HomeMy WebLinkAbout750711 RESOLUTION WHEREAS, heretofore by Resolution of February 28, 1975, Colorado Counties Inc. , a Colorado Corporation, did endorse the continuation of General Revenue Sharing as enacted by Con- gress in October of 1972 , pursuant to the State and Local Fis- cal Assistance Act of 1972, and WHEREAS, heretofore by Resolution dated March 26, 1975, the Board of County Commissioners, Weld County, Colorado, did endorse the continuation of said General Revenue Sharing, and WHEREAS, it has now come to the attention of the Board of County Commissioners, Weld County, Colorado, that Congress is again considering whether or not to renew the program, and WHEREAS, the Board believes it to be in the best interests of Weld County, Colorado, that such General Revenue Sharing con- tinue as programmed and that same should be renewed, all in accordance with the reasons as expressed in the aforementioned Resolutions, copies attached hereto and made a part hereof by reference. NOW, THEREFORE, BE IT RESOLVED, by the Board of County Commissioners, Weld County, Colorado, that it unanimously en- dorses and supports the continuation of the General Revenue Sharing Program in substantially its present form by the first session of the 94th Congress. BE IT FURTHER RESOLVED, that a copy of this resolution be forwarded to Colorado' s Respresentatives and Senators in the United States Congress, the Governor of the State of Colorado, and the Colorado General Assembly. February 28, 1975 WHEREAS, the State and Local Fiscal Assistance Act of 1972, ("GENERAL REVENUE SHARING") , was enacted by the Congress in October of 1972 at the urging . of state, county, and municipal officials ; and , WHEREAS, said Act has already provided the state and local governments in Colorado with over $180 million, two-thirds of this going directly to general purpose local governments ; and , WHEREAS, these funds have been provided with relatively few conditions imposed by the federal government as to their use and with a refreshing absence of bureaucratic red tape; and , WHEREAS, this absence of red tape has permitted Colorado and its local governments the flexibility to respond to locally determined needs and the multi-year provision of the appropriation has allowed responsible long-range program and fiscal planning; and, WHEREAS, the availability of General Revenue Sharing Funds has helped Colorado's counties and municipalities to slow the rate of increases in the already over-burdened property tax; and, WHEREAS, General Revenue Sharing helps the poor by receiving its funding through the progressive income tax and is apportioned according to a formula which results in the largest per capita allocations being received by the least financially capable jurisdictions; and, WHEREAS, the Congress is now considering whether or not to renew the program; and, WHEREAS, the state of Colorado and its counties and municipalities are now being seriously pressed by rising costs, increasing citizen needs , and diminishing tax revenues as a result of inflation and the present economic crisis; NOW THEREFORE BE IT RESOLVED, by Colorado Counties, Inc. that the counties of Colorado do strongly and urgently endorse the continuation of the General Revenue Sharing program in substantially its present form and that a copy of this resolution be forwarded to Colorado's Representatives and Senators in the United States Congress , the Governor of the state of Colorado, and the Colorado General Assembly. Revenue Sharing is returning dollars directly to the local level where they can be dispersed with a great savings in administrative costs and an intimate knowledge of the community's specific needs. You stated reasons for requiring a thorough evaluation of Revenue Sharing. Revenue Sharing will always represent additional money simply because of the direct way it is distributed and monies impounded did not prevent thousands of dollars frau caning to Weld County for funding a variety of projects which I have enumerated in previous letters. You mentioned the federal deficit has grown in the last few years and I strongly suggest remedying that, not by destroying Revenue Sharing, one of the greatest shots in the arm local government has had, but by more responsible Congressional fiscal policies. • A basic regulation governing Revenue Sharing is that RS monies cannot be used to match programs that have other federal funding, consequently RS cannot be used on the vast majority of the federal and state human resource programs. Finally, Weld County has most certainly, as have many other local governments, maintained the viability of its own local tax base; RS has simply been the badly needed opportunity for local government which allowed the realization of projects plus helped keep local taxes fran rising. Fiscal responsibility dictates that deficits be decreased." However, because of fiscal responsibility "track records" the people, I know, prefer to see those decisions on how their money is to be spent made at the local level where accountability, efficiency, knowledge of needs and availability of elected officials is far greater. Box 758 Greeley, Colo. 80631 Dear Sir: The purpose of general revenue sharing was to use the federal tax base to help local communities which find