AGREEMENT FOR 30% DESIGN FOR REPLACEMENT OF BRIDGE AND
AUTHORIZE CHAIR TO SIGN -ATKINS NORTH AMERICA, INC.
WHEREAS, the Board of County Commissioners of Weld County, Colorado, pursuant to
Colorado statute and the Weld County Home Rule Charter, is vested with the authority of
administering the affairs of Weld County, Colorado, and
WHEREAS, the Board has been presented with a Work Order Form (Flood Repairs -
EM-BR53/58A) Pursuant to Agreement for 30% Design for Replacement of Bridge between the
County of Weld, State of Colorado, by and through the Board of County Commissioners of Weld
County, on behalf of the Department of Public Works, and Atkins North America, Inc.,
commencing January 13, 2014, with a completion date of March 31, 2015, and with further terms
and conditions being as stated in said work order form, and
WHEREAS, after review, the Board deems it advisable to approve said work order form, a
copy of which is attached hereto and incorporated herein by reference.
NOW, THEREFORE, BE IT RESOLVED by the Board of County Commissioners of Weld
County, Colorado, that the Work Order Form (Flood Repairs - EM-BR53/58A) Pursuant to
Agreement for 30% Design for Replacement of Bridge between the County of Weld, State of
Colorado, by and through the Board of County Commissioners of Weld County, on behalf of the
Department of Public Works, and Atkins North America, Inc., be, and hereby is, approved.
BE IT FURTHER RESOLVED by the Board that the Chair be, and hereby is, authorized to
sign said work order form.

SUBJECT: 30% Design for EM-BR53-58A Bridge Replacement
Please place the attached agreement on the BOCC Agenda. Please return a copy of the agreement to
me for my records.
Bridge BR53-58A (Kersey Bridge)was damaged during the 2013 flood. After the flood, the bridge and
road damage was repaired and the road was reopened to traffic. The bridge was constructed in 1957
and an evaluation of the bridge showed that it is undersized and does not meet current codes and
standards for bridges. The current roadway and bridge just barely passes the 10-year flood. Current
codes and standards for bridges require the passage of the 100-year flood.
Because the bridge does not meet current codes and standards, FHWA and CDOT are willing to evaluate
the possible replacement of the bridge. In order to do their evaluation, Weld County must provide a 30%
bridge and roadway design. After the 30% design is completed, FHWA and CDOT will perform a risk and
resiliency analysis to determine if the bridge replacement is cost beneficial. If they determine that it is
cost beneficial to replace the bridge, Weld County will be authorized to proceed with the final design and
construction of the bridge.
Atkins has provided a 30% design work order totaling $189,181.50. The 30% design is reimbursable at
82.79% (FHWA), 8.605% (State), and 8.605% (Weld County). Weld County's share of the design would
be $16,279.07, the State share would be $16,279.07, and the FHWA share would be $156,623.36.
It is anticipated that the total design fee (30% design and final design) for the bridge will be $631,197.
The construction of a new bridge is expected to be approximately $5.4 million. The total project is
expected to cost approximately$6 million with Weld County's share being approximately $516,500. Weld
County is in the process of applying for CDBG-DR grants that will be used to cover Weld County's share
of the project.
This work order was included in a BOCC pass-around that was approved by the Board on Friday,
September 5.
I will plan on attending the BOCC hearing to answer any questions that the Board may have regarding
this agreement.

What options exist for the Board? (Include consequences, impacts,costs,etc. of options)
1. Do not proceed with the design and replacement of the bridge. It is possible that the State share and CDBG-DR
grants will not be available in the future and Weld County would have to bear the majority of the cost for
replacing the bridge.
2. The current bridge is functionally obsolete and needs to be replaced to meet current codes and standards. There is
currently FHWA funding available to replace the bridge. There are also State funds and CDBG-DR grants
available to minimize the out of pocket cost to the County.
Recommendation:
Authorize Public Works to place the Atkins work order on the agenda for the Board's signature.

I. GENERAL
Description of the project
The scope of services will include the work items necessary to develop a 30%, FIR level design for a
possible bridge replacement for WCR 53 at the South Platte River and also 30% of repair to the existing
roadway damaged by the September 2013 floods. The existing bridge crossing is hydraulically deficient
and only provides conveyance of the 10-year flood event. This effort will include preliminary design of a
new bridge structure, hydraulic analysis of the South Platte River, preliminary design of a new roadway
profile and alignment.

