RESOLUTION
RE: APPROVAL OF SPECIAL USE PERMIT FOR A NATURAL GAS COMPRESSOR
STATION - COLORADO INTERSTATE GAS , P.O. BOX 1087, COLORADO
SPRINGS, COLORADO.
WHEREAS, the Board of County Commissioners of Weld County,
Colorado, pursuant to Colorado statute and the Weld County Home
Rule Charter, is vested with the authority of administering the
affairs of Weld County, Colorado, and
WHEREAS, the Board of County Commissioners of Weld County,
Colorado, held a public hearing on the 20th day of April, 1978
at the hour of 2 : 00 o 'clock p.m. in the Chambers of the Board of
County Commissioners , for the purpose of hearing the application
of Colorado Interstate Gas, P.O. Box 1087 , Colorado Springs,
Colorado for the granting of a Special Use Permit for a Natural
Gas Compressor Station on the property described below:
A tract of land situated in the Nz of Section 5, Township
11 North, Range 66 West, Weld County, Colorado, described
as follows:
Commencing at the NW corner of the N1/2 of Section 5, 11N,
66 W; thence in an easterly direction with and along the
North property line of said N1 of Section 5; 1,32] feet
to a point on said North property line; thence South 0
degrees 06 minutes East 705.5 feet to the PLACE OF BEG-
INNING: thence South 0 degrees 06 minutes Fast 1,939 feet
to a point; thence North 89 degrees 50 minutes East
2,600 feet to a point; thence North 2 degrees 59 minutes
East 1,931.8 feet to a point; thence North 89 degrees
54 minutes West 1,265.8 fact to a point; thence due West
1,438 feet to the place of beginning, containing 118 acres
more or less;
WHEREAS, the petitioner was present, and
WHEREAS, evidence was presented in support of the grant of the
Special Use Permit for a Natural Gas Compressor Station on the above
described real estate owned by the petitioner, and
WHEREAS, Section 3 . 3 (E) (2) of the Weld County Zoning Resolution
authorizes such a use in an Agricultural District and upon approval
by the Board of County Commissioners , and
WHEREAS, the Board of County Commissioners of Weld County,
Colorado, heard all the testimony and statements of those present,
has studied the request of the petitioner, and the recommendations
of the Weld County Planning Commission and all of the exhibits and
evidence presented in this matter, and having been fully informed

and satisfied that the request for a Special Use Permit for a
Natural Gas Compressor Station on the above-described real estate
conforms to the purposes of Section 3. 3.E. of the Weld County
Zoning Resolution.
NOW, THEREFORE, BE IT RESOLVED by the Board of County Com-
missioners of Weld County, Colorado, that the application of the
petitioner for a Special Use Permit for a Natural Gas Compressor
Station on the above described tract of land, be and hereby is,
granted, subject to the Development Standards contained in the
Special Use Permit and also subject to the Special Use Permit
plat being amended to show the deceleration lane on Highway 85 at
the access to the Special Use Permit area as recommended by the
Colorado Division of Highways in a letter dated February 10 , 1978.
BE IT FURTHER RESOLVED by the Board that the reasons for
approval contained in the Planning Commission recommendations
dated March 7 , 1978 , be and hereby are incorporated as the find-
ings of fact of the Board of County Commissioners in this matter.
The above and foregoing Resolution was, on motion duly made
and seconded, adopted by the following vote on the 20th day of
April, A.D. , 1978 .

oriented or requires a physical environment that cannot
reasonably be furnishing in a municipality."
This facility requires a location which cannot reasonably be

2 . It is the opinion of the Planning Commission that this request
is in compliance with the provisions of Section 3. 3. (E)(2) of
the Weld County Zoning Resolution. The proposed use will be
compatible with the surrounding area, in harmony with the
character of the neighborhood and existing agriculture uses ,
compatible with the future development in the area, and will
not adversely affect the health, safety and welfare of the
inhabitants of the area and the county. This determination is
based upon the following:
A. The Weld County Engineering Department has indicated they
did not anticipate any engineering problems with this
request .
B. The State Engineer' s Office, Division of Water Resources,
has indicated that the applicant has applied for and will
be able to obtain permits on two exempt wells to supply the
two proposed dwellings, drinking and sanitary facilities for
the proposed compressor station and fire protection. The
State Engineer's Office has recommended approval of this
request.
C. The Weld County Health Department has indicated they have
no problems with this proposal providing the applicant com-
plies with the stipulations as indicated in the Health
Department's letter dated February 9, 1978, and March 3,
1978.
D. The West Greeley Soil Conservation District could see no
reason why approval for this request should not be granted
provided the applicant protects all bare areas on the site
with revegetation or suitable gravel cover to provide wind
and water erosion protection.
The Planning Commission recommendation for approval is subject to the
Special Use Permit plat being amended to show the deceleration lane
on Highway 85 at the access to the Special Use Permit area as
recommended by the Colorado Division of Highways in a letter dated
February 10, 1978.

DEVELOPMENT STANDARDS

1. The permitted use on the hereon described parcel of land shall
be facilities for a natural gas compressor station as shown
on the plans . Major facilities shall be limited to :
a. Four .2700 horsepower natural gas engine/compressor units
and auxiliary equipment with future expansion to six such
natural gas engine/compressor units .
b . One 55 ' x 200 ' prefabricated commercial building, which
shall house the four natural gas engine/compressor units .
Future expansion to six units shall add an additional 80 '
to the length of the building.
I c. One 30 ' x 127' prefabricated commercial building which
shall house the office, shop , and warehouse with a 39 ' x
75 ' wing to house auxiliary equipment .
d. Three houses for station personnel .

