BOARD OF COUNTY COMMISSIONERS
WELD COUNTY, COLORADO
DECEMBER 31, 2014
The Board of County Commissioners of Weld County, Colorado, met in regular session in full
conformity with the laws of the State of Colorado at the regular place of meeting in the Weld County
Administration Building, Greeley, Colorado, December 31, 2014, at the hour of 9:00 a.m.
El ROLL CALL: The meeting was called to order by the Chair and on roll call the following
members were present, constituting a quorum of the members thereof:
Commissioner Douglas Rademacher, Chair
Commissioner Barbara Kirkmeyer, Pro-Tem
Commissioner Sean P. Conway
Commissioner Mike Freeman
Commissioner William F. Garcia
Also present:
County Attorney, Robert Frick
Clerk to the Board, Esther Gesick
Controller, Barbara Connolly
Ii MINUTES: Commissioner Kirkmeyer moved to approve the minutes of the Board of County
Commissioners meeting of December 29, 2014, as printed. Commissioner Garcia seconded the
motion, and it carried unanimously.
El AMENDMENTS TO AGENDA: There were no amendments to the agenda.
e CONSENT AGENDA: Commissioner Conway moved to approve the Consent Agenda as printed.
Commissioner Freeman seconded the motion, and it carried unanimously.
El PUBLIC INPUT: No public input was given.
El COMMISSIONER COORDINATOR REPORTS: Commissioner Freeman thanked Commissioner
Doug Radamacher and Commissioner Bill Garcia for their service to Weld County and stated they will
be missed. El Commissioner Garcia stated he has cherished his time here and was pleasantly
surprised at the best and brightest working for Weld County who have the needs and services of people
at heart and who are doing a great job. He further stated the Board of Commissioners has very
valuable talents and strong private sector backgrounds and have passionately used these tools to
assist the citizens and move the County forward. Its been an honor serving with them.
Fi Commissioner Kirkmeyer agreed it has been an honor to serve with them as well.
Commissioner Conway thanked Commissioners Garcia and Radamacher for their service. He also
stated Doug Radamacher served for 16 years on County Council and was later elected to the position

of Commissioner and they have worked on many improtant projects together, including challenges with
a great recession and difficult decisions. Both have brought different perspectives and both are great
public servants. IEJ Commissioner Garcia, as the known prankster, confessed to pranks around the
office. E Chair Rademacher stated he has enjoyed his tenure with Weld County, the employees
have been great, and he has enjoyed his time with past and current Boards.
PLANNING:
IR 1) CONSIDER REQUEST OF MARK HOLLIDAY/RED BARON DEVELOPMENT, LLC AND
ANDREW PARKS/THE LAFAYETTE FOUNDATION, CIO MARILYN TAYLOR, TO WITHDRAW
APPLICATION FOR AMENDED CHANGE OF ZONE, AMPZ-1035, FROM THE E (ESTATE) ZONE
DISTRICT TO THE C-2 (GENERAL COMMERCIAL) ZONE DISTRICT FOR ONE LOT WITHIN THE
RED BARON ESTATES PUD, AND RESCIND RESOLUTION #2008-0101, DATED JANUARY 23,
2008: Michelle Martin, Department of Planning Services, stated the case was continued from
December 22, 2014, to obtain additional information from the applicant. Planning Services made her
aware of the new hearing date requesting her presence. In response, Ms. Taylor provided an email
indicating she is aware but is unable to attend and sent a notarized letter requesting withdrawal for the
financial and personal reasons of the owner, Andy Parks, as stated in the letter. The Board expressed
their regret in the closure and relocation of the museum collection. Commissioner Kirkmeyer moved to
approve said withdrawal request and to rescind Resolution #2008-0101. The motion was seconded by
Commissioner Garcia and it carried unanimously.
RESOLUTIONS AND ORDINANCES: The resolutions were presented and signed as listed on the
Consent Agenda. No Ordinances were approved.
Let the minutes reflect that the above and foregoing actions were attested to and respectfully submitted
by the Clerk to the Board.
There being no further business, this meeting was adjourned at 9:28 a.m.
