A public hearing was conducted on July 23, 2014, at 10:00 a.m., with the following present:

The following business was transacted:
U I hereby certify that pursuant to a notice dated June 11, 2014, and duly published
June 16, 2014, in the Greeley Tribune, a public hearing was conducted to consider the request
of Anadarko E&P Company, LP, c/o Kerr-McGee Gathering, LLC, for a Site Specific
Development Plan and Use by Special Review Permit, USR14-0015, for Mineral Resource
Development Facilities, including Oil and Gas Support and Service Facilities (compressor
station for natural gas and all related equipment, including, but not limited to, eight (8)
compressors, vapor recovery units, separators, dehydrators, storage tanks, and one (1)
seventy-foot in height communication tower) in the A (Agricultural) Zone District. Brad Yatabe,
Assistant County Attorney, made this a matter of record.
El Chair Rademacher advised Nathan Kaiser, Anadarko Energy and Development Company,
LC, that, since Commissioner Conway was not able to be present, he had the option of
continuing this matter to a date with the full Board present. However, if he decides to proceed
today, it will require three affirmative votes, or in the case of a tie vote, Commissioner Conway
will listen to the record and make the determining vote. Mr. Kaiser indicated he would like to
proceed.

• Diana Aungst, Department of Planning Services, presented a brief summary of the
proposal and entered the favorable recommendation of the Planning Commission into the
record as written. She noted that the Planning Commission requested a Condition of Approval
for a Landscaping and Screening Plan, in addition to the Sign and the Lighting Plans, in
response to neighbors concerns. She reviewed surrounding property uses and closest
residences. She stated one phone call was received from the closest neighbor regarding noise,
and a neighborhood meeting was held on June 18, 2014. Ms. Aungst said a Sign Plan and
Lighting Plan will be required. She reviewed drainage requirements, read a request from Fort
Lupton for annexation, and recommended that future right-of-way requirements be taken into
consideration. She showed images of the site and the site plans.
• Jennifer Petrik, Department of Public Works, provided a brief overview of the
transportation plans and requirements: access is off County Road (CR) 21, there will be a water
quality feature, an Improvements and Road Maintenance Agreement is required, and historical
flow patterns must be maintained.
• Lauren Light, Department of Public Health and Environment, reviewed the water and
sewer provisions. She noted that Condition of Approval #2.C addresses that the Air Emissions
permit has not yet been submitted, and #7 should read "Within 6 months of operation". She
said Development Standard #16 addresses noise limits, and Development Standard #9-19 are
all typical standards for a compressor station.
1E Mr. Kaiser said this facility is almost identical to the previous item of business,
USR14-0013. They are all being designed the same way and will be composed of the same
equipment. He stated they are 1,500 feet from the nearest neighbor, and they have been
working with him to mitigate noise and resolve other issues. This site is up on a hill, therefore,
they are going to lower the grading by 10 feet with berms to block the visual impact and razor-
wire along the security fencing has been removed. The facility was also scaled back from the
original plan. In response to Commissioner Kirkmeyer, he stated they held their neighborhood
meetings simultaneously in the Town of Platteville. He stated that people showed up with
concerns about each station. He noted there are less people close to this facility, and a
landscaping plan needs to be site specific. He said there were 30 attendees, but he wasn't sure
how many were from CR 18.
El Ritchie Pyeatt, surrounding property owner at CR 21, said he would like to see a site
specific landscaping standard created for all of these compressor stations and bigger tank
battery sites, and not just in response to complaints, so that that the public does not need to
attend every hearing. He said the visual impacts affect anyone driving by as well. Chair
Rademacher concurred.
El Mr. Kaiser stated they have volunteered to do landscaping and are willing to do what they
need to in order to make the facility compatible with the area. Commissioner Kirkmeyer referred
again to the problems with the station in her area and said the County is industrializing, but
people in the Agricultural Zone don't expect to see compressor sites everywhere, so they need
to get into the habit of taking the landscaping and the visual impact seriously. Chair
Rademacher requested Anadarko put a plan together. Mr. Kaiser said they are not currently

interested in annexation to the City of Fort Lupton. la Ms. Petrik noted that staff has seen
problems around the County after construction was completed, that's why the Improvements
Agreements are no longer for construction only.
El In response to Chair Rademacher, Mr. Kaiser noted there was not as much landscaping
planned for this site because it is on a hill, so it might be prudent to put landscaping closer to the
road. Commissioner Kirkmeyer noted even though it doesn't hide the facilities, it helps them to
look less industrial. Commissioner Kirkmeyer said Condition of Approval #1 needs to be
deleted. She said the Noise Abatement Plan needs to be listed on the plat, with a Condition of
Approval and a corresponding Development Standard. In regard to Fort Lupton's request, 110
feet of right-of-way should be considered in the setbacks. These actions were done by assent
of the Board. She said the Emergency Action Plan Condition of Approval also needs to be
added, and that Condition of Approval #7 should be corrected to read "Within six (6) months of
operation."
El In response to Chair Rademacher, Mr. Kaiser indicated they have reviewed, and agree to
abide by, the Conditions of Approval and Development Standards, as amended.
El Commissioner Kirkmeyer moved to approve the request of Anadarko E&P Company, LP,
c/o Kerr-McGee Gathering, LLC, for a Site Specific Development Plan and Use by Special
Review Permit, USR14-0015, for Mineral Resource Development Facilities, including Oil and
Gas Support and Service Facilities (compressor station for natural gas and all related
equipment, including, but not limited to, eight (8) compressors, vapor recovery units, separators,
dehydrators, storage tanks, and one (1) seventy-foot in height communication tower) in the
A(Agricultural) Zone District, based on the recommendations of Planning staff and the Planning
Commission, with the Conditions of Approval and Development Standards as entered into the
record and amended. The motion was seconded by Commissioner Freeman, and it carried
unanimously.
Commissioner Kirkmeyer thanked Anadarko for having the neighborhood meeting and the
people who attended today for being informative and involved. She said Chair Rademacher
and herself live in this area and hear from their neighbors all the time; they are not opposed to
oil and gas; however, there is concern that the agricultural areas are becoming more
industrialized than rural. The Board needs to look out for what the County will be like in 10 and
20 years, which is why the mitigation is so important, as is being a good neighbor.
There being no further discussion, the hearing was completed at 11:30 a.m.
