SUBJECT: USR14-0014, Deborah and Raymond Grant
(Two Dwellings)
The Weld County Public Works Department has reviewed this proposal. This project falls under the Use by
Special Review Standard, Weld County Code, Chapter 23, Article II, Division 4, Section 23. Staff comments
made during this phase of the Use by Special Review process may not be all inclusive; as other issues may
arise during the remaining application process.
COMMENTS:
CR 6 is a collector road and requires an 80-foot right-of-way at full build out. There is presently a 60-foot right-
of-way. This road is maintained by Weld County. Pursuant to the definition of SETBACK in the Weld County
Zoning (23-1-90), the required setback is measured from the future right-of-way line. The applicant shall
delineate or dedicate an additional 10-foot of right-of-way parallel to the CR 6 right-of-way for future build-out.
Longview Road within Carol Heights is a local gravel road and requires a 60-foot right-of-way at full build out.
There is presently a 60-foot right-of-way. This road is maintained by Weld County. Pursuant to the definition
of SETBACK in the Weld County Zoning (23-1-90), the required setback is measured from the future right-of-
way line.
REQUIREMENTS:
Site Plan:
Show 60' of right-of-way for Longview Road on plat; also show location of existing access points.
Access Permit:
Show the approved access on the plat and label it with the approved access permit number (AP#).
Noxious Weeds:
Should noxious weeds exist on the property or become established as a result of the proposed development,
the applicant/landowner shall be responsible for controlling the noxious weeds, pursuant to Section 15-1-180 of
the Weld County Code.
Flood Hazard Development Standards:
This area IS NOT in a Special Flood Hazard Area (SFHA) as determined by the Federal Emergency
Management Agency (FEMA).
Geologic Hazard:
This area IS NOT in a geologic hazard location (coal mine).
Permitting/Inspections:
A right-of-way permit is required for any work in the Weld County right-of-way. Contact the right-of-way
inspector at 970-304-6496, ext. 3764.

Environmental Health Services has reviewed this Site Specific Development Plan and
Use by Special Review Permit for one (1) single-family dwelling unit per lot other than
those permitted under Section 23-3-20.A (second single-family dwelling unit) in the A
(Agricultural) Zone District.
A letter from Left Hand Water District was provided with the application which states the
property is within their service area.
There is an existing septic system (permit SP-0400235) that was permitted for a 4
bedroom residence. The proposed home will be required to install a new septic system.
We have no objections to the proposal; however, we recommend that the following
requirement be met prior to issuance of a certificate of occupancy for the proposed
residence:
1. An individual sewage disposal system is required for the proposed facility and
shall be installed according to the Weld County Individual Sewage Disposal
Regulations. The septic system is required to be designed by a Colorado
Registered Professional Engineer according to the Weld County Individual
Sewage Disposal Regulations.
We recommend that the following requirements be incorporated into the permit as
development standards:
1. Waste materials shall be handled, stored, and disposed in a manner that controls
fugitive dust, fugitive particulate emissions, blowing debris, and other potential
nuisance conditions.
2. Fugitive dust and fugitive particulate emissions shall be controlled on this site.
3. This facility shall adhere to the maximum permissible noise levels allowed in the
non-specified Zone District, as delineated in Section 14-9-30 of the Weld County
Code.
4. A permanent, adequate water supply shall be provided for drinking and sanitary
purposes. The facility shall utilize the existing public water supply. (Left Hand
Water District)
5. Sewage disposal shall be by septic system. Any septic system located on the
property must comply with all provisions of the Weld County Code pertaining to
Individual Sewage Disposal Systems.
6. The facility shall comply with all applicable rules and regulations of State and
Federal agencies and the Weld County Code.

Dear Ms.Aungst:
I have reviewed the submitted material pertaining to the Site Specific Development Plan and Use by
Special Review for the addition of a single family dwelling to the property at 3505 Longmont View
Road in Weld County (Case Number: USR14-0014). The Fire District does not object to the request
provided the requirements of the Fire District can be met.
Water supply for fire protection is required for the new residence if the structure exceeds 3,600 gross
square feet. All other structures may require water supply for fire protection depending on the use of
the new structure. When water supply for fire protection is not available from fire hydrants, the
installation of a residential fire sprinkler system is accepted as an alternative to meeting the required fire
flow for residential structures.
Plans for the residence and bam/shop must be approved by the Fire District before a building permit can
be issued.
