning to leave the noise and chaos of city life. Imagine if you had just spent your entire life savings to obtain your version of the American dream, bought the perfect home where you wanted to spend the rest of your life, only to have a 16,500 sq ft industrial building constructed in your front yard. No peace, no quiet. Your grandchildren could no longer play in your yard because of truck traffic. Your family could no longer enjoy the property you worked so hard to call your own. EXHIBIT There are probably dozens of properties in the Platteville area that are zoned industrial, where this facility would not clearly put out current residents and ruin resale value, leaving them no viable options. Shari and Phillip Winterfeld recently purchased the property adjacent to the proposed site after 15 years of planning and saving for their retirement. Their purchased property was the culmination of a life long dream to live amongst wildlife and have a farm in a sparsely populated area. The proposed 16,500 Square Foot Roustabout would cause undesired harm by increasing the traffic exponentially, due to the estimated 60 semi tractor- trailers, along with employee traffic. Traffic which the two lane County Road 38 was not designed to handle or keep up with , which will in turn put an undue burden on the County and State to update said roadway. The substantial increase in traffic, especially large vehicles such as the semi tractor trailers, also poses an increased safety hazard to young children and pedestrians. These children who currently are in a very rural setting and have the peace and freedom to play in their yards, without the loud noise and dust/dirt issues caused by this traffic. The noise pollution caused by the building of the proposed project and subsequent increased traffic will negatively impact the habitat of all wildlife surrounding this area . GRAVES The proposed building site for the 16, 500 Square Foot Roustabout is only 15 to 20 feet from the Winterfeld's property line, and directly blocking the view from their large picture window. If this proposed project is allowed , it would decrease the current value of the Winterfeld's home, which would in turn , cause them financial harm and hardship. The Winterfelds spend substantial time at their home and farm entertaining friends and family. This entertainment includes bon-fires, horse-back riding , and also working the land to provide produce for themselves and others. If this proposed project is allowed , it would greatly impeed their life style and ability to continue their chosen life. The issues listed above are some of the more obvious and blatant disruptions of the Winterfelds life, home and surroundings. There are also the issues of pollution , caused by the emissions from the traffic and building of the proposed Roustabout. If allowed , such pollution will forever change the now pristine and pure air quality. This type of pollution will also alter the landscape and force the current peaceful wildlife to relocate and upset the eco system . We respectfully request that you carefully review the Winterfeld 's objections and cause the proposed 16,500 Square Foot Roustabout to be built in an area which has already been zoned as industrial , where it will not disturb the current landscape and surroundings. My late husband and I put all our life savings into buying our retirement home here and now it is being jeopardized. We wanted to be in the quiet country out of all the city noise, traffic and pollution. My first concern is the amount of truck traffic that would be introduced to County Road 38 and surrounding areas as stated on pages 7 & 9 in the traffic study: • 130 employees-124 report to work by 5:00 A.M. while the balance reporting at more traditional work hours. Experience indicates 2 or more employees per vehicle. • 60 semi-trucks-most will depart the site between 5:00 A.M . and 6:00 A.M. • 10 pick-ups most will depart the site between 5:00 A. M. and 6:00 A.M . • Most trucks -return to the site between 5:00 P.M . and 7:00 P.M. • Most employees-depart the site between 5:00 P.M. and 7:00 P.M . On a daily basis, an estimated 450 trips per day, 7 days a week are expected from the Miller HR development. With this amount of traffic on a daily basis it would have a negative affect on the surrounding neighbors: • Danger to small children playing in yards • Danger to farmers and their equipment traveling to their fields. • Danger to residents getting in and out of their property. • Increased air pollution from trucks-negative respiratory health problems. • Increased stress and wear on asphalt along proposed truck route. Another concern of mine is the hours of operation . As I understand it, the facility would be operational Monday-Sunday twenty four hours a day. Normal hours would be from Monday-Sunday 5:00A.M to 10:00 P.M. 365 days a year. I would ask you to deny this proposal and leave the property as agricultural. They recently purchased an acreage in your County and now find that a large Corporation is seeking to change the zoning directly adjacent to their home . They spent many years looking for a quiet place in the country where they could eventually retire and finally found this one. They have been busy upgrading the property and working on fencing and the barn and other buildings. We now understand that the property directly to the north is being sold and an application for a special use permit has been submitted. My wife and I attended a community meeting on Saturday to hear the details of the plan. The current plan places an oil and gas roustabout including a 16,500 square foot shop, parking for employee vehicles and 60 semi-trucks just 75 feet from their new home ! While we are supporters of oil and gas exploration and fracking and, in fact, have tanks on our own property, this proposal would place a large industrial looking site directly next to their property. Phillip and Shari have finally found a quiet place for their grandchildren to enjoy and are dismayed to find out about this plan. Their livestock and other wildlife will be also by affected by the placement of this industrial roustabout. Other objections include the proposed truck and private vehicle traffic, noise and air pollution from dust and diesel fumes, light pollution from security and work lights and the resulting probable decrease in land value. Their large picture window will look out directly at the shop and parking area, a far cry from the open field that is there now. Please help preserve the agricultural nature of this land and reconsider the location of this roustabout by denying the special use permit.
