RE: APPROVE COURT SECURITY GRANT APPLICATION AND AUTHORIZE CHAIR TO
SIGN ELECTRONICALLY
WHEREAS, the Board of County Commissioners of Weld County, Colorado, pursuant to
Colorado statute and the Weld County Home Rule Charter, is vested with the authority of
administering the affairs of Weld County, Colorado, and
WHEREAS, the Board has been presented with a Court Security Grant Application to
the Colorado Courts Security Commissioner, State Court Administrator's Office, commencing
upon full execution, with further terms and conditions being as stated in said grant application,
for approval and signature by the Board of County Commissioners of Weld County, pursuant to
the provisions of Section 13-1-205(1), C.R.S., which requires that for the Court Security
Commission to consider a grant application, "the application shall be signed by the
administrative authority of each entity that is represented on the local security team," and
WHEREAS, after review, the Board deems it advisable to approve said grant
application, a copy of which is attached hereto and incorporated herein by reference, with the
condition that the resulting agreement must be presented to the Board before being agreed to
by staff, to allow the Board to complete the necessary actions.
NOW, THEREFORE, BE IT RESOLVED by the Board of County Commissioners of
Weld County, Colorado, that the Court Security Grant Application to the Colorado Courts
Security Commissioner, State Court Administrator's Office, be, and hereby is, approved, with
the condition that the resulting agreement must be presented to the Board before being agreed
to by staff, to allow the Board to complete the necessary actions.
BE IT FURTHER RESOLVED by the Board that the Clerk to the Board be, and hereby
is, authorized to submit said grant application electronically on behalf of the Chair.

Nineteenth Judicial District Local Security Team
2014 Grant Request for Calendar Year 2015
The Nineteenth Judicial District has an organized a Local Security Team that meets four to seven times
per year. It is comprised of members representing the Nineteenth Judicial District Courts and Probation,
District Attorney's Office, Weld County Government and Weld County Sheriffs Office. The LST agreed to
have the state conduct a security assessment of the Court Complex in March 2009. Based upon this
initial review and emerging security concerns, the LST collaboration develops and prioritizes responses
and requests to address legitimate security needs.
The following request outlines, in order of priority, the equipment requested by the Nineteenth Judicial
District LST in the 2015 Grant request.

The individual summary for each of the above listed requests is detailed on pages 3 through 5 of this
document.
Steps LST has implemented:

Since the inception of the Weld County LST, its cooperating groups collectively have implemented
varying strategies to heighten security. The following is a summary of some of the more significant
changes specific to the LST activities:
• Emergency evacuation procedures have been developed and tested through training and actual
situations.
• Employees continue to receive ongoing mandatory training on security procedures.
• An emergency evacuation was conducted in April this year.
• Every division participates in scenario training specific to that division.
• Security screening station protocols have been enhanced.
• Training and communication with security guards continues to be improved.
• Upgrades and enhancements to panic buttons have been installed.
Communication within entities housed in the Court Complex has improved.
• Video recordings at the security posts have been utilized in criminal investigations.
• The state Court Security Training has enhanced security awareness and significantly reduced
resistance to requests for additional security in courtrooms.
• Security tips and refresher memos are distributed to staff periodically through the year.
• Mandatory security awareness training is given to all all new court employees.
Off campus evacuation locations have been secured.
An MOU has been developed with the Greeley Police Department for providing inter-agency
protection in emergency situations.
Objectives, anticipated results and timeline for implementation should requested items be
approved:
The primary objective is to continue to enhance security in the courts and probation six-building complex.
That remains our priority for this year's request.
The following are our anticipated results. All enhancements would be purchased as soon as the funds
were made available.
• The Probation Department is expanding into a larger building that currently has no security
equipment in place. The purchase of the CEIA Walk-through Metal Detector would be used in that
facility.
• The hand-held wands are to be used in the new probation facility and to replace obsolete
equipment currently in use. A key feature in these wands is their ability to filter out false-positive
readings from rebar in the concrete floors.
The EID restraint is to replace current aging equipment.

Equipment details:
The unit has a uniform detection field, very high discrimination; highly visible display provides
single or multiple locations of weapons in transit.
➢ This detector provides fast programming through the chip card system and photo cell
software for counting.
➢ The walk through detector is calibrated initially by computer and allows for the
sensitivity to be adjusted to detect large metal objects or down to small metal objects.
➢ The chip card can be used to increase the sensitivity in seconds if necessary for higher
profile hearings. This sensitivity adjustment provides for more efficiency and enhanced
reliability in detection.
➢ The Vendor provides training, installation and service.
Objective and Anticipated Results:
Metal detection equipment is the first line of defense for the Court facilities. The purchase of
this metal detector will replace the last detector that is over 10 years old. This technology
currently is used at all our other check points, allows the operator to pinpoint where metal is
located, and the sensitivity can be adjusted according to need. This new technology is more
precise and efficient, reducing processing time without compromising safety and security.

Handheld metal detecting wands aid security staffs efforts to maintain the highest level security in the
Court House setting. By having these wands readily available to all security staff in the building will help
to increase the efficiency of security staff. The current wands are in need of replacement.

Objective and Anticipated Results:
The Nineteenth Judicial District LST has made significant strides in improving court security during the
past few years. By emphasizing the importance of increased security, and providing the resources
necessary to train staff, the grant funding has allowed the district to educate more staff and provide them
with the tools necessary to be effective in their jobs. We hope to continue to raise the level of awareness
and education through our continuing efforts to provide training opportunities to staff.

The 2015 Court Security grant application period will open tomorrow,September 9, 2014,and close on Friday October
31, 2015. As in the past, local security committees are encouraged to meet to plan their grant application.
Important Information for 2015 Grants
The court security grant fund continues to experience declines in revenue coming into the fund.As a consequence the
Colorado Court Security Commission has established the following for this year's grant applications:
1. Grant funds will continue to be provided for all full and part-time court security officers supported by grant
funds. No new personnel requests can be funded;
2. $300,000.00 has been set aside for high-risk/high profile court security emergency assistance to any county;
3. Counties that received a grant award as part of the Videoconferencing Initiative should request an equipment
award of$2370.00 in addition to any other equipment requested. Please review the 2015 Grant Instructions on the
website to determine if your county qualifies; and
4. Despite the fact that there are very few funds available for equipment awards local security teams are
requested to ask for all the equipment that they would like to see funded.
