MIIIUTES • 1 WELD COUNTY COUNCIL October 18, 1977 NO' 219771'' snceLEY COLo, The Weld County Council met in regular session in full conformity with the Weld County Home Rule Charter at 9th Avenue and 9th Street, Greeley, Colorado, October 16, 1977 at the hour of ten o'clock. ROLL CALL: The following members were present : Nancy. Clark, President Bob E. White, Vice President Floyd Oliver, Councilman Robert Martin, Councilman Also Present: Attorney Robert Ray; Observer for the League of Women Voters, Bev Brown; Mr. Herb Hansen; 3 menbers of the press; and the secretary, Beverly Thomas. MINUTES: Bob White made a motion that the October 4, 1977 minutes be adopted with the following corrections and addition: 1) Nancy Clark's name should be stated in a more formal manner rather than merely Nancy. 2) 'October 18, 1977 at 9 A.M. all Council members to Council Budget Hearing with regular Council meeting beginning at 10 A.M. ' be included under the topic Attendance at Budget Hearings. Floyd Oliver seconded . the motion and it carried unanimously. Bob White made a motion that the October 6, 1977 minutes be adopted. Bob Martin seconded the motion and it carried unanimously. CORRESPONDENCE: Mrs. Clark presented the following correspondence: 1) A letter with 2 resolutions regarding severed mineral rights from the Weld County Livestock Association 2) A resolution adopting the Weld County Administrative Code--the secretary was instructed to secure a copy of this code for each Council member 3) A letter from Mrs. Steinmark with attached summaries of County Attorneys' time sheets 4) A letter from the Executive Committee of the Democratic Party of Weld County. She also noted receipt of: 1) A copy of the Civil Action filed by Brooke Wunnicke 2) A memo from the Personnel Director 3) the 4-H News- letter. REPORTS: FINANCE: Bob Martin said that as yet he was unable to present an appropriate suggestion of a person to do research for the Council. ENGINEERING: Floyd Oliver said that he had attended all the Engineering Budget Hearings. Floyd Oliver stated that he was encouraged to hear that the County was planning to hire a Highway Overseer. Bob White stated that he hoped that maybe this new employee would bring improvement to the entire area of the time-table and priority of road construction in the County. 770972 riaa ///rA • County Council Mis (.4) Page 2 ,r. October 38, 1.977 DISCUSSION WITH HERB HANSEN: Mrs. Clark welcomed Mr. Hansen and • stated that the Council would like to better understand Mr. Hansen's input into the budget including the status of reassessment and the increases in assessment. Mr. Hansen stated that 45 million dollars .of the increase in assessment was from oil and gas. Bob White asked what the future of cil and gas revenue in the County was. Mr. Hansen said that according to the oil and gas people it should be on the increase for five more years and on the decrease for ten • years after that. The effects on County income brought about by the poor farm economy along with some factories closing within the County • were discussed. Mr. Hansen discussed HB 1452 stating that though parts of it may be ruled unconstitutional, this would probably not affect the reevaluation portions of that law. He guessed that new building and reevaluation played 50-50 roles in generating. the current increased income in Weld County. Several personnel problems were discussed including the less of persons that have been trained by the County and who then move on to higher paying jobs elsewhere. ' The use of County cars by County personnel to drive to and from work was dis- cussed along with the rate of pay received per mile for those . using their own vehicles. • SEVERED MIA!ERAL RIGHTS: Mr. Hansen was asked about getting severed mineral rights on the tax roles. He said that he was to be • receiving two persons under the federal CETA program who he feels will be qualified to begin researching the ownership of severed mineral rights. It is his belief that this research will probably take most of 1978 and therefore it would be 1979 before these minerals would be placed on the tax roles. • Nancy Clark read two resolutions sent to the Council by the Weld .County Livestock Association. One was regarding severed mineral rights being added to the tax roles and the other regarding the County's ownership of mineral rights. • Floyd Oliver made a motion that the Council request information from the County Commissioners regarding the County's ownership of mineral rights. The request shall include asking for copies of any legal opinions that the Commissioners have received re- garding severed mineral rights. Bob White seconded the motion and it passed unanimously. It was determined. that the Council should send a letter to the Weld County Livestock Association stating fir.
