The Weld County Public Works Department has reviewed this proposal. This project falls under the Use
by Special Review Standard, Weld County Code, Chapter 23, Article II, Division 4, Section 23. Staff
comments made during this phase of the Use by Special Review process may not be all-inclusive, as
other issues may arise during the remaining application process.
COMMENTS:
A Traffic Impact Study was submitted for review. The TIS states that are 450 strips/day expected which
include 130 employees, 60 semi trucks and 10 pick ups. The City of Platteville, CDOT and Weld County
are currently reviewing the report. The traffic study indicated turn lanes are warranted on SH60. The
Town of Platteville and CDOT may have offsite roadway improvement requirements.
Tracking control is required to prevent tracking from the site onto the public roadways. Standard tracking
control for accesses onto paved roads includes either 300 feet of pavement onsite OR 100 feet of
pavement plus double cattle guards.
During the pre-application meeting and in the meeting minutes, a drainage report was identified as a
requirement for this project. A drainage narrative and water quality feature was included with the
application materials and indicate the overall site imperviousness is 15%. The applicant has two options
for drainage:
1) A Drainage Report and stormwater detention pond shall be completed by a Colorado Registered
Professional Engineer. A drainage report checklist is available on the weld county website. OR
2) The applicant may provide a signed and stamped letter from a Professional Engineer analyzing
the imperviousness for the entire property and the full drainage report with detention may be
waived if the impacts on adjacent properties and roadways can be shown to be insignificant (rule
of thumb is 10% or less overall site imperviousness with no increased downstream impacts). A
water quality narrative and depression could then be considered instead of a drainage report and
detention pond.
CONDITIONS OF APPROVAL:
Prior to recording the plat:
A. County Road 38 has been annexed by the Town of Platteville. The town has jurisdiction
over all accesses within their jurisdiction. Please contact the town to verify the access
permit or for any additional requirement that may be needed to obtain or upgrade the
permit.
B. SH60 is owned and maintained by CDOT. Please contact CDOT to address any offsite
road improvements.
C. The applicant shall address the requests of Platteville and CDOT as stated in their
referrals. Evidence of such shall be submitted in writing to Weld County Department of
Planning Services.
D. An accepted Final Drainage Report stamped and signed by a Professional Engineer
registered in the State of Colorado is required or a stamped letter from a Professional
Engineer indicating the site has less than 10% overall imperviousness with no downstream
impacts.
The plat shall be amended to delineate the following:
A. Label the approved City of Platteville accesses on the plat with access permit number if
applicable.
B. Show standard tracking control and standard access turning radius for access onto
publically maintained roads.
C. The applicant shall indicate specifically on the plat the type of right-of-way/easement and
indicate whether it is dedicated, private, or deeded.
Prior to Construction:
A. If more than 1 acre is to be disturbed, a Weld County grading permit will be required prior to
the start of construction.
B. Right of way permit is required for any work within the public right of way.
Prior to Operation:
A. Accepted construction drawings and construction of the offsite roadway improvements are
required prior to a certificate of occupancy being issued and prior to operation.
DEVELOPMENT STANDARDS
1. Should noxious weeds exist on the property, or become established as a result of the proposed
development, the applicant/landowner shall be responsible for controlling the noxious weeds,
pursuant to Chapter 15, Articles I and II, of the Weld County Code.
2. The historical flow patterns and runoff amounts will be maintained on the site.
3. Weld County is not responsible for the maintenance of onsite drainage related features.
4. There shall be no parking or staging of vehicles on public roads. On-site parking shall be utilized.

