If a question does not pertain to your use, please respond with "not applicable", with an explanation as to why the question is not applicable. 1. Explain, in detail, the proposed use of the property. The proposed use of the property is to use the existing State approved commercial wells and pumping facilities located on the property for a commercial water transfer facility and depot for the transfer and transport of water to commercial needs including agriculture, construction and oil and gas production. There are two transfer facilities located on-site that operate collectively depending on the needs and agreement of the individual client however, the trucks do not travel between fill stations. The north site has 2 pressure tanks and 4 pumping stations supported by a well with a totalizing flow meter and each load out has a meter. The south site is supported by a well with a totalizing flow meter and has 4 metered pumping stations;collectively the site can pump no more than 979 acre feet per year according to the substitute water supply plan associated with the wells. Each electric pump station has a concrete ring containing a hook up manifold. Access to the south load out will be from the existing south access which has an existing cattle guard traffic control pad. There will be an easement created through the RE process to allow access for the existing feedlot traffic and the water load out traffic. Trucks accessing the south load out will circle around the load out facility and exit at the south entrance. Trucks entering the north access will also exit at the north access. A cattle guard will be installed for tracking control at the north access There are no addition buildings or infrastructure proposed for this facility. In addition, there is an existing single family residence and agricultural fields on site. 2. Explain how this proposal is consistent with the intent of the Weld County Code, Chapter 22 of the Comprehensive Plan. This USR application has been prepared utilizing the process outlined in the Weld County Code and Procedural Guides. The Guiding Principles of the Comprehensive Plan found in Section 22-1-120 states, "Land use changes must afford flexibility based on the specific location and the particular circumstances encountered within the locality. It is also important to weigh the cumulative impacts that specific land use changes will have." This proposal is respectful of surrounding uses. There is an existing cattle feeding operation immediately south and west of the property. The application is consistent with Section 22-2-20 G. A. Goal 7. "County land use regulations should protect the individual property owner's right to request a land use change. 2.A.Policy 7.2. Conversion of agricultural land to nonurban residential, commercial and industrial uses should be accommodated when the subject site is in an area that can support such development, and should attempt to be compatible with the region." 3. Explain how this proposal is consistent with the intent of the Weld County Code, Chapter 23 (Zoning) and the zone district in which it is located. The proposal is for an oil and gas support business in the Agricultural Zone. This proposal is allowed in the Ag Zone as a Use by Special Review as called in Chapter 23,23-340. 23-3-40 A. Mineral resource development facilities including: 2. Oil and Gas Support and Service. Adequate provision has been made to protect the health,safety and welfare of the inhabitants of the neighborhood and the County. Operation Standards as found in Section 23-2-260 of the Weld County Code were consulted in preparing this application. 4.What type of uses surround the site(explain how the proposed use is consistent and compatible with surrounding land uses). The facility is bordered to the west by the Ulrich Farms Feedlot. Other uses in the area include rural residential and agricultural activities. 5. Describe, in detail, the following: a. Number of people who will use this site 15 to 25 water truck drivers will be accessing the site per day. Daily activity will vary depending on the oil and gas activities in the area and contractual agreements with transportation carriers. b. Number of employees proposed to be employed at this site No employees will be employed at this site. c. Hours of operation The facility will operate Monday through Sunday,24 hours per day. d. Type and number of structures to be erected (built) on this site No additional structures will be erected. e. Type and number of animals, if any, to be on this site No animals will be associated with the Water Depot site. f. Kind of vehicles (type, size, weight)that will access this site and how often 15-25 commercial water trucks(80,000 Pound gross weight or less)will access the site on a daily basis. There will be no additional equipment being used on-site. Please see the traffic narrative provided in the application. g.Who will provide fire protection to the site The property is located within the Platteville/Gilcrest Fire District. h.Water source on the property(both domestic and irrigation) The single family residence is supplied by an existing Central Weld County Water District Tap. I. Sewage disposal system on the property(existing and proposed) The single family residence will continue to be served by an existing 15O5. The water depot will employ portable toilet facilities. j. If storage or warehousing is proposed, what type of items will be stored Warehousing is not proposed. 6. Explain the proposed landscaping for the site. The landscaping shall be separately submitted as a landscape plan map as part of the application submittal. No additional landscaping is proposed. 7. Explain any proposed reclamation procedures when termination of the Use by Special Review activity occurs. When use of the water depot concludes, associated WQCF pond, tanks and apparatus will either be repurposed for agricultural purposes, or dismantled and removed. 8. Explain how the storm water drainage will be handled on the site. The storm-water drainage will be handled with a water quality feature as described in the Drainage Narrative. 9. Explain how long it will take to construct this site and when construction and landscaping is scheduled to begin. No additional construction is required on the site. 10. Explain where storage and/or stockpile of wastes will occur on this site. No stockpiling of wastes will occur on site. 11. Please list all proposed on-site and off-site improvements associated with the use (example: landscaping,fencing,drainage, turn lanes, etc.) and a timeline of when you will have each one of the improvements completed. Vehicle Traffic Control culvert and grates are adequate for the site and proposed USR. , ■ AGPRofessionals LLC Ulrich Water Project Dust Abatement and Waste Management Plan On-Site Dust Abatement Plan: The internal roadways and parking areas are constructed with gravel and or road base to control dust on site. Due to the close proximity of the infrastructure and short travel roads, minimal vehicle speeds will be maintained to minimize excessive dust conditions. Should nuisance dust conditions arise, a water tanker truck, or portable sprinkling systems from an onsite water supply, or magnesium chloride may be used for moisture control on roadways to minimize nuisance dust conditions. Waste Management Plan: There will be no storage of wastes on this site. Any wastes produced from employees will be contained in a dumpster and hauled off regularly by a sanitation service such as B&C Refuse, Platteville, CO 80651, (970) 785-2908. Intersection at WCR 21 and Highway 66 is controlled by a stop sign. WCR 21 is a paved road with a 60' Right of Way. Access to the site is on existing private gravel roads. Typical vehicles accessing this site include employee and owner vehicles and commercial water service trucks. Traffic will enter the property on Weld County Road 21 at the existing accesses. The following numbers are anticipated upon full build-out of the site: Semi-truck and trailer Water Trucks: 15-25 trips per 24 hour day Employee vehicles: 1-2 per day Water use is contracted by agreement with transportation carrier and Well Permit conditions of approval. The ongoing use of the site and associated traffic is consistent with the existing uses on surrounding properties and existing traffic on WCR 21 and Highway 66. Traffic flow is dependent on the destination service location with expected trip distribution being 70% southbound on WCR 21 and 50 % east bound and 50%west bound on Highway 66.
