BOARD OF COUNTY COMMISSIONERS
WELD COUNTY, COLORADO
DECEMBER 10, 2014
The Board of County Commissioners of Weld County, Colorado, met in regular session in full
conformity with the laws of the State of Colorado at the regular place of meeting in the Weld County
Administration Building, Greeley, Colorado, December 10, 2014, at the hour of 9:00 a.m.
El ROLL CALL: The meeting was called to order by the Chair and on roll call the following members
were present, constituting a quorum of the members thereof:
Commissioner Douglas Rademacher, Chair
Commissioner Barbara Kirkmeyer, Pro-Tem
Commissioner Sean P. Conway
Commissioner Mike Freeman
Commissioner William F. Garcia
Also present:
County Attorney, Robert Frick
Acting Clerk to the Board, Susan Brown
Accounting Staff, Chris D'Ovidio
IE MINUTES: Commissioner Conway moved to approve the minutes of the Board of County
Commissioners meeting of December 8, 2014, as printed. Commissioner Kirkmeyer seconded the
motion, and it carried unanimously.
e AMENDMENTS TO AGENDA: There were no amendments to the agenda.
Ei CONSENT AGENDA: Commissioner Kirkmeyer moved to approve the Consent Agenda as
printed. Commissioner Freeman seconded the motion, and it carried unanimously.
PRESENTATIONS:
ID 1) 2014 COOPERATIVE WEED MANAGEMENT AREA (CWMA) AWARD - BOARD OF
COUNTY COMMISSIONERS: Tina Booton presented the Board of County Commissioners with an
award from the Colorado Weed Management Association, recognizing their advancement of the
objectives of weed management and support to the Weed Management Division. She reviewed some
of these actions, and thanked the Board. In turn, the Commissioners thanked Ms. Booton for her hard
work and leadership.

e 2) 2014 INDIVIDUAL WELLNESS AWARD — KARINA AMAYA: Chair Rademacher read the
certificate for the record. The Board congratulated Ms. Amaya on her accomplishments.
3) 2014 INDIVIDUAL SAFETY AWARD — RENEE FIELDER: Chair Rademacher read the certificate for
the record. The Board congratulated Ms. Fielder on her accomplishments.
4) 2014 VOLUNTEER OF THE YEAR AWARD - LISA AGUIRRE: Chair Rademacher read the
certificate for the record. The Board congratulated Ms. Aguirre on her accomplishments. She has
been involved with the United Day of Action for three years, and also volunteered with the Weld County
Food Bank. Stacie Datterie-Frye spoke in regard to the three previous awards. The Board
congratulated Ms. Aguirre on her community involvement.
e 5) 2014 EMPLOYEE SERVICE AWARDS - 10, 20, AND 30-YEAR EMPLOYEES: Chair
Rademacher read the presentations into the record, and the various Elected Officials and Department
Heads presented the service awards to employees. The Board thanked each employee for their years
of dedication to serving the citizens of Weld County.
El PUBLIC INPUT: No public input was given.
le COMMISSIONER COORDINATOR REPORTS: Commissioner Kirkmeyer announced that
Commissioner Conway was elected Chair of the North Front Range Metropolitan Planning Organization
(MPO) meeting. a Commissioner Conway acknowledged the work of Janet Carter and Jay
McDonald, Department of Public Works, for their hard work on the call for projects. He reviewed the
funding and said due to the collaborative nature of Weld County they were able to fund eleven projects
instead of seven. He also thanked the Board and specifically Commissioner Kirkmeyer. He spoke in
regard to a meeting of Colorado Counties, Inc., where 60 of 64 counties voted in favor of a regulatory
report resolution for the Oil and Gas Industry, which was co-sponsered by 25 counties. That resolution
will be presented at the Janua 15th and 16th Meeting of the Governor's Oil and Gas Committee,
which is open to the public. P1 Commissioner Garcia reported John Morris, the new mayor of
Johnstown, presented topics on plans for development.
NEW BUSINESS:
€1 1) CONSIDER CONSENT TO ACQUISITION OF G4S GOVERNMENT SOLUTIONS, INC. (G4S
GS), BY CENTERRA GROUP, LLC: Robert Frick, County Attorney, explained the assignment. He
said this isn't an issue for the day to day operation with the County. Commissioner Kirkmeyer moved to
approve said consent to acquisition. The motion, which was seconded by Commissioner Conway,
carried unanimously.
e 2) CONSIDER TEMPORARY CLOSURE OF CR 2.5 BETWEEN CRS 27 AND 29: Janet Carter,
Department of Public Works, reviewed this temporary road closure for a culvert replacement beginning
on January 5, 2014. Commissioner Garcia moved to approve said temporary road closure. The motion
was seconded by Commissioner Freeman, and it carried unanimously.
S 3) CONSIDER TEMPORARY CLOSURE OF CR 47 AT INTERSECTION WITH CR 8: Ms. Carter
reviewed this temporary road closure for a culvert replacement beginning on December 17, 2014.
Commissioner Freeman moved to approve said temporary road closure. The motion was seconded by
Commissioner Conway, and it carried unanimously.

El 4) CONSIDER SETTLEMENT AGREEMENT AND AUTHORIZE CHAIR TO SIGN - PAULA LEE
HOP EXEMPTION TRUST AND ANDREW JAY HOP (HOP DAIRY): Brad Yatabe, Assistant County
Attorney, stated this is an agreement on a previously filed condemnation. He reviewed the balance and
deed of dedication, and a detailed description of the property will be provided to the Board.
Commissioner Freeman moved to approve said settlement agreement and authorize the Chair to sign.
The motion, which was seconded by Commissioner Conway, carried unanimously.
Li 5) CONSIDER LOBBYING CONTRACT AND AUTHORIZE CHAIR TO SIGN - COLORADO
LEGISLATIVE SERVICES, LLC: Mr. Frick reviewed the contract, noting it is much the same as last
year's. Commissioner Conway moved to approve said contract. Commissioner Kirkmeyer seconded
the motion and it carried unanimously.
RESOLUTIONS AND ORDINANCES: The resolutions were presented and signed as listed on the
Consent Agenda. No Ordinances were approved.
Let the minutes reflect that the above and foregoing actions were attested to and respectfully submitted
by the Acting Clerk to the Board.
There being no further business, this meeting was adjourned at 10:04 a.m.