2 . The facility shall comply with all County and State Health
Standards and Regulations pertaining to air quality , water
quality , noise emission, and sanitary disposal systems . The
noise levels at the property lines shall not exceed 70 db(A)
from 7 :00 a.m. to 7 : 00 p .m. and 65 db(A) from 7 : 00 p.m. to
7 :00 a.m. as stated in C.R.S . 1973 , 25-12-103.
3. Upon termination of the operation of the compressor station ,
all facilities and structures shall be removed to 30" below
grade . The site shall be reclaimed to a state compatible
to the present surroundings .
4 . The Special Use Permit area shall be maintained in such a
manner so as to prevent soil erosion, fugitive dust , and the
growth of noxious weeds .
5 . Access shall be limited to the one access off U.S . Highway 85
as shown hereon . The access road shall be paved for a distance
of 50 feet from U.S . Highway 85 .
6 . All sewage disposal facilities installed on the site shall
conform with all applicable Weld County and State Health
Regulations . These systems shall be designed by a professional
engineer.
7. A buried tank shall be installed to collect hydrocarbon wastes
from the engine/compressor units and auxiliary equipment . The
wastes shall be pumped out and hauled to an approved disposal
site .

8 . An incinerator meeting the requirements of the State of
Colorado shall be installed for the disposal of solid waste
materials . An Air Emission Permit shall be obtained for
this incinerator.
9. Water for the houses and office shall be supplied by two
wells which shall have the approval of the State Engineer' s
Office . A water treating system shall be provided to assure
the quality of the water.
10 . The engine/compressor units may be in operation 24 hours per day
and 365 days per year.
11 . A deceleration lane shall be installed by Colorado Interstate
Gas Company at the access as shown hereon. Said deceleration
lane shall be constructed in accordance with the Colorado
Division of Highways standards and installed by December 1, 1978.
12 . The appearance of the facility shall be maintained in a neat
and orderly condition through periodic painting and maintenance.
13 . All bare areas shall be protected by revegetation or suitable
gravel cover to provide wind and water erosion protection .
14 . The Special Use Permit shall be limited to the plan submitted
and governed by the Development Standards stated above and
applicable Weld County regulations . Any changes to the plans
and/or Development Standards shall require approval of another
Special Use Permit before such changes shall be allowed.

APPEARANCE : Robert McHugh, Attorney
DISCUSSION: - Mr. McHugh explained to the members of the Planning
Commission Colorado Interstate Gas Company ' s purpose and the reason
for the request being that they have been authorized by the Federal
Energy Regulatory Commission , pursuant to its authority under the
Natural Gas Act , to construct , install , and operate an additional pipe-
line loop and main line gas compression facility in Wyoming and
Colorado . The purpose of the new facility is to increase the winter
day delivery capacity of CIG's existing transmission pipeline which
transports natural gas in interstate commerce for resale to public
utilities serving consumers in Wyoming, Colorado, and elsewhere. The
facilities must be placed in operation on or about October 1 , 1978.
Mr. McHugh stated the Emission Permits have been obtained from the
Colorado Department of Health, Air Pollution Control Division, for four
natural gas engine/compressor units , and they will be complying with
the State Highway Department ' s request to construct a deceleration
zone along side Highway 85 at the point of access to the property.
An incinerator has also been placed for the disposal of solid wastes.
Some solid wastes also will be hauled away. Mr. Nix asked what
source of power is involved to increase pressure in the line. Mr.
McHugh responded that natural gas is used to operate the engines .
Mr. Nix also asked if there would be additional noise as a result of ,
this . Mr. McHugh responded the noise level would be below State
standards . There being no questions , Chuck Cunliffe read the staff ' s ,
recommendation for approval and the Development Standards . There
were no further questions .

DISCUSSION : Mr. McCormick stated that he previously had a cattle
operation on the property in question and now desires to contruct
a dairy barn for a dairy operation. He proposed to start with 40-50
head of dairy cows with a maximum of 200 head. There are presently
20 head of heifers on the property. He responded to Mr. Suckla' s
question about disposal of manure wastes in that he plans to use an
underground separation tank for use on this property. An existing
domestic well will be the source of water supply. There being no
further questions by the members , Chuck Cunliffe read the staff ' s
recommenation for approval and the Development Standards . No
further questions .

the original zoning did not consider the fact that Highway 34 was
needed as a commercial area. Mr. Hiatt asked if the plat had been
changed since the last meeting. Ed Berliere , who prepared the plans ,
indicated there had been some slight changes on the plan . One being

that it now includes more detail regarding the drainage plan and
one building that was previously shown on the southern line was
re-located. There is also more detail in the retention area it-
self . IIe also indicated there was some confusion from the surround-
ing property owners in that the letter sent them did not indicate
exactly where the property in question was located. Discussion
followed regarding the location of the water line and proposed fire
hydrants in the area. Western Hills Fire Protection District
said that if there is one hydrant in the area that it would be
adequate . Chuck Cunliffe then read the staff ' s recommendation for
approval and the Development Standards . Mr. See said he felt the
Development Standards were strict , but this is the way he would like
them to be . John Rogers , surrounding property owner, expressed his
opposition to the proposal . He said he had checked with the Planning
Department prior to purchasing his property and was advised that
the County had a definite plan for this area. Also feels it will
not enchance the value of the property. He also presented petitions
to the Board of surrounding property owners in opposition to the
change of zone . Elinor Rogers also expressed opposition and said
that the submitted plan to the south extends 25 ' to 35 ' behind the
Rogers ' property. Mr. See said that his buildings could go to at
least 20 ' of the Rogers property , but would not create a visibility
problem. Mr. Nix asked why he could not move his business elsewhere,
but Mr. See responded that he did not want to go to an industrial
zone as there would not be that much activity involved with his
business . Surrounding property owners also expressing their opposition
included Bette McWilliams and Lola Richardson primarily because of
devaluation in their property value. Ed Berliere presented the
Planning Commission with a copy of the Greeley Comprehensive Plan
Future Land Use map for their review in this regard. This map
was adopted in 1971 .
MOTION: Be it therefore resolved to continue the meeting to March 21,
1978, to allow the Planning Commission to conduct an on-site tour
of the property with no further testimony regarding the application .

a change of zone. Chuck Cunliffe then read the staff ' s recommendation
for approval . Mr. Bird commented on the comments from the City of
Greeley indicating there is already an obvious movement in large
developments just recently. Mr. Bird said he does not expect to
develop this property at least until this summer when he can devote
his full time to the proper proceedings. Gilford Alexander expressed
his approval of the proposed change of zone. Mr. Nix asked the
Planning staff to comment on the City of Greeley' s comment regarding
growth. Chuck Cunliffe responded by saying that the City of Greeley
does not want to encourage development in that particular area
because of the City ' s Comprehensive Plan and development for them
they would like to see in the year 2010. The County Planning staff
is saying that development has already occurred in this area to the
south, east and west and they disagree with the City.

