Box 758 Greeley, Colorado 80632 Re: City of Longmont and Weld County Road Maintenance Agreement Dear Commissioners, As you know, the City of Longmont has annexed several properties in Weld County. Those annexations included portions of County roads including Weld County Road 1, 26 and 28 that are adjacent to those properties. That situation inherently resulted in a patchwork of roadway ownership. To address that issue, Longmont and Weld County have enjoyed a long term working relationship associated with the ongoing routine maintenance of roadways in the vicinity of the City. The underlying purpose of that mutually beneficial working relationship was to avoid duplication of effort and optimize the delivery of roadway maintenance services to the public. It is apparent that over time that the working relationship can be further enhanced with some modifications to the maintenance of stretches of roadway that each agency takes the lead on in order to achieve greater levels of cost efficiencies and delivery of service. It is also clear to Longmont that the County is much better equipped and capable of performing gravel road grading and maintenance operations given the many miles of gravel road being maintained by the County throughout the County. Please refer to the attached vicinity map. The modification proposed by Longmont generally consists of the following swap of routine maintenance responsibilities: • Longmont will assume routine maintenance responsibilities for Weld County Road 1 from State Highway 66 south to State Highway 119. Routine maintenance will include snow removal; striping; signage installation and maintenance; traffic signal timing and maintenance; pothole repair; and asphalt crack sealing. • Weld County will assume routine maintenance responsibilities for Weld County Road 28 from Weld County Road 1 east to Weld County Road 3. Longmont would further propose to make additional improvements to County Line Road from the intersection of 9th Avenue north to State Highway 66 initially to complete minor shoulder improvements to improve bicycle safety. We anticipate that work would be completed over the next 5 years if we can secure funding for the project. We very much appreciate the support and participation of the County in pp the recent improvements to the intersection of Weld County Road 1 and State Highway 66. If this proposal is acceptable in concept with the County we will move forward to formalize our agreement with the preparation of an intergovernmental agreement for consideration by the Longmont City Council and the Weld County Board of Commissioners.
