The Tributary is a registered periodical with the United States Postal Service (periodical number: 025-461 for over 5 years and has published weekly over that period.) The Tributary has had one complete full audit from the United State Postal Service to ensure it meets periodical regulations. Its yearly fee has been paid over that period and is current. As such,the Tributary fully meets the requirements as stated in Section 24-70-103, CRS. As information,the Tributary prints 80 copies of the paper each week of which approximately 65 are subscribers. Newspapers were chosen as the means to provide information to the public as the assumption was that if people paid for the paper they would read it. I believe times have changed and firmly believe that legal notices should be available on line.The Lost Creek Guide, another of our papers, competes against 3 major publishing firms over four different counties. We have noted that over the years they have all raised their subscription rates which, we believe, has lowered their actual number of subscribers. In all the markets we choose to compete in, we mail the paper, free of charge, using the USPS EDDM route numbers. So every home or business in the zip code receives the paper. We have gone from 4,500 papers to a little under 20,000 over the last four years with this approach, and continue to grow. The Tributary will have an on line edition that will be free to anybody who wishes to access it.The domain name we have is:thetribnews.com.We plan to have a web site, being developed as we speak, that will be similar to the Lost Creek Guide which can be viewed at Icgnews.com Additionally there will be a storage capacity to have at least one years worth of Tributary issues on file to research. We have seen significant growth in access (hits/visits)to the Lost Creek Guide web site since its inception.We see the activity to the Tributary web site dwarfing our subscription list for the Tributary. Having said that we want to reiterate that the Tributary fully meets the legal requirements of Section 24-70-103 CRS. We believe the important thing is to give the general public access to the information in the paper.The concept of providing information to the public so they can make informed decision is core to our newspaper philosophy. Other papers charge for access to their web sites. We do not, as we strongly believe this restricts dissemination of public information.The Tributary will meet the regulatory requirement of a legal paper but will strive to maximize the information distribution through our web site. As a result we asked each bidder to price three sample notice publications, and then the cost of those sample notices are calculated to acquire an estimated annual cost based upon the average number of notices to be published in the next year. In considering the bid it is important to remember that the largest amount of publication of notices is in the Type #1 format, so it is reasonable to expect that bidder lowest in cost in the Type #1 format is the lowest bidder. Based on the following summary, staff recommends approval of the low bid from the Greeley Tribune.