Proposal for adoption of the 1978 edition of the National Electrical
Code as part of the Weld County Building Code to replace the 1975
edition of the National Electrical Code .
DISCUSSION: Joe Jarvis , Director of the Building Inspection Department ,
briefly reviewed the proposal . Jim Smith, Electrical Inspector,
explained that the two major changes in the code is that it will
require a GFI breaker service to garage plugs for safety reasons
and stricter requirements with the use of ground rods and water
pipe grounds so that units are grounded better. He said the only
reason he could see for the ground rods is the use of plastic pipes
that are added to a metal water pipe . They do not have a positive
ground. This was added for extra insurance. Mrs . White questioned
what the additional cost would be and Mr. Smith responded that
probably about $20. The ground rod would be installed under the
meter. Discussion followed regarding the breaker and its use.
Kay Norton read into the record Section III of the National Elec-
trical Code . Discussion followed again regarding cost and where
the inspections are applicable.

I Proposed amendment to Section III .H. 5 . a of the Weld County Building
Code which would reduce the fee for a building permit for a mobile
' home from $45 to $35 .
DISCUSSION : Gary Fortner explained to the Board that in December the
Mobile Home Regulations established the standard fee of $45 for
a building permit . Subsequent to that time there have been questions
raised by various people about the high fee . The original fee was
established to cover the overall cost of inspections and includes
inspections when the inspectors have to go back for corrections when
people do not have things ready the first time. Joe Jarvis reviewed
this and discussed it with the Board of County Commissioners and it
was decided a change of fee from $45 to $35 would cover the inspections
that have to be made when a mobile home is placed in the county. This
fee will cover three inspections . The Building Code provides for extra
charges if more than the above inspections are required. He also
explained that previously all that was charged was $10 for an
electrical inspection and $10 for a gas inspection. Under the new
Mobile Home Regulations , the inspections are now for setbacks , blocking,
tie-downs , skirting, gas inspection , electrical inspection and
plumbing hook-ups . The State increased the electrical inspections
fee from $10 to $12 which regulates what Weld County charges .
Inspectors can make all the inspections as indicated except the
electrical and skirting at one time which means an extra trip for
skirting which usually takes anywhere from 30-50 days . Discussion
followed regarding how difficult it is to collect extra money for
extra inspections if they are required. Mr. Jarvis said he feels
most people will pay for it . The inspectors are making an average
now of five trips for trailers that are moved into the county . O.
' W. Smith, mobile home park owner, expressed his concern in that he
feels it is up to the park owner to make sure everything is in order
before the inspector comes out so that extra trips are not needed.
He indicated he feels $45 is too high to charge . Dwight Thompson,
also a mobile home park owner, presented the Planning Commission
with a copy of a Building Permit which indicates what inspections
are made on the back of the form. He also commended the Building
Inspection Department for their cooperation . He presented some
figures which indicates how much the average mobile home owner must
spend to move his mobile home . The figures average approximately
$500 ; thus , he feels it is an additional hardship to charge $45 for
inspections--$35 should be sufficient .
MOTION : Be it therefore resolved to recommend approval to the Board

Cheyenne Compressor Station
Colorado Interstate Gas Company
1. The permitted use on the hereon described parcel of land shall be
facilities for a natural gas compressor station as shown on the
plans. Major facilities shall be limited to:
a. Four 2700 horsepower natural gas engine/compressor units and
auxiliary equipment with future expansion to six such natural
gas engine/compressor units.
b. One 55' x 200' prefabricated commercial building, which shall
house the four natural gas engine/compressor units. Future
expansion to six units shall add an additional 80' to the
length of the building.
C. One 30' x 127' prefabricated commercial building which shall
house the office, shop, and warehouse with a 39' x 75' wing
to house auxiliary equipment.
d. Two houses containing approximately 1800 square feet of
finished living space for station personnel. Future expansion
to three such houses is expected.
2. The facility shall comply with all County and State Health Standards
and regulations pertaining to air quality, water quality, noise
emission, and sanitary disposal systems. The noise emission shall
not exceed 70 dbA at the property line.
3. Upon termination of the operation of the compressor station, all
facilities and structures shall be removed to 30" below grade. The
site shall be reclaimed to a state compatible to the present
surroundings.
4. The Special Use Permit area shall be maintained in such a manner so
as to prevent soil erosion, fugitive dust, and the growth of noxious
weeds.
5. Access shall be limited to the one access off U.S. Highway 85 as
shown hereon.
6. A leach field shall be installed for disposal of sanitary wastes from
the houses. A separate leach will be installed for disposal of
sanitary wastes from the office.

7. A buried tank shall be installed to collect hydrocarbon wastes from
the engine/compressor units and auxiliary equipment. The wastes shall
be pumped out and hauled to an approved disposal site.
8. An incinerator meeting the requirements of the State of Colorado shall
be installed for the disposal of solid waste materials.
9. Water for the houses and office shall be supplied by two wells. A
• water treating system shall be provided to assure the quality of the
•water.
10. The engine/compressor units shall be in operation 24 hours per day and
365 days per year. Approximately nine employees will be at the station
during the normal 40 hour work week. One employee will be in the
station for eight hours per day on Saturdays and Sundays. One family
shall reside in each of the houses on a year-round basis.
11. The Special Use Permit shall be limited to the plans submitted and
governed by the Development Standards stated above and applicable
Weld County regulations. Any changes to the plans and/or Development
Standards shall require approval of another Special Use Permit before
such changes shall be allowed.

