RE: APPROVE PETITION FOR ABATEMENT OR REFUND OF TAXES - AMERICAN
FURNITURE WAREHOUSE, CIO THE E COMPANY, INC.
WHEREAS, the Board of County Commissioners of Weld County, Colorado, pursuant to
Colorado statute and the Weld County Home Rule Charter, is vested with the authority of
administering the affairs of Weld County, Colorado, and
WHEREAS, the Board of County Commissioners of Weld County, State of Colorado, at a
duly and lawfully called regular meeting held on the 30th day of June, 2014, at which meeting
there were present the following members: Chair Douglas Rademacher, and Commissioners
Sean P. Conway, Mike Freeman, and Barbara Kirkmeyer, with Commissioner William F. Garcia
being excused, and
WHEREAS, notice of such meeting and an opportunity to be present has been given to
the taxpayer and the Assessor of said County, with said Assessor, Christopher Woodruff, being
present, and taxpayer, American Furniture Warehouse, c/o The E Company, Inc., not being]
present, and
WHEREAS, the Board of County Commissioners has carefully considered the attached
petition, and is fully advised in relation thereto.
NOW, THEREFORE, BE IT RESOLVED by the Board of County Commissioners of Weld
County, Colorado, that the Board concurs with the recommendation of the Assessor and the
petition be and hereby is, approved, and an abatement or refund be allowed as follows:

SUBJECT:
The subject property is a Two Story Furniture Showroom/Storage Warehouse facility located in the
Firestone City Center Business Center located on the east side of I-25, south side of HWY 119 in the city
of Firestone. The subject is a 513,183 square foot Masonry showroom/warehouse including 45,000
square foot of second floor warehouse space and 86,160 square feet of second story showroom. The
overall sidewall height is 35 feet and was built in 2006. The abatement was filed on behalf of the owner
by the E company. The petitioner is requesting a value of$23,800,000 or$46 per sq. ft.. The petitioner
provided no comparables.
The subject's gross building area (GBA) has been one of the areas of the appeal. The Assessor's office
had the GBA at 476,000 square feet with a 45,000 square foot mezzanine. After visiting the property
the appraiser estimated the GBA to be 521,000 square feet. The area previously labeled mezzanine has
heat, water, break rooms, shops, and offices, and should be valued as GBA. The owner supplied plans
that indicate the total GM is 513,183 square feet. The appraiser re-analyzed plans and sampled
measurements and concluded the 513,183 square feet is the correct building GBA.
Cost Approach:
The subjects land has 1,749,129 sq. ft. and is valued at $2 per sq.ft. for a total of$3,498,258.
Marshal &Swifts estimate of replacement costs is$32,951,480 and depreciation is estimated at 8%,
making the RCNID$30,315,362. This develops a cost approach value of$33,813,620 or$66/sf.
Market Approach:
Research revealed three sales similar to the subject during the extended data collection period of
07/01/2007-06/30/2012. A sale at 1101 W 48th Ave., Denver, has 353,092 square feet sold in May
2011 for$23,700,000 or$67 per square foot. A sale at 22100 E 26`h Ave., Aurora, has 406,959 square
feet sold in Nov. 2011 for$24,500,000 or$60 per square foot. Another sale at 24210 E 19th Ave.,Aurora,
has 357,850 square feet and sold in March 2009 for$19,265,671 or$54 per square foot. These sales
support a Market Approach value of$60/sf is selected, equating to a value of$30,790,000.
Income Approach:
Two comparable leases where found. The first at 4001 Salazar Way, Frederick has 189,776 square feet
and rents for$4.10 NNN per sq. ft.. A second comparable at 4185 Salazar Way, Frederick has 200,316
square feet rents for$5.00 NNN per sq. ft.. The Assessor's office research of vacancy in the Firestone
City Center Business Center and similar business parks resulted in an estimated 10%vacancy for
properties similar to the subject. Typical management and reserve are deducted as expenses. The
Winter 2011/2012 Burbach & Associates Real Estate Investment Survey indicate the capitalization rate
should be 9%. Using this data an Income Approach indicated value is estimated to be $18,878,400 or
$37 / sf.
Reconciliation and Summary:
In reconciling the Cost, Market, Income Approach the Assessor recommends the value for 2013 be
adjusted to $24,375,000 or $48 / sf.