themselves fiscally unable to meet the demands of their citizens for needed services. It was also the expectation that grants-in-aid would continue and that enue sharing funds would supplement already existing fe r Ma trail. . Your letter is one of many I have received in support of con- tinued revenue sharing. In addition , I have met with dozens of community officials from all over Colorado. My own research on this subject indicates that a number of circumstances have changed the program from its original purposes and require that Congress make a thorough evaluation of revenue sharing. First imonies for catesoric grants were frequently impounded by the Administration so that revenue s aring no longer repre- sented additional money. Second, the federal deficit has grown in the last few years because of shrinking revenues and increased government spending, over $30 billion of which is for revenue sharing. Third, reports from local and state governments on a nationwide basis show that -insufficient revenue sharing money has been used to fund discontinued federal programs which help the needy or to fund state and local human resource programs. Fourth , too many Committees across the country have not maintained the viability of their own tax base , but have relied too heavily on the federal revenue. This is directly contrary to the original purpose of the program. As you well realize , today, more than ever, the American people expect officeholders at all levels of government to make hard choices when deciding how tax money should be spent. Fiscal responsibility dictates that deficits be decreased and that pro- grams be judged according to the needs of the greatest numbers of Page 2 people which can be met by those programs . My own belief is that programs which are of direct benefit to those who bear the greatest burden of recession and inflation should have top priority. I support the revenue sharing concept in principle and will strongly urge its continuation on a basis that will satisfy the problems I have mentioned. Testimony has been given throughout the fall in the House Committee on Government Operations and will be compiled for review shortly. Action on the final version of the bill is expected early this year. I do appreciate your statement in support of general revenue sharing and the useful information which you supplied. I will keep your views in mind as Congress debates the merits of the program, but I will appreciate your help in explaining to our mutual constituents that this is one of many programs that requires federal taxing and spending to be so high. I am sending for your information a statement prepared by Congressman Fountain , who chaired the hearings on revenue sharing , in which he details the progress of the bill in his committee . Mr. Speaker, I want - to make a brief status report for the - benefit of those colleagues who are being contacted by local and State govern-- ment officials concerning pending legis-. lation to extend the State and Local Fis- cal Assistance Act of 1972. Judging by , the numerous inquiries received by the . Intergovernmental Relations and Human Resources Subcommittee from the Mem- - bers and their staffs, I know this is a' _ matter of considerable-current interest. . Over the past 3 months of this year_ thesubcommittee has held 16 days of _ hearings and took testimony from 87 wit- nesses on the subject of general revenue sharing. Many of these witnesses rep- - resented and spoke on behalf of local. State, and national organizations and rolitical subdivisions. In addition, we have received written statements and letters from a great many organizations and individuals that did not have an- opportunity to testify. - - . Prior to these hearings, the subcom- • mittee spent most of July holding back • - ground hearings on "Fiscal Relations in the American Federal System." Those hearings are intimately related to the basic &sues in revenue sharing, and pro- vide valuable background information for our subcommittee which was given legislative responsibility for revenue sharing only this year. I am satisfied that the subcommittee has compiled an excellent hearing rec- ord which will enable us to go forward in the consideration of this important legislation with confidence that all par- -. ties at interest and all points of view have been heard. - - _ It is our intention to proceed to mark- up sessions just as soon as the necessary preparatory work has been completed.- The subcommittee staff is now engaged in summarizing and analyzing the testi- mony of the. witnesses as-a basis for developing a document that will bring - together the policy issues and alterna- tives for the subcommittee's considera- tion.It should be noted that the subcom- mittee has before it more than 30 revenue - sharing bills proposing a wide range of legislative approaches. I appreciate your thoughts on the continuation of this effort. As you may be aware, there are several alternatives for extending and/or modifying the present State and Local Assistance Act. Hearings have been held in the Committee on Government Operations, but a bill is not expected to be reported out until sometime in 1976. Your views will be a useful addition to the permanent file now being com- piled regarding revenue sharing.