Colorado Interstate Gas Company is presently engaged in a major
expansion of its pipeline system through the states of Wyoming and
Colorado to assure that its customers are provided with an adequate
supply of gas for the 1978-1979 winter season. As part of the con-
struction program, it is required that we construct a natural gas
compressor station in northern Weld County. This compressor station
must be constructed and in operation by September 30, 1978, to meet
the winter needs of our customers. We respectively request that a
building permit be issued to Colorado Interstate Gas Company on March 7,
1978, after the Weld County Planning Commission meeting, subject however,
to their favorable recommendation on our Special Use Permit application.
We are bound by a very tight construction schedule and the issuance of
a building permit on March 7, 1978, will give Colorado Interstate Gas
Company the ability to place in service its expansion program on Septem-
ber 30, 1978.
May this letter also be your assurance that in the event we are

Cheyenne Compressor Station Site
Dear Commissioners:
Colorado Interstate Gas Company ("CIG") has been authorized by the
Federal Energy Regulatory Commission, pursuant to its authority under
the Natural Gas Act, to construct, install, and operate additional
pipeline loop and main line gas compression facilities in Wyoming
and Colorado. The purpose of the new facilities is to increase the
winter day delivery capacity of CIG's existing transmission pipeline,
which transports natural gas in interstate commerce for resale to
public utilities serving consumers in Wyoming, Colorado, and elsewhere.
Time for construction is limited. The facilities must be placed in
operation on or about October 1, 1978.
Among the authorized facilities are gas compressor additions at CIG's
Rawlins and Laramie compressor station sites in Wyoming and a new
compressor station to be constructed in Section 5, Township 11 North,
Range 66 West, Weld County, Colorado, identified as CIG's Cheyenne
compressor station site. At this location, natural gas in CIG's
pipeline will be compressed by natural gas engines driving reciprocating
compressors. Four such engine/compressor units will be installed, with
a total horsepower rating of 10,800. Support facilities will also be
constructed, including employee housing and one auxiliary building
housing office-shop-warehouse facilities.
The Cheyenne compressor station must be located along side CIG's pipeline.
The Weld County portion of that pipeline extends from the northwest
corner of the County in a southerly direction to a point near the City
of Brighton on the Weld County southern border. Reasons for locating
the Cheyenne compressor station site in Weld County are as follows:
1. As mentioned above, CIG currently operates various compressor stations
in Wyoming, additions to which are also authorized and will be
completed as part of CIG's 1978 construction program. If the
Cheyenne compressor station were located upstream in the State of
Wyoming rather than at the proposed Weld County site, operations
would be less efficient and the station would require larger horse-
power rating to accomplish the same tasks. Both capital investment
and operating expenses would be greater for a station of larger
horsepower rating. Moreover, the station's discharge pressure would
necessarily become higher if the station were located to the northwest
in Wyoming. CIG's facilities must be constructed and operated in
conhnced. .

accordance with the provisions of the Pipeline Safety Act. The maximum
allowable operating pressure of CIG's pipeline limits and constrains
the discharge pressure allowed at any compressor station. Therefore,
these limitations have a direct effect upon compressor station locations.
2. The Cheyenne compressor station location cannot efficiently be relocated
to some point south of Weld County. That would be at least 65 miles
south of the proposed site. To do so would cause the pipeline to
operate inefficiently because the pressure in the pipeline as it passes
through Weld County would be too low.
3. The particular site in Section 5 referred to above has been chosen
because it offers the potential both for operating efficiencies and
economic advantages that other sites do not offer. This site is close
to an existing CIG meter station which is the delivery point for certain
natural gas sold to Cheyenne Light, Fuel & Power Company and Kansas-
Nebraska Natural Gas Company, Inc. If the Cheyenne compressor station
is located near this meter station, it will allow gas to be delivered
to the meter station from either the suction or discharge sides of the
compressor station. This will save consumers money. When the suction
pressure is adequate to meet sales point requirements, compressor fuel
and maintenance will be saved by not compressing the gas before it is
delivered to the meter station. There will be greater flexibility of
operations and resultant savings in compressor fuel and maintenance
costs.

Gentlemen:
As requested, we drilled two profile borings and two sets of three percola-
tion borings in the proposed leach field areas. The purpose of our work
was to define the soil profile in the two areas and determine percolation
rates.
This additional investigation to our previous report Job No. 4036, was
requested by Mr. Lee Vaughn of J. F. Pritchard and Company. The two
absorption fields are located at Sta. W1200-S400 and Sta. W400-S1300 within
the Cheyenne compressor station property as shown on Fig. 2. The borings
were drilled and tests performed on January 27, 1978. Logs of the profile
boring are presented on Fig. 3.
Subsurface conditions encountered in Profile Boring No. 1 consisted of 1 .5
feet of light brown, sandy clay underlain by dense clayey sand to a depth
of 9 feet. Profile Boring No. 2 encountered 2.5 feet of sandy clay under-
lain by slightly silty to silty sand to the maximum depth explored of 9
feet. No free water was encountered in the borings at the time of drill-
ing.
The percolation rates reported on Table I indicate a standard absorption
field could be designed at both locations. However, somewhat better per-
colation values were obtained from the percolation holes near Profile
Boring No. 2 in the southeast portion of the site. We recommend sizing
the leach field near Profile Boring No. 1 in the northwest corner of the
site for a rate of 60 minutes per inch. The second percolation field, near

Profile Boring No. 2 can be sized for a percolation rate of 20 minutes
per inch. The profile borings indicate the soils are more favorable with
depth. Deep trenches to connect with these more favorable soils should
result in better performance of the leach field. We recommend the bottom
of the trench be at a depth of at least 3.5 feet. We recommend using a
septic tank with at least two compartments.

Colorado Interstate Gas Company, with home offices in Colorado Springs,
Colorado, is presently proposing to expand its Wyoming natural gas main-
line facilities. The expansion will require the installation of a natural
gas compressor station to be located in Section 5, Township 11 North,
Range 66 West, Weld County, Colorado. Colorado Interstate Gas Company

Gentlemen:
Attached are two applications for "Permit to Construct a Well."
These water wells are to be used at a compressor station we will be
constructing in the near future. These wells will not be used
simultaneously except in case of fire.
At this time, we do not know the exact depth of the screen
interval, but we have estimated an area we feel may be productive.
We plan to apply for a test hole permit to drill a test hole
to 1500' which we will then log and ream to a' depth we feel adequate
for a water well.