II. SCOPE OF SERVICES AND COST ESTIMATE
The scope of services for the project includes project management, coordination with FHWA, monthly
status meetings with Weld County, arterial design, structural design of a new bridge structure, floodplain
analysis/modeling, geotechnical analysis, environmental investigation utility and ROW coordination,
supplemental survey and development of estimated project cost. In addition, a 30% design and
construction cost estimate will be developed with the purpose of repairing the roadway portions that were
seriously damaged. These repairs will meet current Weld County standards. The following work tasks will
be completed for the preparation of 30%/FIR plans and a preliminary cost estimate. Monthly meetings will
be held
A. MONTHLY PROGRESS MEETINGS AND COORDINATION WITH FHWA
Progress meetings will be held monthly between Atkins and Weld County with the purpose
of tracking progress, schedule and, discussion and resolution of any critical issues.

Coordination with FHWA will include preparation and submittal of backup and supporting
documentation as required by FHWA.
B. SCOPING MEETING
A scoping meeting will be held between Atkins, Weld County, FHWA and Flood Recovery Staff,
and additional resource agencies (e.g., US Army Corps of Engineers and US Fish &Wildlife
Service), as needed. The purpose of this meeting will be to confirm the requirements for
environmental clearance, utilities, and right-of-way acquisition to ensure all required
documentation is obtained.
C. HYDRAULIC DESIGN
Atkins hydraulic staff will review the existing USACE hydraulic model for the South Platte River and
available as-built bridge plans. A revised existing conditions model will be developed using post-flood
LiDAR (provided by FEMA) and other necessary edits to accurately reflect existing conditions of the
South Platte River in the area of WCR 53. The 10-, 50-, 100-, and 500-year water surface elevations
will be calculated. Hydraulic staff will coordinate with civil and structural designers to determine
hydraulic capacity required for the proposed bridge and create a proposed conditions model. The 10-,
50-, 100-, and 500-year water surface elevations will be calculated for the proposed WCR 53 bridge
and compared to existing conditions to determine impacts of the proposed bridge crossing.
Additionally, hydraulic staff will identify a conceptual alternative to reduce the overtopping of the
existing bridge without bridge replacement. Due to the minimal hydraulic capacity of the existing
structure and significant overtopping of WCR 53, a viable option may not be found.
Atkins will prepare a Preliminary Hydraulics Report summarizing the hydraulic analysis and design
for the existing and proposed bridges.
D. CIVIL DESIGN
Civil engineers will develop one alternative alignment for the new bridge and a profile that will take
into account the flood way needs and clearances desired working with our Hydraulics engineers.
Typical sections will be developed at key locations. The intersection at CR 388 will be reconfigured
to work with the new CR 53 alignment and profile. Roadway areas seriously damaged with the floods
will be repaired and improved to current County standards. A preliminary construction sequencing or
phasing will be developed and a constructability review will be done. A preliminary cost estimate will
be developed.
E. STRUCTURAL DESIGN
Atkins structural engineers will coordinate with our hydraulic staff to determine minimum freeboard
elevations and required hydraulic opening. A conceptual bridge layout and preliminary structure depth
will be developed based on the hydraulic models, required capacity and other relevant information
provided by our hydraulic and civil engineers. Preliminary geotechnical information will be used to
determine the proposed foundations of the bridge. A Structure selection report will be prepared that
summarizes the selection process and a recommended structure will be proposed from at least four
alternatives. The proposed structure will include preliminary superstructure type and depth, abutment
and piers types and locations. A 30% level bridge plan set will be developed, along with a preliminary
estimate of quantities and cost.