Environmental Health Services has reviewed this proposal for a Site Specific
Development Plan and Use by Special Review Permit for Mineral Resource
Development facilities including Oil and Gas Support and Service (an oil and gas
roustabout to include a 16,500 square foot shop, parking for employee vehicles and 60
semi-trucks) in the A (Agricultural) Zone District.
There will be up to 10 on site employees and 60-80 drivers accessing the site.
The property will be served by Central Weld County Water District. A will serve letter
was provided in the application. A commercial septic system will be installed for the
office/shop building. Portable toilets can be utilized for drivers as it is the policy of this
department that portable toilets are allowed when employees or contractors are on site
for less than 2 consecutive hours a day. As drivers will be on site for a short duration, in
accordance with Environmental Health Services policy, the use of portable toilets is
allowed.
The dust abatement plan indicates some sort of road base will be used at the entrance
and internal roads. If necessary a water truck will be utilized.
The waste handling plan indicates that B&C Refuse will provide trash removal.
Maintenance and repair of vehicles will occur on site but there will be no painting or fuel
storage. Used oil and other vehicle fluids generated from vehicle maintenance will be
removed by LaSalle Oil. The waste handling plan will need to be revised to include
disposal or recycling of tires, batteries and other scrap parts generated from vehicle
maintenance. The floor drains in the maintenance shop will discharge to a watertight
vault, and contents removed for proper off-site disposal. If vehicle and equipment
washing occurs onsite, the wash water discharge must also be contained for proper
offsite disposal.
We have no objections to the proposal; however, we do recommend that the following
conditions be part of any approval:
We recommend that the following requirement be met prior to allowing the plat to be
recorded:
1. The applicant shall submit a revised waste handling plan, for approval, to the
Environmental Health Services Division of the Weld County Department of Public
Health & Environment. The plan shall include disposal/recycling of tires,
batteries and other scrap parts generated from vehicle maintenance, including
the names, telephone numbers and addresses of the waste handlers and
disposal/recycling facilities.
We recommend that the following requirement be met prior to the issuance of the
Certificate of Occupancy:
1. An individual sewage disposal system is required for the proposed facility and
shall be installed according to the Weld County Individual Sewage Disposal
Regulations. The septic system is required to be designed by a Colorado
Registered Professional Engineer according to the Weld County Individual
Sewage Disposal Regulations.
We recommend that the following requirements be incorporated into the permit as
development standards:
1. All liquid and solid wastes (as defined in the Solid Wastes Disposal Sites and
Facilities Act, 30-20-100.5, C.R.S., as amended) shall be stored and removed
for final disposal in a manner that protects against surface and groundwater
contamination.
2. No permanent disposal of wastes shall be permitted at this site. This is not
meant to include those wastes specifically excluded from the definition of a
solid waste in the Solid Wastes Disposal Sites and Facilities Act, 30-20-100.5,
C.R.S., as amended.
3. Waste materials shall be handled, stored, and disposed in a manner that
controls fugitive dust, fugitive particulate emissions, blowing debris, and other
potential nuisance conditions. The applicant shall operate in accordance with
the approved Waste Handling Plan, at all times.
4. Any vehicle or equipment washing areas shall capture all effluent and prevent
discharges in accordance with the Rules and Regulations of the Water Quality
Control Commission, and the Environmental Protection Agency.

5. Fugitive dust and fugitive particulate emissions shall be controlled on this site.
The facility shall be operated in accordance with the approved Dust Abatement
Plan, at all times.
6. This facility shall adhere to the maximum permissible noise levels allowed in
the Non-Specified Zone as delineated in Section 14-9-30 of the Weld County
Code.
7. Adequate drinking, hand washing and toilet facilities shall be provided for
employees and patrons of the facility, at all times. For employees or
contractors on site for less than 2 consecutive hours a day, portable toilets and
bottled water are acceptable. Records of maintenance and proper disposal for
portable toilets shall be retained on a quarterly basis and available for review by
the Weld County Department of Public Health and Environment. Portable
toilets shall be serviced by a cleaner licensed in Weld County and shall contain
hand sanitizers.
8. Sewage disposal for the office/shop building shall be by septic system. Any
septic system located on the property must comply with all provisions of the
Weld County Code, pertaining to Individual Sewage Disposal Systems.
9. A permanent, adequate water supply shall be provided for drinking and sanitary
purposes for the office/shop building. The facility shall utilize the existing public
water supply for the office/shop building. (Central Weld County District).
10.All potentially hazardous chemicals must be handled in a safe manner in
accordance with product labeling. All chemicals must be stored secure, on an
impervious surface, and in accordance with manufacturer's recommendations.
11. Process wastewater (such as floor drain wastes) shall be captured in a
watertight vault and hauled off for proper disposal. Records of installation,
maintenance, and proper disposal shall be retained.
12. The applicant shall obtain a Colorado Discharge Permit System or CDPS
permit from the Colorado Department of Public Health and Environment
(CDPH&E), Water Quality Control Division, as applicable.
13.The operation shall comply with all applicable rules and regulations of State
and Federal agencies and the Weld County Code.

