RE: APPROVAL FOR THE WELD COUNTY DEPARTMENT OF SOCIAL SERVICES
TO ADMINISTER THE OAP DENTAL PROGRAM.
WHEREAS, the Board of County Commissioners of Weld County,
Colorado, pursuant to Colorado statute and the Weld County Home
Rule Charter, is vested with the authority of administering the
affairs of Weld County, Colorado, and
WHEREAS , the OAP Dental Program is presently administered
by Region II Council of Governments , and
WHEREAS, it has been recommended to the Board that the Weld
County Department of Social Services administer said OAP Dental
Program for Weld County for the reasons that the Colorado Dental
Program is very similar to programs presently administered by the
Weld County Department of Social Services; the present administra-
tive organization, experience, and capacity exists within the
said County Department; and the dual and separate administration
that now exists is seen as unnecessary duplication, and
WHEREAS, the Board of County Commissioners deems it advisable
and in the best interest of Weld County, Colorado to grant approval
for the Weld County Department of Social Services to administer the
OAP Dental Program.
NOW, THEREFORE, BE IT RESOLVED by the Board of County Com-
missioners of Weld County, Colorado that the Weld County Department
of Social Services, be, and hereby is, authorized to administer
the OAP Dental Program for Weld County.
The above and foregoing Resolution was, on motion duly made
and seconded, adopted by the following vote on the 17th day of
May, A.D. , 1978.

WELD COUNTY DEPARTMENT OF SOCIAL SERVICES
Proposal : For Weld County Department of Social Services to administer that
portion of the Colorado Dental Program for Weld County. This
program is now being administered by Region II C.O.G.
Program Eligibility: Recipients of the Colorado Old Age Pension are automatically
eligible for Colorado Dental Program benefits. Benefits include den-
tures , filling caries, cleaning and limited restorative work. The
County Social Services Department has a limited General Assistance
dental program that provides emergency dental care. The General
Assistance program does not cover dentures and other restorative
procedures.
Program Administration includes providing information about the program. Deter-
mining eligibility by processing applications. Determining who will
be helped with the guidance of a committee which includes dentists.
Serving as the coordinator of the committee. Maintenance of the
budget allocation for Weld County.
Fiscal Impact: Weld has approximately 1 ,200 Old Age Pension recipients. Although
all qualify, it is felt that a limited number will avail themselves
of the service. Program benefit costs are paid 100% from State dollars.
The 1978-1979 State appropriation is approximately half of the current
year's appropriation. Services are limited by the appropriation with
no entitlement beyond the annual appropriation.
The County Department of Social Services can assume administration of
the present program with no increase in budgeted costs or in FTE's.
We estimate present administration of the program will take 1/3rd
of an on-board employee's time. This load can be absorbed by some
realignment in our Assistance Payments Division.
Rationale for Change: The Colorado Dental Program is very similar to programs
presently administered by the County Department of Social Services.
The present administrative organization, experience, and capacity
exists within the County Department. The dual and separate admin-
istration that now exists is seen as unnecessary duplication.

COLORADO DENTAL PROGRAM ESTIMATED F.T.E. REQUIREMENTS
(Based on approximately 12 applications per week)
APPLICATIONS
Initial contacts (phone, letter, and/or walk-in),
applications mailed out and screened for eligibility,
additional letters to applicants, and letters to
dentists, etc.

Inquiries, follow-ups, explanation of program, "smoothing
out" problems

TRANSPORTATION AND CO-PAY
Arranging transportation and 20% co-payment when
necessary

Keeping track of who is where in the program and of the
amount of money spent, the number of applicants being
processed, etc.

REPORTING
Reports to Health Department
1 hour per week .022 F.T.E.
COMMITTEE MEETING
Meeting with committee members
1 hour per week .011 F.T.E.
Total .319 F.T.E.
After the program has been implemented awhile, some of these
steps might require less time.
APPOINTING COMMITTEE
Senate Bill 17, as amended February, 1978, states that
a committee of seven members is to be appointed by the
County Commissioners. If we are responsible for
appointing this seven-member committee, it should be a
one time only expenditure of time. Dr. Thomas Fry,
Mrs. Audrey Bechtel, and Mrs. Harriett Shupe are
presently committee members representing Weld County
and will probably continue to help with this program.
The necessary contacts to get four more committee
members.and hold an initial meeting would probably
take about three hours.