I hereby certify that pursuant to a notice dated March 13 ,
1978, duly published March 16, 1978 and April 6 , 1978 in the
Fort Lupton Press, a public hearing was held on the request
of Colorado Interstate Gas Co. for a special use permit for
a natural gas compressor station. Mr. Bob McHugh and Mr.
Charles Shogren, representing Colorado Interstate Gas, presented
that firms request. There was no on in the audience who
spoke either in favor of and against the granting of the SUP .
After discussion, Commissioner Roe made a motion to grant
the special use permit for a natural gas compressor station
with development standards to Colorado Interstate Gas Co.
Commissioner Steinmark seconded the motion and it carried
unanimously. All Commissioners except Commissioner Jacobucci
were present for the hearing.

Dear Sir:
This letter serves to inform the Colorado Interstate Gas Company of an in-
advertent misstatement contained in the format of the above-mentioned permits
issued to you on February 21 , 1978. The language contained in Sections B.1 .
and B.3. of the "General Terms and Conditions" printed on the reverse side of
the Emission Permits, is to be disregarded in its entirety, and the following
language is inserted in lieu thereof:
"B.
1 . Final approval of this permit, in accord with C.R.S.
1973, 25-7-112(4) (h) , cannot be granted until construction
is completed and construction and operation are verified
by the Division as conforming in all respects with the
conditions of this permit.
3. Failure of this source to obtain final approval within
six (6) months of "initial operation," as that term is
defined by the Division, shall be deemed a denial of the
Emission Permit by the Division."
It should be understood by all concerned that issuance of Emission Permits No.
C-11 ,629(1-4) ; C-11 ,630(1-5) ; and C-11 ,631 (1-4) , as modified by the terms of
this letter, does establish that Colorado Interstate Gas Company has obtained
all necessary pre-construction approvals or permits required under the air

I. Introduction
The colorado Interstate Gas Company is putting into operation
a gas compressor station which will be located in Weld County,
Colorado adjacent to Highway 85. The plant will consist of 4
compressors and associated equipment. The station will be located
on land which is currently zoned agricultural but which may in the
future be rezoned for other uses.
There are two significant sources of noise at the station;
heat exchanger fan noise and engine noise. Engine noise may be
. further separated into exhaust noise and engine noise.
Data is available on the acoustic power of each of these
sources which will allow the computation of noise contours about
the station. The noise contour of most interest is the 70 dB (A)
contour 'because it is the limit set by Weld as the maximum allowable
level at the station property line.

II. Source Acoustic Power or Sound Pressure Level Data
A. Engine Noise GMVH
The following measurements were obtained at a distance of 1 m
horizontally from the engine and 1. 5 m vertically above the floor.
The measurements may be considered free-field due to the closeness
of microphone to the engine and the fact that the room was acous-
tically treated. The levels are probably slightly on the high
side especially at the lower frequencies.

Sound pressure level contours are shown on figure 1.

IV. Results
The noise analysis shows that at a distance of about 100 ft
from the station the sound levels are 70 dB (A) , at about 320 ft
the sound levels are 60 dB (A) and at 1000 ft the sound levels are
50 dB (A) . These results are very close to the actual sound levels
measured at the Spindle Compressor Station located in Adams County,
Colorado where sound levels of 55 dB (A) were measured at 720 ft.

parcel in the Nz of Sec. 5, Twp. 11N, Range 66W.
The accompanying report "Soils and Foundation Investigation Cheyenne Com-
pressor Station", prepared by CTL/Thompson, Inc. of Denver, Colorado seems
to be quite complete in design information for the intended use of the site
in question. All soils information seems accurate and consistent with our
existing soil survey. Site preparation and drainage plan recommendations
are consistent with good site conservation and should provide for adequate
building protection from surface drainage.
No erosion control plan was submitted with the plan for evaluation, but
it is our opinion that all bare areas be protected by revegetation or suit-
able gravel cover to provide wind and water erosion protection.
The proposed site is not located on prime agricultural land and the pro-
posed land use is consistent with current guides. With the exception of
comments mentioned above we can see no reason why approval for the pro-
posed site should not be granted, as long as it is consistent with the
County land use plan.

The Colorado Division of Highways has reviewed the Colorado Interstate Gas
Company application for a Special Use Permit. We ask that consideration be given
to the following recommendations.
1 . Although the proposed development of this site will not generate a large amount
of traffic, we feel that the speed of traffic in this area warrants serious
consideration of a deceleration lane. Provision of this lane would greatly
enhance the safety of movement for vehicles from the main travelled lane into
the compressor station. This would be especially true during construction of
the facilities, but would also be of value for permanent station personnel .
Specifications for this lane are provided on the attached sheet.
2. We would also request that the area immediately adjacent to Highway 85 be
paved for a distance of 50 feet from the highway. This would prevent deteriora-
tion of the edge of the pavement due to increased vehicular traffic. This work
could be coordinated with the deceleration lane leading into the site.

Seller; and COLORADO INTERSTATE GAS COMPANY, hereinafter called Purchaser.
WITNESSETH:
The undersigned Seller hereby agrees to sell, and the undersigned Purchaser
hereby agrees to purchase the following described real property owned by Seller,
situate in the County of Weld, State of Colorado:
A tract of land situate in the N''-z of Section 5 , Township 11
North, Range 66 West, Weld County, Colorado, described as
follows:
Commencing at the NW corner of the NZ of Section 5-11N-66W;
thence in an easterly direction with and along the North
property line of said NZ of Section 5; 1,321 feet to a point on
said North property line; thence South 0 degrees 06 minutes
East 70i.5 feet to the PLACE OF BEGINNING; thence South 0 degrees
06 minutes East 1,939 feet to a point; thence North 89 degrees
50 minutes East 2,600 feet to a point; thence North 2 degrees
59 minutes East 1,931.8 feet to a point; thence North 89 degrees
54 minutes West 1,265.8 feet to a point; thence due West 1,438
feet to the place of beginning, containing 118 acres, more or
less;
together with one-half of all minerals presently owned by Seller,
subject to the following terms and conditions:
(1) The total purchase price of the above described property is One Hundred
Eighteen Thousand and No/100 Dollars ($118,000.00) , of which the sum of Ten
Thousand and no/100 Dollars ($ 10 , 000 .00 is hereby paid upon execution
of this agreement by the Purchaser, the receipt of which is hereby acknowledged,
and the balance shall be paid as follows:

(2) The Purchaser shall obtain, at Purchaser's expense, a title insurance
policy showing good and marketable title in Seller. If any defect in title appears,
Seller shall have a reasonable time to cure and correct same; and Seller hereby
specifically agrees to obtain any and all necessary releases releasing the above
described property from any and all mortgages, deeds of trust, or other liens
against said property. It is also understood and agreed that Purchaser will need
a Special Use Permit from the county commissioners in Weld County, Colorado, to
use this property for the construction, operation, and maintenance of natural gas
compressor and related facilities. If title cannot be so cured and corrected, and
valid and recordable releases obtained, or said Special Use Permit cannot be obtained,
then this contract shall be void and the above amount of $10 , 000 . 00 shall be returned
to Purchaser.
(3) Conveyance of the above described property shall be by general warranty
deed, and general taxes for the year 1978 against the property shall be prorated
between Seller and Purchaser as of the closing date. This proration of taxes shall
be based on the paid 1977 taxes.
(4) Possession of the above described property shall be given to tha Purchaser

SCOPE
This report presents the results of a geotechnical investigation
for the proposed Cheyenne Compressor Station for Colorado Interstate
Gas Company, located in Weld County, Colorado. The report includes a
description of subsurface soil and ground water conditions encountered
in the borings drilled at locations specified on Drawing CHY-SK 129 by
J. F. Pritchard and Company. The report presents our recommendations for
design of compressor foundations, building foundations, site grading cri-
teria and other design and construction criteria influenced by the sub-
surface conditions. The results and conclusions presented in this report
are based upon the field and laboratory investigations and on our exper-
t ience.
PROPOSED CONSTRUCTION
A metal-frame building 55 feet by 200 feet in plan will house com-
pressors and auxiliary equipment. Drawings of the foundation and compres-
sor equipment data by J. F. Pritchard and Company are included as Appendix
A. We understand the compressor system will weigh about 213 kips. The
compressor will operate at 300 rpm. The five compression cylinders are
linked directly to the engine and are oriented horizontally.
A 60,000 gallon fire water storage tank, .a horizontal drum storage
tank (28 feet by 7 feet) and a 3-kip pump operating at 1 ,200 rpm will
also be located on the site.
An L-shaped structure approximately 105 feet by 109 feet in plan will

• be constructed for offices and auxiliary equipment. We understand this
structure will be a light metal frame structure with slab-on-grade floors.
Cuts and fills of up to 8 feet may be required to achieve a suitable
final site grade. We understand the compressor will be located in a cut
area. Fills are planned for parking areas. A small residential structure
may be constructed on the site for employee housing.
SITE CONDITIONS
The site is four miles north of Rockport, Colorado, adjacent to U.S.
85 in the northern part of Weld County. The site is located 569.3 feet
south and 2,467.4 feet west of the northeast corner of Sec. 5, T. 11N,
R. 66W, Weld County, Colorado. An overall site plan is presented on Fig.
2.
At the time of our field investigation, the surface of the site was
vacant. Two pipelines pass through the property near the southern boundary.
A gently sloping ridge runs north to south through the center of the 50-acre
site. The site slopes generally toward the southeast at about a 2 percent
grade. The southwestern corner of the site slopes toward the southwest at
grades in excess of 17 percent.
The area under consideration for construction is located in the south-
central portion of the site, as shown on Fig. 2. Vegetation consisted of
sparse grasses and weeds. There were no natural drainages into the area.

SUBSURFACE CONDITIONS
The site was explored by drilling 9 borings at the locations shown on
Fig. 2. Locations were specified by J. F. Pritchard and Company on Drawing
No. CHY-SK129. The borings were drilled with a truck-mounted CME-55 drill

rig using 4-inch diameter augers to advance the boring.
The borings were sampled with a drive-type sampler. The sampler was
2.5 inches O.D. and 2.0 inches I.D. The sampler was driven with a 140-
pound weight dropping 30 inches. Our engineer was on-site to direct the
drilling and sampling operation and log the borings.
Graphical logs of the soils encountered in the borings are presented on
Fig. 3. The subsurface profile consisted of 1 to 8 feet of stiff, sandy
clay over medium dense to dense, medium to coarse grained silty. and clayey
sands to depths on the order of 16 feet. A fairly well cemented, hard
conglomerate sandstone bedrock was encountered at depths ranging from 9 to 17
feet. No ground water was encountered in the borings at the time of drill-
ing.
The sandy clays occurred at the surface and ranged from 1 to 8 feet
e
in thickness. In most of the borings the clay layer was 2 feet, or less,
in thickness. These clays were very stiff in consistency, brown to dark
brown in color, and slightly moist to moist. One-dimensional swell-
consolidation tests indicate moderate expansion potential under a 1 ,000 psf
dead load. .
Foundation excavations should encounter dense sands over most of the
site. The medium to coarse-grained sands contain from 9 to 47 percent clay
and silt size particles. Penetration resistance tests in the borings in-
dicate the sands are dense. Laboratory determined dry densities ranged from
97 to 123 pcf. In our opinion, the densities 'were influenced by the sampling
technique. We believe that the average natural dry density is in the range
of 120 to 125 pcf. Samples of the sands tended to consolidate when wetted
under constant load of 1 ,000 psf. These data provide only indications of

