MINUTES
BOARD OF COUNTY COMMISSIONERS
WELD COUNTY, COLORADO
NOVEMBER 5, 2014
The Board of County Commissioners of Weld County, Colorado, met in regular session in full
conformity with the laws of the State of Colorado at the regular place of meeting in the Weld County
Administration Building, Greeley, Colorado, November 5, 2014, at the hour of 9:00 a.m.
El ROLL CALL: The meeting was called to order by the Chair and on roll call the following
members were present, constituting a quorum of the members thereof:
Commissioner Douglas Rademacher, Chair- EXCUSED
Commissioner Barbara Kirkmeyer, Pro-Tem
Commissioner Sean P. Conway
Commissioner Mike Freeman
Commissioner William F. Garcia

El MINUTES: Commissioner Conway moved to approve the minutes of the Board of County
Commissioners meeting of November 3, 2014, as printed. Commissioner Garcia seconded the motion,
and it carried unanimously.
• AMENDMENTS TO AGENDA: There were no amendments to the agenda.
▪ CONSENT AGENDA: Commissioner Garcia moved to approve the Consent Agenda as printed.
Commissioner Freeman seconded the motion, and it carried unanimously.
le PUBLIC INPUT: No public input was given.
le COMMISSIONER COORDINATOR REPORTS: Commissioner Conway reported on accepting
his invitation to have lunch with students at John Evans Middle school, which came about during last
week's public input. He found the food exceptionally good and nutritious, and the staff great, and noted
that he even sent a letter of praise to the Head of District 6 Food Services. He said he enjoyed lunch
and the discussion with Emily and her friends, and mentioned they also serve the students a breakfast
of muffins and milk in their 9:00 classes. El Commissioner Conway also mentioned the monthly
North 1-25 meeting is tonight at the SouthWest County Complex and Thursday night is the monthly
meeting of the North Front Range Metropolitan Planning Organization here in Greeley.
I] Commissioner Kirkmeyer thanked the Departement of Information Services, as well as the
Elections Division, for doing a great job on election day.

BIDS:
le 1) APPROVE BID #81400183, SECURITY FOR COURTHOUSE - SHERIFF'S OFFICE:
Cindy Villegas, Sheriff's Deputy, said that staff recommends SOS Security, the second low bidder, as
they are the current contractors and do an excellent job. In fact, Chief Judge Hartman said they are the
best the Courthouse has ever had. In response to Commissioner Conway, Deputy Villegas said
problems with the previous security vendors were numerous, in fact, their contract was terminated.
Commissioner Conway moved to approve said bid as recommended by staff, based on their past
experience with previous low bidders. Seconded by Commissioner Garcia the motion carried
unanimously. Commissioner Kirkmeyer noted that references were contacted and concerns were
noted regarding the lowest bidder as to unreliable attendance and staffing, whereas SOS Security
exceeded qualifications. Marcia Walters, Department of Purchasing, was also available for questions.
2) APPROVE BID #31400184, DATA CABLING FOR 918 BUILDING, GREELEY —
DEPARTMENT OF INFORMATION TECHNOLOGY: Ryan Rose, Director of the Department of
Information Technology, reported that five bids were received, and staff recommends the low bidder
NetStructures, Inc., of Centennial, Colorado in the amount of $8,075.00. Commissioner Freeman
moved to approve said bid as recommended by staff. Seconded by Commissioner Conway, the motion
carried unanimously.
NEW BUSINESS:
L 1) CONSIDER SOFTWARE LICENSE AGREEMENT FOR PEOPLESOFT ENTERPRISE AND
AUTHORIZE CHAIR TO SIGN - ORACLE AMERICA, INC.: Mr. Rose stated that, as part of annual
Peoplesoft maintenance, Oracle audits and the Full-time Equivlalent (EMT) Account was found to be
1313, so there is an adjustment, in increments of 200, to the next tier (1,300 to 1,500). The amount will
be $21,866.79, and this sets the price for subsequent years until the count goes above the 1,500 limit.
Commissioner Garcia moved to approve said agreement and authorize the Chair to sign. Seconded by
Commissioner Freeman, the motion carried unanimously.
2) CONSIDER CONTRACT TO BUY AND SELL REAL ESTATE (1024 9TH AVENUE,
GREELEY, COLORADO) FROM HERTZKE FAMILY LIMITED PARTNERSHIP AND AUTHORIZE
CHAIR/AND OR CHAIR PRO-TEM TO SIGN ALL NECESSARY DOCUMENTS: Toby Taylor, Director
of the Department of Buildings and Grounds, explained this is part of the County's capital improvement
plan in the downtown Greeley area, located at 1024 9th Avenue for the amount of $380,000.00.
Commissioner Freeman moved to approve said contract and authorize the Chair to sign all necessary
documents. The motion, which was seconded by Commissioner Garcia, carried unanimously.
Fi 3) CONSIDER MEMORANDUM OF UNDERSTANDING AND AUTHORIZE CHAIR TO SIGN -
YOUTH AND FAMILY CONNECTIONS: Ben Whitney, District Attorney's Office, stated this is
essentially the same document as last year, with an increase in the allocation of funds from 20 percent
to 40 percent of funds collected from participant program fees for the Juvenile Division of Restorative
Justice. Commissioner Conway moved to approve said memorandum of understanding and authorize
the Chair to sign. Seconded by Commissioner Freeman, the motion carried unanimously.

4) CONSIDER CANCELLATION OF BOARD OF COUNTY COMMISSIONERS MEETING
SCHEDULED FOR DECEMBER 3, 2014: Commissioner Garcia moved to approve said meeting
cancellation. The motion, which was seconded by Commissioner Freeman, carried unanimously.
RESOLUTIONS AND ORDINANCES: The resolutions were presented and signed as listed on the
Consent Agenda. No Ordinances were approved.
Let the minutes reflect that the above and foregoing actions were attested to and respectfully submitted
by the Acting Clerk to the Board.
There being no further business, this meeting was adjourned at 9:22 a.m.