F. ENVIRONMENTAL
Section 404 Jurisdictional Areas and Permitting
Atkins has determined that a Nationwide Permit No. 3 was issued to Weld County by the USACE on
October 2, 2013 to authorize replacement of WCR 53. The permit is valid until March 18, 2017 and
includes a Preliminary Jurisdictional Determination (JD) of wetlands and Waters of the U.S. Activities
covered by the permit include replacement of the washed out bridge and associated structures, the
minimum amount of sediment/debris removal necessary for sufficient design, and 100 linear feet of
riprap placement on both sides of the South Platte River for bank stabilization. Unless significant
deviations to the plans and specifications included in the permit are required as a result of the 30% FIR
plans, no further authorization from the USACE is anticipated. Environmental clearance authorized by
the Nationwide Permit No. 3 shall be confirmed during the scoping meeting.
Cultural Resources
Coordination with the State Historic Preservation Office was included as pan of the Nationwide
Permit No. 3 authorization. A recent Class I survey performed using the online cultural resource
database Compass, indicates that WCR 53 was not recommended to be eligible. With regards to
paleontological resources, a prior survey performed by Atkins in the area of WCR53 indicates that the
bedrock of the Laramie formation (a well known dinosaur-bearing formation) is
approximately 200-500 feet in depth and negates the possibility of locating important
paleontological finds. CDOT's Flood environmental staff shall confirm that no further evaluation for
cultural or paleontological resources is required during the pre-scoping meeting.
In the event that additional surveys are required, Atkins will also perform a Class III cultural survey
for the project site. The Class III survey will consist of pedestrian surveys of both the location of the
current bridge and the possible future location (just upstream of the existing bridge). A report will be
provided that includes the initial site assessment, paleontology clearance, and 4f and 6f non-historic
clearance as determined to be required.
NEPA Compliance
A Categorical Exclusion will be completed and documented using the Colorado Department of
Transportation's Categorical Exclusion Determination Form 128. Resources will be analyzed in
accordance with FHWA Technical Advisory 6640.8A. The wetland delineation and Class III survey
will be used to determine impacts to wetlands and other waters of the U.S. and historic resources,
respectively. A noise and air screening memo and Form 881 Environmental Assessment will also be
prepared as determined to be required during the pre-scoping meeting.
As part of this clearance, it is also anticipated that informal Section 7 consultation may be required
with the US Fish & Wildlife Service. Threatened and Endangered species concurrence was included in
the Nationwide Permit No. 3, but certain species such as the Burrowing Owl and birds-of-prey may
have reoccupied the area surrounding the bridge since the flooding occurred. Based on construction
timing and other factors, surveys may not be required, however, Atkins will document any additional
USFWS clearances in a memo to CDOT as determined to be required during the pre-scoping meeting.
G. UTILITIES
Atkins will coordinate with the utility owners in the area and the county to ensure utility conflicts are
minimized, are shown correctly in the plans, and if there are any conflicts a suitable solution is arrived
at. Utility consuits will likely be incorporated into the new bridge design

H. RIGHT OF WAY
With an anticipated new alignment for a new bridge to the west of the existing bridge (upstream), it is
expected there will be a need for property acquisition on the southwest and northwest banks of the
Platte River. It is possible that the property on the southwest quadrant may only need a construction
easement to rework the access. The consultant will identify ROW/easement needs associated with the
bridge design.
I. SURVEY
Survey needs are anticipated to be minimal outside the channel of the Platte River as Atkins has
LiDAR topography in the area. Right of entry on four (4) properties will be needed to pick up the
following survey. Survey control will need to be established and a ground coordinate system for use
in GPS RTK surveys. It is anticipated that (2) channel sections will need to be picked up, one at 50 ft
and one at 500 ft, upstream of the existing bridge. Locating the front face of the existing abutment and
wing walls at each end (north and south) of the existing bridge will be done. Roadway centerline at
100 ft intervals from 500 ft north of the intersection of CR 388 to 1000 ft south of the existing south
bridge abutment will be picked up.
J. GEOTECH
The geotechnical consultant will review available geological maps as well as previous geotechnical
reports and birings. The geotechnical consultant will then submit a proposed exploration plan,
indicating locations of subsurface explorations for review before work starts. The geotechnical
consultant will meet with the project team and their CPT exploration subcontractor on site to
determine boring access. Subsurface explorations will consist of cone penetrometer tests (CPT) in
order to provide continuous characterizations of soil formations and elevations. The subsurface
explorations will include exploration at each abutment and at least two locations below the existing
bridge deck at the proposed pier locations. The geotechnical consultant will hire a coring subcontractor
to core through the existing deck and repair the deck after work has been completed. The draft
geotechnical report will include a subsurface profile along the proposed bridge alignment. Four
borings will be drilled and analyzed/tested. Each boring will be approximately 130-140 feet in depth.
Traffic control will be necessary for the drilling operations and will be arraigned by the geotechnical
consultant. It is assumed there will be 3 site visits needed to meet with Project Team, meet with
concrete coring subcontractor, and meet with utility locators. Pavement design will be completed in
accordance with Weld County design procedures and a pavement life cycle cost analysis is not
required. A health and safety plan will be prepared by the geotechnical consultant.

IV. LIST OF ASSUMPTIONS
1. This scope of services does not include channelization or modifications to the South Platte River.
2. No more than two roadway alignments will be developed for the proposed bridge crossing.
3. Some reconfiguration of the CR 388 intersection is expected.
4. Cultural survey does not include additional consultation with other agencies.
5. A Categorical Exclusion Determination Form 128 will be sufficient NEPA documentation.
6. The scoping meeting will be held in Greeley, CO.
7. This scope of services includes pre-permitting planning only. A complete Section 404 permit
application should be prepared following completion of final bridge design.

Yesterday, I also meant to ask you about the attached pass around we are trying to get on Monday's
BOCC agenda. Ironically, FEMA is breathing down our necks for a change to get this processed. The
attachment doesn't show it but the other 4 Commissioners have approved the pass around and we are
waiting to hear from you. Please let me know if you have any issues with starting the design work for
the bridge and we will get a work session set up. Otherwise, we would like to get this work order on
Monday's agenda? I appreciate your help!
