Operator provided EPA Tanks(working and breathing) and WinSim (Flashing) in determining emission factors. I verified their calculations and they seemed to make sense; although there was some discrepancy between the calculations and the APEN. I emailed the operator for some clarification. They used a projected production limit of 600,000 bbl/yr even though they are requesting 540,685 bbl/yr. I am assuming they rounded up to calculate the emission factor, then used that to multiply with their requested value. Uncontrolled emission factors: VOC = (168.19*2000)/600000 = 0.56 lb/bbl * 1000/42 = 13.3484 lb/1000 gal Benzene= (0.602*2000)/600000 = 0.002 lb/bbl * 1000/42 = 0.048 lb/1000 gal n-hexane = (4.85*2000)/600000 = 0.016 lb/bbl * 1000/42 = 0.3849 lb/1000 gal I received a revised APEN on 6/21/13 requesting an increase in throughput. The emission factors would stay the same, but the emissions increased. I revised the PA and permit accordingly. Page 5 Ant .. r .