behavior, since sample disturbance has affected the density. Based on
field and laboratory test results, we believe the sands will have a
Shear Modulus (G) of approximately 5,000 psi and a poisson's ratio of 0.35.
The soils should be capable of supporting anticipated loads with relatively
minor deformation.
The sandstone conglomerate is very hard in consistency. Samples show
the material is coarse grained, dry to slightly moist, and white to light
tan in color. Outcrops on the site were moderately cemented and contained
cobbles up to 6 inches in diameter. Bedrock is capable of supporting
relatively high loads with only small deformations.
No free water was observed in the exploratory borings at the time of
drilling. '
SITE GRADING
We understand cuts and fills up to 8 feet in thickness may be required
to achieve the desired site configuration. Excavation of the overburden
sands and clays can be performed with traditional heavy duty grading equip-
ment. The sandstone conglomerate may require blasting or ripping with a
Cat D-9 or similar heavy tractor equipped with a single-tooth hydraulic
ripper.
The on-site silty and clayey sands are excellent soils for fill con-
struction. The near-surface clays and topsoil should be removed from build-
ing and foundation areas. These soils should-be used as landscaping non-
structural fills. Surfaces to receive fill should be scarified to a depth
of at least 6 inches and the moisture-adjusted to within 2 percent of optimum
moisture content as determined using ASTM D 1557-70.

Fills below foundations for buildings or below the compressor foun-
dations should be compacted to at least 95 percent of the maximum density
determined using ASTM D 1577. Fills below parking areas should be com-
.pacted to 90 percent of the above density. We reccmmend that a repre-
sentative of our office be on-site to observe subgrade and placement and
compaction of structural fill . The clean to silty sands are best compacted
with a heavy vibratory roller. Loose lifts of fill should not exceed 10
- inches.
BUILDING FOUNDATIONS
The results of exploratory borings and laboratory tests indicate
the on-site sands are adequate to support anticipated building loads.
In our opinion, the most appropriate foundation type, considering safety

and economy, is spread footings. We recommend that foundations be designed
and constructed in accordance with the following criteria:
1. Footings must be supported by natural , undisturbed sandy soils,
- or controlled fill constructed with the sandy soils. Soils
loosened by machine excavation should be cleaned from the ex-
cavation prior to pouring footings.
2. Footings on the natural sands or fill should be designed for a
maximum allowable soil pressure of 5,000 psf.
3. Continuous foundation walls should be reinforced, top and bottom,
to span local anomalies in the subsoils.
4. Occasionally, pockets of soft or loose soils could be

encountered in foundation excavations. If this condition
arises, the footings must be extended to firm soils.
5. Continuous footings should be at least 16 inches wide. Isolated
foundation pads should be designed with a minimum size of 2
feet by 2 feet.
6. Exterior footings should be protected from frost action. The
normal depth of frost protection in the area is 3 feet.
The design and construction recommendations are based upon a total
allowable settlement of approximately 1 inch. Anticipated differential
settlements should not exceed three-quarters of an inch. Settlements of
sand and gravel due to pressures applied by the foundation occur almost
immediately upon application of static load. Settlements of the foundation
due to dead load will take place during construction. The portion of the
e settlement due to live load will take place immediately after the first
application of load.
COMPRESSOR FOUNDATIONS
We understand a 5-cylinder compressor, having a total weight of ap-
proximately 213 kips is to be supported on a concrete mat foundation. The
mat has two levels with an overall plan dimension of 27 feet 2 inches by 16
feet 10 inches. The upper level has a total thickness of 8 feet and measures
10 feet 8 inches by 27 feet 2 inches. This area is to support the compres-
sor engine and drive shaft which as a total weight of approximately 143
kips. The 5 cylinders are supported on the lower level which measures 6
feet 2 inches by 27 feet 2 inches in plan and has a thickness of 2 feet.
Preliminary sketches supplied by J. F. Pritchard and Company show an em-
bedment of 4 feet. We understand the compressor and engine are to operate

at a speed of 300 rpm. The 5 cylinders are mounted horizontally and are
supported by the lower level of the foundation mat.
A variety of analysis techniques were used to evaluate the natural
and resonant frequencies of the system. The natural frequencies were
calculated using a lumped mass system consisting of the machine, foundation
and soil . The resonant frequencies were calculated from the natural frequency
correcting for mass and damping ratios. For purposes of design we recommend
a shear modulus of 5,000 psi . , Poisson's ratio of 0.35, unit weight for the
soil of 120 pcf, and a unit weight for concrete of 150 pcf. Using these
parameters our analyses indicate natural frequencies in the vertical direc-
tion ranging from 309 to 521 depending upon the method of analysis. Natural
frequencies for the sliding mode and rocking mode were 450 rpm and 1 ,025
rpm, respectively. For the vertical mode and rocking mode, a resonant
c
frequency approaching 1 ,050 rpm was calculated. The analyses indicate the
resonant frequency for the sliding mode to be 540 rpm. The operating speed
of the system is 300 rpm. For purposes of design, it is desirable to achieve
a system where the resonant frequency is twice the operating frequency. The
computed value of 540 rpm nearly meets these requirements. We believe a slight
adjustment in configuration will meet the desired frequency ratio.
A dynamic analysis was performed for the 3 kip pump and foundation,
assuming a rotating mass oscillation. Data for a more sophisticated analysis
was not available at the time of this writing. For the proposed pump and
foundation, a natural frequency of 1 ,685 rpm was calculated. Utilizing
mass ratios and damping ratios, a resonant frequency of approximately 2300
rpm was calculated. Comparing the operating frequency of 1200 rpm and the
calculated resonant frequency it appears the foundation system should be
satisfactory.

