RE: APPROVE CANCELLATION AND RELEASE OF COLLATERAL FOR A TEMPORARY
WIND MONITORING TOWER- GLOBAL WINDS HARVEST, INC.
WHEREAS, the Board of County Commissioners of Weld County, Colorado, pursuant to
Colorado statute and the Weld County Home Rule Charter, is vested with the authority of
administering the affairs of Weld County, Colorado, and
WHEREAS, by Resolution dated March 3, 2010, the Board approved the application of
Global Winds Harvest, Inc.,197 North Street Road, Argyle, New York 12809, for placement of a
wind monitoring tower to be used temporarily to determine whether the site is feasible for the
placement of a utility-scale wind power project in Weld County on the privately owned Open A
Spear Ranch, said real estate being more particularly described as follows:
Part of the E1/2 NW1/4 of Section 18, Township 10
North, Range 64 West of the 6th P.M., Weld County,
Colorado, and
WHEREAS, the Board of County Commissioners of Weld County, Colorado, accepted
check#3133 from Global Winds Harvest, Inc., 197 North Street Road, Argyle, New York 12809, in
the amount of $5,000.00, and
WHEREAS, the Department of Planning Services has received a letter from Dan Albano
with Global Winds Harvest, Inc., stating they never installed the tower because the location was
not feasible for their project, and even though they waited until now to see if conditions for
development would prove more favorable, they did not, so therefore, would now like to abandon
their efforts entirely in that area, and
WHEREAS, upon recommendation of staff, the Board deems it advisable to release said
collateral.
NOW, THEREFORE, BE IT RESOLVED by the Board of County Commissioners of Weld
County, Colorado, that check#3133 from Global Winds Harvest, Inc., in the amount of$5,000.00
be, and hereby is, canceled and released.
BE IT FURTHER RESOLVED by the Board that the Clerk to the Board be, and hereby is,
directed to return said collateral to the appropriate issuing party.

SUBJECT: Global Wind Harvest, Inc.
The Department of Planning Services received a letter from Dan Albano with Global Winds
Harvest, Inc dated 11/10/2013 stating they would like to terminate their pilot project for a
temporary wind monitoring tower in Weld County and are requesting their collateral for$5,000.00
be returned.
Global Wind Harvest Inc.went before the Board of County Commissioner on February 17, 2010 to
request the placement of a temporary wind monitoring tower be placed on . the Board of County
Commissioners granted the request but required collateral in the amount of$5,000.00. The
applicant has never installed the tower and therefore is request a return of their collateral.
Legal: Part E2 NW4Section 18, T10N, R64W of the 6th P.M., Weld County, CO
Location: East of and adjacent to County Road 49 and approximately 2 miles North of
County Road 114
Parcel Number: 0297 18 000001
The Weld County Department of Planning Services is recommending the return of the collateral.

Dear Mr. Parka
On 30 March 2010 my company was granted authorization by the Weld County Board
of Commissioners to install a temporary wind monitoring tower (Permit# 2010-0457,
PL0073). As part of that authorization Global Winds Harvest provided the county with a
$5,000 check to serve as collateral for the eventual decommissioning of the tower.
Subsequent to being issued the permit, yet before the test tower was ever erected,
Global Winds determined that proceeding with development of a potential project in the
area where the test tower was to be located was not feasible (e.g., for land securing and
permitting reasons). Having waited until now to see whether conditions for development
would prove more favorable, we are now prepared to abandon our efforts entirely in that
area.
As such, we would like to formally terminate the agreement signed on 3 March 2010 by
myself, on behalf of Global Winds Harvest, Inc., and Douglas Rademacher, on behalf of
the Weld County Board of Commissioners, and ask that our $5,000 collateral be
returned.
Should we decide in the future to again initiate wind development efforts in Weld County
we will come before the board with a new proposal for siting a temporary monitoring
tower.
