Weld County advertised a Request for Proposal in reference to the replacement of(2) Live Scan
Booking stations and (1) Desktop Live Scan Booking station. According to CBI there are four
companies that meet certification requirements:
• CBI and FBI certified
• National Institute of Standards&Technology(NIST)
• Image Quality Standard (IQS)
Two of these qualified vendors responded to the RFP by submitting bids; only one vendor,
MorphoTrust USA meets all the specifications required for the (2) Live Scan Booking stations.
Weld County Sheriff's Office captures approximately 18,000 individual sets of fingerprints per
year. One essential requirement for the Live Scan Booking stations is integrated full hand
scanning. Weld County Sheriff's Office staff is trained and utilizes Live Scan technology with
integrated full hand scanning; we have done so for over 10 years. MorphoTrust USA is a sole
source vendor for full hand integrated scanning. This superior technology is recommended by
the FBI and consists of rolling the hand over a curved surface allowing for a splice-free
continuous capture of the whole hand.
This technology reduces the number of steps required to capture the palm print compared to
the flat palm capability offered by the other vendor. Changing to the flat palm technology
would require re-training staff on a different process and increasing the amount of staff time
required to capture prints due to increased steps.
Prior to the RFP process MorphoTrust USA provided a bid of $44,262.00 for each Live Scan
Booking stations and $29,874.00 for the Desktop Live Scan Booking station. The RFP process
resulted in a bid of $38,307.00 for each Live Scan Booking stations and $27,109.00 for the
Desktop Live Scan Booking station. This is a net reduction of$14,675.00
The Weld County Sheriff's Office recommends the bid be awarded to MorphoTrust USA in the
amount of$123,237.00 for (2) Live Scan Booking stations, (1) Desktop Live Scan Booking station
and (1)year support and maintenance for each station.