The analyses performed required assumptions regarding unbalanced
forces and equipment configurations. We recommend additional analyses
be performed after the equipment configuration is defined. Factors such as
embedment depths and altering mass and configuration of the foundation should
be considered. We recommend the foundation be designed so that operating
frequencies are less than one-half or greater than twice the resonant
frequency of the system.
The samples tested indicate a tendency to settle when wetted under load.
To develop a uniform base and pre-wet critical soils we recommend the area
beneath the compressor foundation be excavated to a minimum of 3 feet below
the foundation. The bottom of the resulting excavation should be scarified
to a depth of at least 6 inches. Materials placed beneath the compressor
foundation should consist of on-site silty to clayey sands, moisture treated
to optimum mositure content and compacted to 95 percent of maximum Modified
Proctor density (ASTM D 1557). The compaction should be accomplished with
a heavy vibratory roller.
FLOOR SLABS
Natural silty sands and clayey sands are adequate to support slab-on-
grade construction with minimal risk of future movement. The upper sandy
clays exhibit moderate expansion potential and could cause slab heave. We
do not recommend slab-on-grade construction supported by sandy clays. If
sandy clays are encountered at floor slab elevation, we recommend removal
of 3 feet of material beneath the floor slab and replacement with compacted
on-site silty sands. If this alternative is selected, we recommend that

the bottom of the excavation be scarified, moisture treated to optimum
moisture content or above and compacted to 90 percent of maximum
Modified Proctor density (ASTM D1557). Fill should be placed in loose
lifts not exceeding 10 inches in thickness.
SURFACE DRAINAGE
Wetting of the foundation soils could cause relative movement in
floor slabs and foundation elements. The risk of wetting foundation soils
can be significantly reduced by properly planned and maintained surface
drainage. We recommend the following details be observed during construction
and maintained at all times after the structures are completed:
1. Excessive wetting or drying of open foundaion excavations should
be avoided as much as possible during construction.
2. The ground surface surrounding the exterior of the structure should
be sloped to drain away from the structure in all directions.
We recommend a minimum slope of at least 10 inches in the first
10 feet.
3. Backfill around foundation walls should be moistened and compacted
to at least 90 percent of maximum Modified Proctor density (ASTM
D 1557).
4. Roof downspouts and drains should discharge well beyond the limits
of all backfill .
•
PAVEMENTS
It is anticipated that portions of the site may be paved using an
asphalt and base course section. The results of laboratory tests indicate

relatively low Group Index values for silty sands and clayey sands.
The on-site clays are of medium plasticity and have Group Index values of
approximately 16. Utilizing these values and assuming lightly loaded
vehicular traffic, we believe that a pavement section consisting of 2
inches of asphalt and 6 inches of base course should be satisfactory for
subgrades containing silty or clayey sands. If the subgrade materials con-
sist of medium plasticity clays, the section should be increased to 2 inches
of asphlt and 8 inches of base course.
These pavement recommendations are made assuming a properly prepared
subgrade. We recommend that the subgrade be stripped of organic materials,
scarified to a depth of at least 6 inches, moisture treated and compacted
to 95 percent of maximum Modified Proctor density. Once final subgrade
elevation is reached, the area should be proof rolled with a heavy, pneumatic
tired vehicle and any soils noted to be pumping or deforming excessively
should be removed and replaced. Long term performance of pavements is
largely a function of drainage. Adequate surface drainage should be provided
to prevent ponding or standing water.
CONSTRUCTION MATERIALS
A series of water soluble sulfates and pH tests were performed on
typical subsurface soil samples. The test results indicate less than 100 ppm
water soluble sulfate is present. These values suggest that ordinary Type II
cement can be used for concrete members which are in contact with the soil.
The pH values range from 6.1 to 8.7 and suggest relatively low corrosion
potential . -- -.

RESIDENCE CONSTRUCTION
We understand that a residence type structure may be located on the
site for employee housing. The natural sands which occur generally about
2 feet below the existing site grades are suitable for support of resi-
dential type structures. Conventional spread footings designed for the
criteria presented under "Building Foundations" would perform quite satis-
factorily. No ground water was encountered in the borings. There should be
no problem with normal depth basement construction. We understand an in-
dividual septic tank and leach field may be necessary. The location of
this facility had not been determined at the time of our investigation.
The sands which occur at shallow depths below this site are excellent soils
for standard percolation type leach fields. We estimate that percolation
rates ranging from 10 to 30 minutes per inch can be obtained in the sand
which occurs below most of this site. When the location of the residential
structure and leach field is established a standard percolation test will
probably be required by county health authorities. When selecting the loca-
tion for the leach field we recommend locating the leach field downhill
from the residence and other major structures.
LIMITATIONS
The results and conclusions contained in this report are based upon
conditions encountered in the borings. Variations in subsoil conditions not
indicated by the borings are always possible. • We recommend that placement
and compaction of fill be observed by a representative of our office. Foun-
dation excavations should be inspected to confirm that the soils exposed are

as anticipated by the borings. If our design assumptions are not
consistent with the proposed construction, we should be contacted to re-
view our recommendations.

SCOPE OF WORK
Furnish all labor, tools, equipment, insurance and supervision necessary
to perform soil boring tests at the locations shown on drawing CHY-SK129.
All work shall be in accordance with the following drawings:
Sketch 1 Compressor Foundation
Sketch 2 Storage Drum Foundation
CHY-SK129 Boring Location Plan

The Soil Engineer's report shall show the following:
1. Complete logs on soil borings down to bedrock, showing the existing
water level . Soil samples shall be taken at each strata or every
five feet, in accordance with ASTM D-420-69. One boring of sufficient
depth shall be taken to confirm the bedrock elevation.
2. Tests made on samples shall determine classification of material ,
compaction strength, shear strength, density and pH values.
3. Include engineering properties pertinent to the proposed design,
including recommended soil modulus and Poisson's ratio for design
of vibrating equipment foundations and presence of corrosive elements
such as sulfates.
4. Include specific foundation recommendations for a compressor, pump
and horizontal drum as shown on sketches 1 and 2 . Design
criteria should include minimal settlements and possible vibration
effects with nearby compressor and building foundations.
5. Other equipment includes the following:
a. Compressor Building - rigid frame with 55' column centers
X 200'
(10 bays @ 20' ) with a 24' eave height.
b. Auxiliary/Office Building - L shaped rigid frame with 39'
column centers X 105'
(7 bays @ 15' ) with a 14' eave height and attached offices
with 30' column centers X 70' (5 bays @ 14' ) with a 10' eave

6. If wide variations occur amount the soil borings, the Soil Engineer

to determine, if additional soil borings should be taken.
7. Include specific recommendations for deep cut and fill of approxi-
mately 8' or more.
Soil Engineer's report shall indicate the J. F. Pritchard and Company
Purchase Order Number, Job Number (2372) , and Customer Name (Colorado
Interstate Gas Company).