After reviewing the application and documents submitted the Building Department has the following
comments:
A building and electrical permit will be required, per Section 29-3-10 of the Weld County Code, for any
new structures ,additions or renovation to any structures. A building permit application must be completed
and two complete sets of engineered plans. A Code Analysis prepared by a design professional , licensed
bin the Ste of Colorado shall be submitted with permit application. MSDS sheets for all materials stored
shall be submitted with building permit applications.
Buildings and structures shall conform to the requirements of the various codes adopted at the time of
permit application. Currently the following has been adopted by Weld County: 2012 International Building
Code; 2012 International Mechanical Code; 2012 International Plumbing Code:; 2012 International Fuel
Gas Code; 2006 International Energy Code; 2011 National Electrical Code; 2009 ANSI 117.1
Accessibility Code and Chapter 29 of the Weld County Code.

Every Factory-Built Nonresidential Structure manufactured after the effective date of these regulations
that is manufactured, sold, or offered for sale in this state must display an insignia issued by the Division
of Housing certifying that the unit is constructed in compliance with the standards adopted in schedule "B"
which is incorporated herein and made a part of these Rules and Regulations by reference, and all other
requirements set forth by this resolution.
A Fire District Notification letter shall be submitted to the Fire District with jurisdiction for review and
comments and submitted with Commercial Permit application to Weld County.

Dear Ms. Aungst;
The Town of Platteville appreciates the opportunity to respond to this referral sent by Weld
County on behalf of Michael Decker. The application is for Site Specific Development Plan and
a Use by Special Review Permit for a Mineral Resource Development facility including Oil and
Gas Support Services.
According to the application, the site is located south and adjacent to CR 38 and approximately
0.75 miles south of CR25. This property is located on the northern edge and within the Growth
Area and the Three Mile Area boundary of Platteville's Comprehensive Plan and of great interest
to the Town. In particular,we are concerned about the large increase in semi-truck traffic due to
the proposed facility and on-going operations. The Town would like to discuss the opportunity to
annex the property into the Town of Platteville due to the fact it is within the Growth Area and
has a potential impact on the Town infrastructure. Furthermore, we would like to discuss traffic
mitigation and a maintenance agreement for CR 38 prior to any approval of this application.

Dear Ms. Aungst:
This referral does not appear to qualify as a "subdivision" as defined in Section 30-28-101(10)(a),
C.R.S. Therefore, pursuant to the State Engineer's March 4, 2005 and March 11, 2011 memorandums to
county planning directors, this office will only perform a cursory review of the referral information and provide
informal comments. The comments do not address the adequacy of the water supply plan for this project or
the ability of the water supply plan to satisfy any County regulations or requirements. In addition, the
comments provided herein cannot be used to guarantee a viable water supply plan or infrastructure, the
issuance of a well permit, or physical availability of water.
The application is a Site Specific Development Plan and Use by Special Review Permit for mineral
resources development facilities including oil and gas support and service (an oil and gas roustabout to
include a 16,500 square foot shop, parking for employee vehicles and 60 semi-trucks in the Agricultural
Zone District. The proposed source of water for the commercial business on the 40.68 acre property will be
provided by the Central Weld County Water District ("District"). Our office has no comments regarding the
District's ability to serve the proposed commercial business.
In addition, the Applicant provided a copy of well permit no. 12022-R and a copy of the decree in case
no. W-287.Well permit no. 12022-R was decreed by the Division 1 Water Court as Well No. 1 in case no. W-
287 for 2.44 cubic feet per second (1,100 GPM) and irrigation of land in Section 1, Township 3 North, Range
67 West of the 6th P.M. According to our records the well is currently included in the Ground Water
Management Subdistrict of the Central Colorado Water Conservancy District augmentation plan approved
by the Division 1 Water Court in case no. 2002CW335. Well permit no. 12022-R cannot be used for the
commercial business on the property, since this well is only permitted for irrigation use and the
augmentation plan decreed in case no. 2002CW335 only covers this well for irrigation use.

I did receive your earlier mails but filed them away before responding. Sony about that.
T don't recall getting anything from the Town, but T will forward my comments to them just in case.
CDOT is requesting the construction of a northbound to westbound left turn lane and an eastbound to
southbound right acceleration lane. ROW may be restricted in this area and it's possible that the lanes may have
to be modified in order to be built but it's up to the applicant to to provide that information to CDOT.
Drainage may not be an issue because the property is not located immediately adjacent to the highway, but we
will want to verify through the construction documents that the additional pavement widening is accommodated
for.
As for the comment regarding the improvements to SH 50 and US 85, nothing is currently planned and the
improvements warranted by this development at SH 60 and WCR 38 should be constructed regardless.
