HomeMy WebLinkAbout20141513.tiff MINUTES OF THE WELD COUNTY UTILITIES ADVISORY COMMITTEE A regular meeting of the Weld County Utilities Coordinating Advisory Committee was held on Thursday, May 8, 2014 at 10:00 a.m., in the Hearing Room of the Weld County Planning Department at 1555 N 17 Ave, Greeley, Colorado. Members Present: Galen Monson, Don Carroll, LeAnn Koons, and Robert Fleck. Members Absent: Jerry Adams, Terry Stencel, Tom Beach and Al Trujillo. Also Present: Michelle Martin, Department of Planning Services and Kris Ranslem, Secretary. CASE NUMBER: PUDF14-0002 APPLICANT: NIOBRARA ENERGY PARK PLANNER: MICHELLE MARTIN REQUEST: PUD FINAL PLAT FOR TWO (2) LOTS WITH C-3 (BUSINESS COMMERCIAL) AND 1-3(INDUSTRIAL), ONE(1)OUTLOT FOR AN ELECTRICAL SUBSTATION (12.21 ACRES), ONE(1)COMMON OPEN SPACE OUTLOT(6.25 ACRES),AND CONTINUING OIL AND GAS PRODUCTION FACILITIES (NIOBRARA ENERGY PARK PUD) LEGAL DESCRIPTION: PART OF S2 SECTION 19,T11 N, R66W;ALL OF SECTION 19,T11 N, R66W OF THE 6TH P.M.,WELD COUNTY, COLORADO. LOCATION: NORTH OF AND ADJACENT TO CR 126;WEST OF STATE HWY 85. Michelle Martin, Planning Services, stated that the applicant is proposing a 2 Lot PUD (Planned Unit Development) with C-3 (Business Commercial) and 1-3 (Industrial) uses. Additionally one (1) Outlot is proposed for an electrical substation which is approximately 12 acres in size, and one (1) common open space Outlot which is approximately 6 acres in size, along with continuing oil and gas production facilities. Ms. Martin stated that the applicant has identified utility easements on Lots 1 and 2 as well as Outlot A. The Department of Planning Services recommends that the applicant relabel the plat as utility and drainage easements, as it is currently labeled as utility easements. Additionally, staff recommends that the utility easements along County Road 126 be relocated outside of the future right-of-way. Staff also recommends that the applicant place utility and drainage easements along the perimeter of Outlot B. Fred Otis, applicant's representative, introduced the applicant Craig Harrison and the engineer of the project John Tufte. Mr. Otis stated that they have no concerns with the staff comments. Don Carroll asked if staff is comfortable with the proposed perimeter easements. Ms. Martin said that the applicant does meet the county code requirements. Rob Fleck asked if there is an overlap on the eastern property line with the 90 foot Western Area Power Association utility easement and the 15 foot perimeter easement. Ms. Martin said that there are transmission lines however they are overhead and shouldn't interfere with the below-ground utilities. John Tufte, Lamp, Rynearson&Associates, clarified that the 15 foot perimeter easement is from the section line and is within the 90 foot of the overhead power lines. Mr. Fleck said that paralleling utility lines have seemed to work with other utilities and as long as that is not an issue here then he is good with it. Mr. Tufte said that he is not aware of any concerns. Michelle added that she doesn't see any concerns as well. Don Carroll moved to accept the plat as presented with the additional comments from staff which are to relocate the utility easements outside of the future right-of-way line on County Road 126, relabeling the plat as utility and drainage easements and identify the utility easements on Outlot B. Galen Monson seconded the motion. Motion carried unanimously.
