The Weld County Council met in regular session in full
conformity with the Weld County Home Rule Charter at
915 10th Street, Greeley, Colorado, February 20, 1979 at
the hour of 9 A.M.
ROLL CALL: The following members were present:
Robert Martin, President
Ralph Waldo, Vice President
Cedric Hallock, Councilmember
Gary Kampel, Councilmember
Also present: Commissioners Dunbar and Roe; 4 members of the press;
and the secretary, Beverly Thomas.
MINUTES: Gary Kampel made a motion that the February 6, 1979 meeting
minutes he accepted. Cedric Hallock seconded the motion and it was
carried unanimously.
CORRESPONDENCE: Robert Martin read a memo and a letter regarding the
proposed productivity-feasibility study. Mr. Martin read a memo
regarding the recommendations made by auditors Anderson S. .'lhitney.
This memo was assigned to Mr. Waldo for study along with information
regarding Senate Bill 339. Mr. Martin said that he would discuss with
Mr. Oliver information received regarding a workshop about Maintaining
Municipal Integrity. The president also read a letter of thanks from
John T. Martin and a memo regarding the county's comp-time policy.
ENGINEERING: Mr. Hallock stated that he had been approached by the Grover
School 's Superintendent about the county roads that his schoolbuses
travel. The superintendent had requested that Road and Bridge
personnel put gravel on the bare spots on roads, especially in the
Keota area , that the schoolbuses frequent. Commissioners Roe and
Dunbar said that the specific locations of the problem areas should
be presented to the Commissioners.
IN URANCE,'URCHASING POLICY: Mr. Gary Kampel reported that he is studying
the county's policy for purchasing insurance.
EFFICIENCY-EXPERT MEETINGS: Councilmembers reported on their February 6,
1979 meeting with the County Commissioners and Augustine and Associates.
All members stated that they were impressed with the presentation of
Augustine and Associates. Councilmembers were invited to a February
22, 1979 meeting at 11 A.M. to hear the proposal of the firm of Richey
and Associates who is also interested in working for :Held County.

MISCELLANEOUS: Gary Kampel made a motion, seconded by Cedric liallock, that
a bill from the Fort Lupton Press be paid. The motion carried un-
animously. Mr. Martin stated that he is awaiting information from Mr.
Barrett regarding the growth of the number of Weld County employees.
PERFORMANCE AUDITOR REVIEW: After a recess, the meeting was reconvened
with Councilmember Waldo in attendance. Mr. Waldo stated that he had
been in contact with Mr. Hiland Gardner who has done performance auditing
work for small corporations and municipalities. Mr. Gardner has expressed
interest in working for Weld County or the Weld County Council. Mr.
Waldo stated that he would be giving Mr. Gardner's name to Mr. Warden.
Mr. Waldo said that he felt that the Council should not be actively
pursuing any performance audits at this time. Councilmembers expressed
their pleasure with the direction the Commissioners are taking in the
possibility of hiring productivity experts. It was felt that at this
time, the Council could be supportive to the Commissioners ' efforts.
TIME OF COUNCIL MEETINGS: Mr. Hallock asked if it would be possible to
change the time of the Council meetings to the afternoon. The value
of holding an occasional Council meeting in the evening, when the public
could more likley attend, was also discussed. It was determined that
rescheduling of the Council meetings would be discussed at the March 6,
1979 meeting.
Hearing no objections the president declared the meeting adjourned.
